Welsh first minister Rhun ap Iorwerth swerved a question about the future of horse racing in Wales following the ban on greyhound racing.

On 17 March, The Senedd (Welsh parliament) voted to end greyhound racing. The ban will come into effect at some point between 1 April 2027 and 1 April 2030. The following day, members of the Scottish parliament voted in favour of a ban in Scotland.

On 1 July, Reform UK Senedd member (MS) Cai Parry-Jones raised the topic during first minister’s questions.

“First minister, your party supported the banning of greyhound racing in Wales, as a result, it will be fully banned in Wales as early as next April. I am seriously concerned that Plaid Cymru’s thirst for banning British cultural sports will not stop here,” he said.

“Plaid Cymru MP Liz Saville [Roberts] said a few months ago that Grand National-style horse racing should be banned. First minister, horse racing is not only a cultural part of our British identity, but an economic one – generating hundreds of millions of pounds for Wales, supporting jobs from stables to tracks to bars at the races. Will you confirm to the Senedd today that you will not be moving to ban horse racing with jumps here in Wales?”

Mr Ap Iorwerth responded, saying: “I’m afraid I have to correct the member, the vote on greyhound racing was a free vote, and I believe it was for most parties in the last Senedd.”

Responding to the exchange, a British Horseracing Authority (BHA) spokesperson told H&H the BHA “has been active in the Senedd for a number of years, running a cross party group and engaging with the Welsh Government on behalf of the industry”.

“The industry has invested over £63m since 2000 in equine welfare initiatives, which have helped deliver genuine progress, and politicians from across the political spectrum were previously on the record in the last Senedd praising the high standards of equine welfare in the sport,” added the spokesperson.

“The Welsh horseracing sector continues to be an economic and sporting success story for the Welsh nation and it is worthy of Government support.”

In March, the BHA was quoted as saying that at every stage, both governments have been keen to stress that there is no connection between these bills and the future of the horseracing industry in Scotland and Wales.

At the time, World Horse Welfare chief executive Roly Owers told H&H: “We know that society is increasingly questioning how we involve animals in our lives in so many different ways, from pets, to livestock, to animals involved in sport, and the greyhound ban in Wales and Scotland is another timely reminder about what the consequences can be if a sport loses public trust.

“Equally, it is well recognised that maintaining trust is one the key drivers of public acceptance and this can be strengthened by genuine, ongoing and evidence-led actions to improve safety and welfare. So this must remain a strategic priority for horse sport, along with being transparent and accountable for the actions undertaken. In this way sport will truly be putting the horse first, which should help avoid future restrictions and provide for a more sustainable future.”

Thousands turned out to line Cardigan’s sun-soaked streets to cheer the parade of horses through the town at the 2026 running of Barley Saturday on 25 April.

The parade was led by Welsh section D stallion Ionos Brenin Elwyn, who had stood supreme champion at the event’s show, held on the grounds of Ysgol Uwchradd Aberteifi that morning.

Owned by Sarah Hughes, “Elwyn” was shown by her son, Daniel. Sarah explained that the win was particularly sweet.

“I was brought up in Cardigan and have fond memories of Barley Saturday, and I first met my late husband Tom on Barley Saturday,” she said. “It is a unique day and nothing compares to it anywhere else in the world.”

This is not the first time that the family has enjoyed success here. Elwyn – out of three-time Royal Welsh-winning mare Ionos Ffion – is sired by Ionos Llion, who led the supreme here in 2017.

He is named after the Ionos stud’s founder, Sarah’s father-in-law Daniel Elwyn Hughes, and was unshown until he was 10 years old. He’s more than made his mark in the last three years however, standing a close reserve supreme here in 2024 and finishing seventh in a field of 30 senior stallions at the Royal Welsh last term.

“Having grown up locally, it was a dream come true in 2017 to lead the parade with Llion but to have Elwyn follow in his footsteps is just amazing and among the best days of our lives,” Sarah said.

It almost didn’t happen.

“He was meant to be turned out at the end of the showing season last year but the grandchildren love Barley Saturday and begged us to bring him once more before letting him get back to work,” said Sarah.

“That’s the magic that Elwyn has given over the last three years, getting the kids involved and enjoying the showing. He’s such a kind loving horse, and has given us as a family so much fun and enjoyment.”

Decland Davies took the reserve supreme spot with his home-bred traditional coloured stallion Steppers Big Batman.

Jack Davies and Crumpwell Larky claimed the private exercise vehicle category and Cardigan native John Fletcher the heavy horse turnout championship with his George and Frankie.

After the parade of horses, almost 100 vintage vehicles paraded through the town.

Most cross-country schooling venues, if not open all year, tend to open between February and April as riders start training for the eventing season ahead. Depending on the ground conditions and the time of year, you might prefer to school on grass or on an all-weather surface and we have plenty of examples of both options listed below.

Some courses are available for hire all year round, with the exception of during events and the preparation period, and in extreme weather. We’ve included seasonal opening times where these are available.

One important cross-country schooling tip is to choose a venue to suit your needs – for example, if your horse needs practice in water, opt for a venue with a water complex and splash area – so where the information is available, we’ve listed the fence heights and features of each course to help you find the best option.

The first equestrian access strategy approved in Wales can inspire others to work together for the benefit of horses and riders, it is hoped.

The cabinet of Carmarthenshire County Council has approved the strategy, which sets out its long-term plan to improve equestrian access across the county.

A spokesperson for the council said the document “reflects the council’s ambition to support the equestrian community, enhance rural connectivity and promote inclusive access to the countryside”.

He added: “The strategy provides a framework for delivery over the next 10 years, as Carmarthenshire aims to develop a more accessible, better connected network for equestrian use. It outlines a phased approach, beginning with the establishment of an equine user group and a volunteer equine maintenance workforce. These early actions will help shape priorities and strengthen the delivery of future improvements.”

The strategy was developed after consultation with equestrian businesses, clubs, individuals, and elected representatives, as well as the British Horse Society (BHS). The report sets out the public rights of way (PROW) situation in the county: some 166km of bridleways, and 83km of restricted byways and byways open to all traffic (BOATs) that riders and carriage drivers may use.

As well as establishing the user group and volunteer workforce, the council has committed to actions including assessing footpaths on suitability to be upgraded to bridleways, assessing council-owned land on potential for equestrian use and potentially working with other landowners to add to the PROW network.

“We want to enhance the equestrian access offer, under local authority control, in Carmarthenshire,” the strategy states. “We will strive to work across the whole local authority portfolio to seize opportunities to improve and, where possible, broaden equestrian access, working collaboratively with our partner organisations to realise our objectives.

“By delivering the actions contained in this strategy we want to maximise the potential health, wellbeing and economic benefits that equestrianism brings to our county. We intend to see the outcomes of this strategy delivered for our equestrian community, within current resources in this challenging economic climate for local government.”

County councillor and cabinet member for climate change, decarbonisation and sustainability Aled Vaughan Owen added: “This strategy sets out a clear direction for how we will work with the equestrian community to improve access in a realistic and sustainable way. It recognises the importance of horses in Carmarthenshire’s rural identity and the wider benefits equestrianism brings to our communities.”

BHS director of access Mark Weston congratulated the council on the BHS’s behalf for adopting the strategy.

“It’s great to see that the need for riders and carriage drivers to have safe places and routes is being so greatly recognised,” he told H&H.

“As a first of its kind in Wales, we’re proud to have played a key collaborative role in delivering this incredibly important piece of work for the local equestrian community. Currently, less than 10% of the county’s rights of way are open to equestrians – notably lower than neighbouring counties. For carriage drivers, who are only entitled to use restricted byways and BOATS, only 3.27% of the network can be lawfully accessed.

“This equestrian strategy intends to change these statistics – it’s a celebration of what’s being achieved locally and, critically, highlights the great work that can be achieved when the right people come together. We hope this will inspire more people to campaign for action within their local councils.”

Fire crews who went to the rescue of a veteran mare stuck in a ravine had to use their ingenuity to save her from drowning as the water level rose fast.

Mid & West Wales Fire & Rescue Service sent crews from Machynlleth and Montgomery to Churchstoke on 8 July, following reports of a stuck horse.

“One 20-year-old mare had slipped down a ravine into the watercourse and had been stuck for some time,” a spokesman for the fire service said, adding that firefighters used specialist equipment to free the horse – as well as thinking outside the box to save her from drowning.

“During the rescue, heavy rainfall caused the water level to rise rapidly and crews had to use tyres to keep the horse’s head above water,” the spokesman added. “Once the horse was rescued, crews liaised with her owner and veterinarian.”

The Churchstoke incident came two days after Mid & West Wales Fire & Rescue Service had gone to the aid of another horse. On 6 July, crews from Machynlleth and Tregaron were called to Penuwch, following a report of a horse stuck in a ditch.

“One 30-year-old horse, who had been sedated by vets present at the scene, was mechanically lifted by crews using quick release devices and a mechanical digger,” the spokesman said.

“Once rescued, the horse was assessed by the veterinarian and moved to a safe place using animal rescue equipment.”

Work continues towards introducing regulations for the licensing of animal rescues and sanctuaries in Wales, with hopes that new laws will “close loopholes”.

Two years ago, H&H reported a voluntary code of practice for animal welfare establishments had been launched by the Welsh Government, drafted by the Animal Welfare Network for Wales (AWNW, news, 15 Oct 2020). The code outlined a framework for rescues to deliver “exemplary levels” of care and encourage the highest standards – with the view of creating future regulation.

In 2021, the Welsh Government included the licensing of rescues in its 2021-2026 animal welfare plan for Wales, and stated it planned to “work in partnership with key stakeholders and consult on revised proposals” for the licensing of activities including animals – including sanctuaries, rescue and rehoming centres.

Nic de Brauwere, AWNW management committee chair and Redwings head of welfare, told H&H the code had been a “catalyst” for new regulation, and meetings with the Welsh Government are due to continue.

“The Welsh Government has been keen to take a step back and make sure that what they’re trying to do is closing loopholes, rather than just throwing a bit of legislation at something because we can and then you end up with a gap,” he said.

“The key things with regulating rescues are, if you aren’t allowed on to the premises and can’t do spot checks and follow up on things without waiting for a complaint, normally you only discover that something is wrong when its catastrophically wrong – from an animal point of view it’s far too late. Any regulation needs to allow local authorities to go in and keep an eye on these places before they become a disaster. It takes time and we want to make sure we have engagement from the sector.”

Scotland introduced mandatory licensing for animal rescue centres in September last year (news, 30 Sep 2021). Reflecting on this a year on, Scottish Society for Prevention of Cruelty to Animals chief superintendent Mike Flynn told H&H it had been a “positive step”, but “there is still work to be done”.

“We will not see the true impact of this licensing until all local authorities have carried out inspections on sanctuaries and rescue centres in their area,” he said.

“The number of investigations we have led in cases concerned with equine welfare is lower than previous years, and we have seen a consistent reduction since September 2021. This includes any investigations into horse sanctuaries. It is too early to determine whether the licensing has had an effect on this, but it is promising.”

In 2020, the RSPCA voiced concerns that England was in danger of “being left behind”, and a spokesman has confirmed to H&H that the charity is “still waiting” for the UK Government to confirm plans for the regulation of sanctuaries.

“We are hoping a consultation will be announced in due course,” he said.

If you have been put off travelling abroad by the endless images of airport chaos and passport delays, yet still have a yearning for adventure and a passion for horses, it might be time to leave the madding crowd behind you and discover the best places to ride in Wales.

Affectionately nicknamed the “Land of Song” due to its historic singing tradition, Wales doesn’t get nearly as much airtime as Cornwall, yet it has much to brag about. It has five Areas of Outstanding Natural Beauty, more castles per square mile than any other country in Europe, a rocky coastline that makes it a favourite haunt of a huge variety of seabirds, a mountainous landscape carved out in the Ice Age, and – a boon for those trying to escape the masses – four times as many sheep as people. There are many secret gems in this country screaming out to be discovered; to do this from the back of a horse ticks every box.

Best places to ride in Wales

Brandy House Farm, Knighton, Powys

Located off the beaten track, overlooking the River Teme which creates the border between England and Wales, Brandy House Farm offers a variety of accommodation options, from traditional holiday cottages, a vintage caravan, camping pods or staying in your lorry with electric hook-up.

The fitness levels of both horse and rider will surge here as the farm leads out on to 6,000 acres of moorland which take you over the Welsh Hills hidden between Snowdonia to the north and the Brecon Beacons to the south, with flat-topped grassy paths and moorland thrown into the mix.

“The location is brilliant if you want to take a break ‘off grid’,” says one guest. “There is virtually no signal available anywhere nearby, which added to our enjoyment as we had a proper break from our devices.”

If your map-reading skills are rusty, a guided service can be organised. The local area has an array of gardens to visit, museums and galleries, a red kite feeding station, a small-breeds farm park and owl centre, cycling and walking routes.

Breakfasts, packed lunches, and home-cooked evening meals can be ordered as takeaways. Your horse can have a stable in the large American-style barn, individual turnout, or a mixture of both.

Ogmore Farm Trekking Centre, Ogmore-by-Sea, Vale of Glamorgan

For those wanting to hire horses and kit, gallop down miles of “stunning” wide-open sandy beach, a trip to Ogmore Farm could be the answer.

The trek starts by taking you back in time as you pass through the grounds of the historic Ogmore Castle, crossing the River Ewenny and its famous stepping stones, before dropping into the sand dunes of Merthyr Mawr Warren and heading on to Newton Beach. The beach and dunes teem with birds; keep your eyes peeled for a kingfisher or exotic white egret.

All standards of riding are catered for: you can potter sedately along the beach, or step it up a gear and practise your jockey position racing along the sand. You might find yourself headhunted if you are a speed freak as racehorse trainer Christian Williams trains his thoroughbreds on this beach.

“How many other places can you just get on a horse and canter up a beach?” says Christian of the riding centre. “People drive three or four hours just to canter on this beach.”

On the return home the trek ascends the beach path to the ridge of the dunes, which are regarded as some of the highest in Europe. The panoramic views of Somerset and Devon will take your breath away.

Daily treks leave the farm, up to two hours long. As accommodation is not available on site, the nearby Golden Mile Country Inn is the ideal place to rest up in between treks in one of their four guest rooms. Depending on the time of year, sit by a roaring fire, or outside enjoying the views while working your way through their extensive wine list.

Crosswell Riding Stables, Crymych, Pembrokeshire

While many riding schools are facing an uncertain future, Crosswell Stables has never been busier. This could be down to its diverse services, or the fact that the approachable owner Carolyn, is determined that her lessons, treks and pony days are affordable for everyone and will bend over backwards to make sure people’s expectations are met – especially if you telephone her (01239 891262), as computers aren’t her favourite pastime.

It is situated in the Preseli Hills, in the heart of Pembrokshire’s National Park with miles of the Tycanol woodland, the Gwaun Valley, Newport Beach and mountainsides to explore.

You can take your own horse or hire from the stables. There is a three-bedroom bungalow and a mobile home on site to rent. One very popular option is the “pub rides”, for which you must be of a certain standard to take part.

“Complete amateurs and alcohol are a health and safety nightmare!” says Carolyn. “This is a great place to take the family, especially if you don’t ride a great deal as the trek can be designed around your fitness and ability, as can the horse.”

Separated from the mainland by the Menai Bridge, off the north-west coast of Wales near the beautiful Snowdonia mountain range, the Isle of Anglesey was known as “the breadbasket of Wales” in the Middle Ages due to its abundance of fertile land that filled the breadbaskets of the inhabitants of North Wales. This is why you will find the remains of many windmills on the island.

Nowadays visitors flock to visit its many spectacular beaches, rolling green hills and dramatic coastal scenery. It is also the proud owner of the longest village name in the UK, Llanfairpwllgwyngyllgogerychwyrndrobwllllantysiliogogogoch.

Coach House Glamping has seen such a surge in bookings with guests bringing their horses that they are in the process of expanding that side of their business. They have 10 stables and six acres of land split into paddocks as well as a shower room and solarium – your horse may refuse to load up after his luxurious spa stay here!

The humans have a choice of quirky accommodation from a shepherd’s hut, gypsy caravan, a cottage and the delightfully named Owl House. All sleep four or five and get rave reviews.

They are located two miles from Newborough Forest and Llanddwyn Beach; both offer spectacular riding, but you do need to buy a permit from Natural Resources Wales which cost £4, which can be done online, and they provide maps to help you plan your daily adventures.

The local pub, Y Groeslon, comes highly recommended as does Dylan’s in Menai Bridge which overlooks the straits – in summer it is not uncommon for the dolphins to put on a display.

Owner Joanna says, “Every morning we wake up and feel grateful that we live in a place that we don’t need a vacation from.”

Tŷ Cerrig Glamping, Rhoslefain, Gwynedd

Many people like the idea of camping but are put off by the lack of luxury, Tŷ Cerrig’s well-equipped glamping unit or glamping tent should quash these fears. Both have their own kitchens and shower rooms, proper sheets and towels, and come with a breakfast box full of local goodies.

The site is tucked away in the hills, Bird Rock to the left and the Cader Idris Mountain beyond, and near the Dysynni Valley. The riding straight from the farm is top notch, being on the coastal path as well as the bridle path; you can hack directly to Tonfanau Beach or take a long ride for miles through the mountains with sea views.

It is also easy to box up to the famous Aberdyfi Beach where there are six miles of sand to gallop along. Another short box trip will take you to the start of the ancient “pony path” leading up Cader Idris, the second highest mountain in Wales.

My experienced informant Sophia, who has stayed here, says it is her 14-year-old daughter’s “favourite place to visit, because of the unspoilt views and different terrain. She never got bored as you think you have seen it all, yet there was something different to discover around every corner we turned.”

Out of the saddle, take a trip to the beautiful Italian Riviera-inspired Portmeirion, and for the foodie to Salt Marsh Kitchen in Tywyn, widely considered to be the best restaurant in the area, which prides itself on serving locally produced food.

A new World Horse Welfare campaign is targeting a “window of opportunity” for better equine welfare in Scotland and Wales.

The charity launched #ActNow4Horses this month following the countries’ parliamentary elections on 6 May. The campaign is asking for Scottish MSPs and Welsh MSs to support a number of pledges set out in five-year manifestos. Both manifestos call for improved welfare during transport, work towards full digital traceability of equines and the updating of the Riding Establishments Act.

The Scottish manifesto also asks for consideration to the regulation of commercial equine establishments and breeders, and to ensure the success of the licensing of equine welfare establishments – which came into force on 1 September. The Welsh manifesto asks the Welsh Senedd to improve enforcement of legislation, facilitate faster rehoming of equines involved in prosecution cases, improve welfare on the commons and to consider licensing welfare establishments.

World Horse Welfare senior public affairs officer Kim Ayling told H&H now is the “perfect opportunity” to put equine welfare on the political agenda. Equestrians are urged to contact their MPs or MSs and ask them to pledge to the manifestos.

“As an organisation we can bring these points to the attention of politicians, but they act on the interests of their constituents,” she said.

“It’s important to show that this is of interest to the general public and something they need to consider and act on. We will do everything we can, but we cannot do our job without the support from animal lovers.”

Nic de Brauwere, chair of the National Equine Welfare Council and Animal Network Wales, told H&H equine welfare has been “under siege” in recent years, highlighted by the organisation’s member charities in the joint report, Britain’s Horse Problem (news, 24 December).

“Stakeholder engagement with the devolved governments is vital to ensure equine welfare is protected or enhanced on the back of new evidence and when opportunities arise for new or amended legislation,” he said.

“Partnership working on the front line is essential to ensure we can evidence where legal protections for equine welfare are not working, and the new World Horse Welfare campaign, directly aimed at the new governments in Scotland and Wales, is an excellent example of making sure our elected representatives are aware of the issues that our horse-loving nations want to see fixed.”

Scotland’s rural affairs secretary Mairi Gougeon told H&H the Scottish Government takes animal welfare “extremely seriously”.

“We are committed to ensuring the highest possible standards in Scotland. In general, we are supportive of the manifesto. I met World Horse Welfare on 1 September to continue engagement with the sector to ensure the highest standards of animal welfare,” she said.

“Within this year’s programme for government (PfG) there is a commitment to take forward future licensing of animal services which in due course may include equine establishments. There is also a PfG commitment to consult further on specific transport proposals following our general consultation on the farm animal welfare committee’s recommendations earlier this year. The equine sector will be included in future discussions alongside other Great Britain administrations.”

A Welsh Government spokesman told H&H the Government welcomes the manifesto and intends to publish a five-year animal welfare plan this autumn.

“We plan to develop a national model for regulation of animal welfare and introduce registration for animal welfare establishments, commercial breeders for pets and animal exhibits,” said the spokesman.

“We are working with the UK Government on introducing a ban on the export of livestock and equines for slaughter through the Animal Welfare (Kept Animals) Bill, and to consider how the protection of animal welfare during transport can be strengthened.”

A county council has launched an equine-specific consultation as it embarks on a new “equestrian strategy” for the area and pledges to “seize opportunities” for riders and carriage drivers.

Following the rollout of Carmarthenshire County Council’s Rights of Way Improvement Plan (ROWIP) published in 2019, the council has now launched a survey as it seeks to gain views on issues affecting equestrians. The questions include what activities owners do with their horses, what would encourage them to ride/drive more often, what hazards they face while riding/driving, and how far they have to travel to access safe, off-road routes.

A spokesman for the council said the authority has made a commitment within the plan to develop an equestrian strategy for the county.

“The first phase of this process is now under way,” said the spokesman. “In order to inform and shape the strategy we are looking for your views on the current equestrian provision in the county.

We want to collect the views of equestrians and non-equestrians. We would like to know about your interests and experiences, what you enjoy, the opportunities you see and the barriers you face.”

The spokesman added that the information collected will help the council “build a picture” of equestrian demands and needs in Carmarthenshire and “seize opportunities” for equestrian development according to those needs.

“Data from questionnaires will be analysed to provide a picture of where equestrian access is satisfactory and where need exceeds provision,” he said.

“It will be used to identify the geography of equestrianism in the county, what benefits it brings to the county, where opportunities for enhancing provision might exist and whether existing resources are adequate to serve the needs of equestrians.”

The survey closes on 25 July and it is proposed a draft strategy will be produced by autumn. Take the survey here.

The council has also recently installed British Horse Society (BHS) “dead slow” road signs at 10 “hot spots” across the county. The signs have been temporarily installed for summer, at locations based on BHS incident reports.

Councillor Hazel Evans, executive board member for the environment, said she was “delighted” the council is working with the BHS on the initiative.

“As a rural county, it is important that drivers are aware that there are likely to be horses on the road and that they treat them with respect by not driving too fast and giving them plenty of space,” she said.

“These signs have been put up in locations which have been identified as challenging by riders, following incidents reported to the BHS website. This is an issue throughout Wales, not just in Carmarthenshire, and it would be great to see other councils join this initiative.”

BHS director of safety Alan Hiscox said the society has worked with many local authorities to place similar signs, and the reduction in incidents reported in the areas has been “staggering”.

“If drivers follow the key messages of slowing down to a maximum of 15mph, being patient, passing the horse wide and slow and driving slowly away, which is detailed on the signs, the roads in Carmarthenshire will become safer for both horse and drivers,” he said.

An 83-year-old who still rides, runs an equestrian centre and organises shows has no plans to give anything up, saying “I love it, and it encourages people 30 years younger to get off their backsides and do something!”

Rose Brooke runs dressage at her Marian Bach Equestrian Centre in North Wales, which last weekend welcomed more than 50 combinations, rides her 18-year-old cob Conan — and will not stand for bad behaviour.

She told H&H the centre has been “all my own work since the day we moved here”, in 1986, although she does now have one employee, Laura Hourihane, whose sister Alice Reid also works there and both are “fabulous”, while husband Alan takes care of the maintenance.

“My husband decided he wanted to do a bit of jumping so having bought 10 acres, we thought we’d put a little cross-country course in; we ended up building a whole one,” she said.

“We’ve only got one livery now; I’m 83 and don’t need a lot of hassle, but I just love doing it.”

Marian Bach is hosting another show this Wednesday (26 May), a Trailblazers second round with another 50 combinations entered.

“Doing this has kept me alive,” she said. “I lost my son in 1967 when he was four, and had very serious psoriasis, and arthritis; I was in a wheelchair for three months. The doctor said I’d never ride again, and I said ‘excuse me?’!

“It took me 15 years to get back in the saddle, then I moved to Wales, which was my home, and met my second husband Alan, who brought me to Marian Bach. It was a little concrete bungalow but we built the cross-country before we rebuilt the house.”

Another four acres was added to the land, and with its two arenas, the centre is “amazing”, Rose said.

“People love coming to Marian Bach,” she added. “I’m a Scouser by birth and have that sense of humour, and I won’t let anyone put a foot wrong here. One word out of place and the gate is closed, and people respect that; that’s why they come.

“I’m as honest as the day is long and will never do anything to hurt anyone, and I’m a grumpy old lady!”

Rose does not compete any more, although she and Conan did compete at dressage in their early years together; she bought him aged 11.

“He’s just beautiful,” she said. “He did showing before I had him but they didn’t have maxi cob classes in those days and he got too big for the woman who had him.

“He’s got a wonderful temperament; you can get on him any time you like.”

Asked what she would say to the doctor who told her she would not ride again, Rose said: “I’ll send him a few photos! I’m proud of what I’ve done.

“In 2013, we were putting the poles and flags away after a cross-country competition and a pole rolled and I went crashing down. I broke my hip and the doctor said walking would be ok but not riding. I said ‘Sod that!’ I was 78 when I got back on my horse, five years ago, and I just keep going.”

Rose loves running the shows, adding all the scores up without a calculator, a legacy of her years working for the Post Office, and has no plans to stop any of it.

“No way, Jose!” she said. “I love it.”

Wales’ inaccessibility is part what makes it so fabulous, says Catherine Austen, delving into what makes the land of dragons an equestrian paradise

WALES. A country where sheep outnumber people by three to one. That’s an often-quoted and rather predictable statistic, but horsey people should be delighted by it. Sheep mean space; lush green valleys, bracken-covered hills, steep-sided mountains. Fewer people mean quieter roads, cheaper house and land prices, more room to move and breathe. Why so many sheep? The largely poor-quality soil means it is far better suited to livestock farming than arable – and it’s tricky to plough a mountain, of course.

Horses have always thrived in Wales. The Welsh Mountain Pony probably has its origins in a prehistoric Celtic pony, and the nature of the Welsh terrain and the poor grazing ensured it was a tough, hardy, footsure beast. Arab and probably thoroughbred blood added quality.

The four native types – sections A, B, C and D – retain these characteristics and pass them on when they are crossed with other breeds. The rural Welsh people, whose ancestors used their native ponies to go about their daily lives, feel strongly connected to them and love to celebrate them; witness the stallion classes at the Royal Welsh Show at Builth Wells. The passionate spectators stand 10-deep around the main ring and the loud cheers for their favourites echo round the surrounding hills.

In some ways, Wales is a horsey paradise. The hacking can’t be bettered, both in terms of what’s under your feet and what you are looking at while you’re doing it. There are beaches to gallop on, rolling hills to wander over, forests to explore. No wonder it’s an extremely popular choice for those who enjoy riding holidays, whether they want to go trekking or take their own horse.

Expect to travel to compete

THINGS aren’t quite so ideal if you want to compete – at a high level, anyway.

“You have to love driving!” admits former international showjumper Helen Evans, who lives near Fishguard in west Wales. “It’s such a beautiful place to live, but our nearest affiliated venue – Beacons Equestrian near Ammanford – is an hour and 20 minutes away. Pencoed College, which runs British Showjumping [BS] classes up to 1.30m, is two hours away, the other side of Bridgend.”

Badminton’s cross-country course-designer Eric Winter and his wife Lizzel – who is a much in-demand coach and a Fellow of the British Horse Society – run a riding school at their Severnvale EC near Chepstow, from where their son James competes and produces showjumpers.

“There is a lot going on at riding club level; it only becomes difficult when you want to do more than that,” says Eric.

The Winters are lucky to be near the David Broome Event Centre at Mount Ballan, however, which runs extremely popular multi-day showjumping shows that attract riders from all over the country.

“We do all our showjumping there, and it’s also a really good training facility,” says event rider Vicky Tuffs, adding that Ponderosa EC in Newport offers both British Dressage and BS classes, and has “a massive new surface”.

Vicky and her business partner Andrew Williams run GHF Equestrian, producing and selling young event horses, just outside Usk in Monmouthshire.

“Undoubtedly the best thing for us about being in Wales is the mountains – we never have to go to the gallops,” she says. “We do all our fast work on them and the mossy ground is like a carpet all year round, even when it is bottomless or like concrete everywhere else. When I had a yard in Chippenham in Wiltshire for a couple of years, it was an hour’s hack to find a hill; that puts a lot of miles on horses’ legs, whereas it is so easy to get them fit while hacking here.”

Wales has traditionally been stronger in the areas of showjumping and showing – as well as the Royal Welsh, the smaller county shows are great – than in eventing and dressage. The number of affiliated dressage venues are increasing, but there are very few British Eventing venues left. The likes of Pembrey, Garth House, Llanover and Glanusk have come and gone – there was even an affiliated horse trials on the Royal Welsh Showground once upon a time. Monmouth, Howick and Llanymynech remain; all close to the English border.

“I’m resigned to the fact that our radius is four to five hours,” says Haverfordwest-based Amy Tough, who events up to four-star level. “My brother [Andrew James] now lives in Bedfordshire and is horrified if he has to travel for two hours to get to an event!”

Amy also does a lot of showing; she won the working hunter final at Horse of the Year Show (HOYS) twice with Colimbo Nimbus.

“You can’t really specialise over here; there aren’t the owners to do that,” she explains. “The showing is of a very good standard, though. There were at least 10 horses and ponies from Pembrokeshire at HOYS the last time I went, and if you are winning locally you know you are ready to go to one of the bigger qualifiers.

“The natural facilities available to us are great, and the competition facilities in Wales are slowly getting better, but we are still a fair way behind on that front. And while there used to be quite a few good hunter trials, they seem to have gone.”

Ynysymond EC near Swansea has a good cross-country schooling course and holds clinics with leading event riders, but Wales wouldn’t have the range and standard of cross-country schooling venues that you might expect.

The Welsh riding club scene is busy and successful, and Welsh Pony Club branch teams hold their own at championship level, particularly at tetrathlon. Mounted games is another strength, both at Pony Club and adult level.

Helen Evans, along with her husband and Heather Jenkins, organises showjumping competitions at Carmarthen College that include classes for schools.

“There has been terrific support for those, and they have gone on to do well nationally,” she says.

Out of the rat race

IT is worth remembering that, while Wales isn’t a very big country, it has quite separate parts to it. South Wales, mid-Wales, west Wales and north Wales are all fairly different and have varying strengths and weaknesses for horse-lovers.

The M4 means that it is no sweat for west Wales-based racehorse trainers like Peter Bowen and Rebecca Curtis to travel long distances to race meetings, and the A55 – the North Wales Expressway, running from Chester to Holyhead – is similarly useful.

Coach and former event rider Tuffy Tilley lives in St Asaph in Denbighshire, and the A55 certainly makes her life easier than it was when, aged 18, she set off with a car and trailer to compete at her first Burghley.

“Access has always been an issue,” she says. “Eventing from Wales is a challenge – our main training venue is Somerford, an hour and a half away. It’s lovely that we are a bit out of the rat-race, though.”

Tuffy points out that although there are good transport arteries in north and south Wales, they run east to west. Getting from north to south is rather more difficult: “It’s easier for us to get to London than Cardiff,” she says.

In between is a large and extraordinarily beautiful area of mountains, lakes and forestry, through which small roads wind themselves like tangled wool.

It might be more suitable for holidaying – try Paul Turner’s TransWales Trails, which offers “forward-going, well-schooled and sociable” Welsh cobs with whom to explore the Welsh mountains behind Paul, who goes like a dingbat – than it is for competition riders, but where there’s a will (and a willingness to spend money on diesel), there’s a way.

Hunting to suit all types

IF you want to go hunting in Wales, there are options to suit everyone.

You can jump big hedges with the Monmouthshire or the Flint and Denbigh, gallop across miles of well-drained hill country with barely a road in sight with any amount of mid-Wales packs, go beagling with the excellent Glyn Celyn on the Epynt between Builth and Brecon, admire the famous Welsh hounds of the Pembrokeshire or test your legs and your lungs by following the David Davies or the Snowden-based Eryri.

If you are more used to hunting with “more fashionable” packs in England, you won’t believe how cheap your cap will be – but don’t expect to stop for second horses.

Equine breeding isn’t confined to Welsh ponies and cobs. Dunraven Stud near Bridgend stands the Group One winners Ask and Mountain High, while the Hodge family breed Flat horses, board broodmares and provide a sales prepping service at Llety Farms in Nantgaredig, Carmarthenshire.

On the sport horse front, Gary Power has bred the CCI4* stallion PSH Promise Me and the Tattersalls CCI4*-L-winning mare PSH Gazelle at Newtown in Powys.

Wales has always been a hotbed of point-to-pointing, and top National Hunt trainer Evan Williams developed from those amateur roots.

“There was a time when Wales was the forgotten corner of Britain, but people have now grasped that it is a fantastic place to come to,” says Evan. “Whereas once perhaps they thought Wales was all slag heaps and coal tips, they now realise it is far from that; it is a green, open, gorgeous place.

“I find it easy to get great staff because there are so many really good horse people here, too.”

Eric Winter says: “Yes, you might have to travel a bit, but in many places in Wales people can buy a cottage and four or five acres of land and have their horses at home when they wouldn’t be able to afford that lifestyle anywhere else.”

There are pros and cons to living anywhere, of course. But if you are prepared to put in a little bit of effort, Wales has considerably more pros for horsey people than cons. And the air is sweeter than anywhere else.

A competition horse who had been living in Bermuda has made a round-the-world trip to enjoy his retirement in South Wales.

Nicky van Dijk, owner of Happy Horse Retirement, has welcomed 18-year-old warmblood Splash almost a year after communications began with the gelding’s owners Andy and Elka Gibbs.

Nicky told H&H the couple contacted her at the beginning of 2020, having found Happy Horse Retirement on social media.

“In February Andy and their daughter Ashley flew from Bermuda to look round the yard,” she said. “They are such lovely people and I could tell how much they loved their horse and wanted to make sure it was the right yard for him.

“I always say to owners it’s like sending your child off to boarding school, you’ve got to trust the people they’re going to.”

Andy and Elka started looking into the logistics of transporting Splash to the UK but the pandemic meant their plans were disrupted.

“Originally Splash was going to fly from Bermuda to New York, then to Europe but because of Covid the Bermuda airport was shut down,” she said. “So they had to wait, then in November he was shipped in a container over three days from Bermuda to New York.

“Once he arrived in New York he was driven three hours to Connecticut where he had to spend 120 days on a quarantine yard.”

Nicky said Splash, who formerly competed in dressage and showjumping with Ashley, was kept active while in quarantine with lunging to ensure he was fit for his next journey and she was provided with regular photos and updates.

“On 16 February he was boxed up to JFK Airport in New York where he went into a compound for vet checks, and was then flown to Belgium. From there he was transported to Holland where he spent the night, and then he came across the English Channel to Kent.

Splash safely arrived in South Wales on Friday, 19 February.

“While all the travelling is a risk I knew Splash had been checked by vets all the way. When he arrived I put him into our big barn overnight so he could walk off any stiffness and he had two horses on the other side for company,” she said.

“We watched over him into the night to make sure he was ok after such a long journey but he was drinking lots and while he seemed a bit insecure he quickly made friends with his neighbours Timmy and Seamus.”

Nicky said Splash has settled in well and is getting used to being turned out in a herd. The yard is based on 90 acres and the 45 residents enjoy 24-hour turnout during the summer.

“It’s been lovely to see him playing with Timmy. I’ve been keeping Andy and Elka updated and they’re delighted. It’s amazing how quickly they settle in once they get here, we have other horses who have come from Dubai and Europe – we’re becoming quite international,” she said.

“All the horses here are privately owned, it’s like a nursing home for horses. Andy and Elka are desperate to come and visit later this year. It’s a great compliment they picked us for Splash, the fact they flew him across the world says a lot.”

An injured stallion has been put down and an orphan foal is receiving urgent veterinary treatment after the pair were discovered with serious welfare concerns on Gelligaer Common.

A joint operation took place between RSPCA Cymru, World Horse Welfare, Redwings, the British Horse Society and Caerphilly Council on 27 November to rescue the grey pony stallion and bay foal from the common in South Wales. They were seized by the local authority on veterinary advice.

A spokesman for the RSPCA said the stallion was suffering with an eye condition that had become so serious, he had to be put down.

“After careful veterinary assessment, it was deemed the condition of the eye would significantly limit the pony’s quality of life going forward and this sad course of action was necessary to prevent his further suffering,” he said.

‘“Vets were also very concerned about the foal who was found dull and listless. He is now undergoing urgent rehabilitation and treatment as enquiries continue to find out who owns him.”

RSPCA inspector Christine McNeil said the condition of the two was “very serious”.

“We worked with a number of equine charities and the local authority in the hope of helping the stallion pony and the foal and we are grateful for their support,” she said.

“It was really upsetting for everyone involved in the rescue – we are all horse lovers and hope to save every one we possibly can. The foal is being looked after and we are all hoping he pulls through. I don’t know what would have happened to him if he hadn’t been rescued, or if we hadn’t intervened.”

The spokesman added anyone who has information about the stallion or foal, or can help identify an owner should contact the RSPCA on 0300 123 8018.

“These poor ponies were found in a very bad way and we’re eager to find out the circumstances behind this,” he said.

Guidance has been provided for horse owners as a two-week “firebreak” lockdown begins in Wales on Friday (23 October).

The Welsh government announced yesterday (19 October) that from 6pm on Friday, everyone living in Wales must stay at home, except for limited reasons, and certain businesses have to shut, until 9 November.

The government said the firebreak will be “short but sharp” to have a maximum impact on the coronavirus and people must remain at home except for “very limited purposes” such as exercise. People should not visit other households, or meet people they do not live with, indoors or outdoors. Following the firebreak, a new set of national rules will be introduced covering how people can meet, and how businesses can operate.

In an update yesterday the British Horse Society said owners and carers in Wales may attend to/care for their horses daily to ensure the horses’ welfare needs are met.

“Horse riding is permitted as a form of exercise, but you should not take any unnecessary risks so as to put pressure on the NHS,” said a BHS spokesman.

The BHS added that owners can seek emergency treatment from a vet, travel horses in an emergency, although other travel should be avoided, and call a farrier for emergency work.

A spokesman for British Dressage (BD) said in line with the new restrictions, all BD training and competition activity will be suspended for the duration of the lockdown.

“I’m sure all members in Wales will be as frustrated as we are that we’ve once again had to put activity on hold. However, it’s vitally important that we continue to follow the restrictions and play our part to help minimise the spread of Covid-19,” said BD chief executive Jason Brautigam.

As difficult as this is for everyone, we are hoping this will be a temporary setback for just over two weeks before activity can once again resume. “In the meantime we thank all of our members in Wales for their co-operation, support and understanding. We will share any updates from the Welsh government, Sport Wales and the Welsh Sports Association as soon as they become available.”

In a statement yesterday a spokesman for British Eventing said members are reminded it is the responsibility of each individual to comply with their local guidance and any restrictions in place.

Indoor arenas have been given the green light to reopen in Wales in a step forward in the easing of lockdown restrictions in the country.

Wales’ first minister Mark Drakeford announced on 31 July that indoor sport facilities could open today (Monday, 10 August), provided protective measures are implemented.

This includes social distancing and risk assessments.

“The advice from the Welsh Sports Association is that facilities with covered/indoor arenas in Wales should check with their insurance providers and local authorities before commencing activity,” said a statement from British Equestrian (BEF).

“This covers general activity and competitions but with numbers of no more than 30 at any time.”

The move has been hailed a “positive step” towards the full resumption of equestrian sport across Great Britain.

Restrictions on outdoor activities also remains at 30, which is proving challenging for the equine industry, but some competition has been able to resume within the guidelines, including affiliated and Quest dressage.

“Equestrian activity and sport continues to take positive steps towards full resumption across Great Britain, with everyone concerned working hard within directives set by governments and their representatives,” added the BEF statement.

Scotland has been given the go-ahead to restart competition, and restrictions on coaching have also been eased.

“We have worked continuously with our member bodies, discipline chairs and reps, officials, venues and organisers, and we are all in agreement that this is a much-needed, and most helpful, move forward,” said horsescotland chairman, Grant Turnbull.

“All disciplines are now working hard to implement the guidance to meet their individual competitive environments and I urge you, at all times, to work with, not against, what is being done.”

The Showing Council has also released a blueprint to help with the safe return of the discipline, in consultation with the BEF and Sport England.

“I am very proud of the work done by the working party and the council, it shows what can be achieved when organisations pull together and show a united front,” said chairman, David Ingle. “The Showing Council has always worked hard for the good of showing and this process has made it more visible.”

Team sport guidance has been agreed for mounted games and polocrosse, which contains guidance designed to minimise the chance of virus transmission and allow participants to make informed decisions about their own risk.

“A return to equestrian team sports action plan has also been produced by British Equestrian and relevant member bodies, which details a standard approach to the management of events in England, including team training sessions and competitions, for equestrian team sports,” added the BEF statement.

“This action plan will sit alongside the DCMS’s [Department of Culture, Media and Sport] ‘Return to Recreational Sport Framework’, which must also be implemented by organisers, and government social distancing guidelines.

“An application for horseball to resume, compiled by British Equestrian and the British Horseball Association, is currently in production.”

Equestrians, businesses and MPs are lobbying for Welsh lockdown restrictions to be eased to allow sport to safely restart.

Outdoor gatherings are currently restricted to 30 people in Wales, but there is frustration over inconsistencies, which allows greater numbers to sit outside pubs but not take part in socially distanced sport.

James Broome, owner of the David Broome Event Centre near Chepstow, has voiced his fears for the industry’s future in Wales.

The venue was preparing to restart British Showjumping (BS) fixtures at the Wales & West Showground in Monmouthshire, including the Welsh Home Pony this week (23 to 28 July).

But Environmental Health in Wales has said shows cannot go ahead following advice received from Monmouthshire County Council.

“To say we, alongside James Broome and his team at Wales and West, are disappointed would be a huge understatement,” said BS chief executive Iain Graham.

“James has been in on going communication with local authority representatives throughout the process so it has therefore come as devastating news to them that they are not now being granted permission to run in July.”

Mr Broome added: “We are continuing to work with the local authority and hope to see a resumption of competition within Monmouthshire in the near future.”

He is working with BS to see if they can find alternative dates for the show.

“It was extremely upsetting news for the entire team here to find out we were not being granted permission to run,” said Mr Broome.

“Since their return from furlough they have all worked tirelessly preparing the showground with all the Covid-19 protocols in place so as to ensure everyone could enjoy a safe environment to compete in, and I am unable to applaud them enough for all their hard work.

“Hopefully it will just be a matter of weeks until we are finally able to open our doors and welcome competitors back through them once again”.

A Monmouthshire County Council spokesman told H&H it is “extremely disappointing not to be able to support the Broome family to run these important events”.

“The family run an outstanding event centre, which we are proud to have in our county and we value the relationship that we have developed over many years. It is a very important part of our local rural economy, supporting many associated small businesses,” said the spokesman.

“It is well documented that Welsh government are taking a more cautious approach than their UK counterparts to managing the return to a functioning economy, and this has had particular consequences for the hospitality, events and tourism businesses across Wales in recent weeks.

“Unfortunately the Welsh government standing guidance just does not permit these events to take place. This is not a decision that has required an interpretation by Monmouthshire County Council; there are clearly stated government rules that have to be complied with.

“Site management at the Broomes’ facility is exceptional and we have little doubt that events will be able to recommence as soon as Welsh Government guidance allows.”

Mr Broome has written to his MP, David Davies, and started an online petition, which has already received more than 4,000 signatures.

He is calling on the government to change the current rule of a 30-person limit to regulations that would allow businesses and clubs to operate outdoor sporting activity in a safe manner with an appropriate risk assessment.

“This legislation must be changed soon,” he said.

“There is a limited number of months in our country where people will want spend the day outside, and if these regulations are not lifted in the next few weeks, there will be no summer left.

“Many people in the equestrian world, such as grooms, vets, farriers, trainers, coaches, livery yard owners and producers, depend on these events to stimulate the equestrian world. We must act soon before the industry collapses.

“The maximum capacity of beer gardens in Wales are set by [each] venue’s risk assessment.

“In contrast, equestrian sport is a non-contact individual activity, with known physical and mental health benefits. Keeping a horse or pony ensures daily physical exercise, usually outdoors, in large spaces. Social distancing at these spacious locations is extremely easy.”

He added the showground covers more than 100 acres so limiting it to 30 people “seems utterly ridiculous”.

“I do not believe that riders attending a horse show in a large outdoor space fits within the definition of a ‘gathering’,” he said.

“What is even more frustrating is that venues like ours in England are now running shows with lots of people. Our customer base, that we have diligently built up in our family business over the past 50 years, are now travelling to England to participate in these events.

“Monmouthshire County Council’s legal advisers have expressed their interpretation of the regulations to state that running with more than 30 people on site is illegal.

“Therefore, as it stands, unless [the council’s] legal advisers change their interpretation, or this legislation is moved in line with the equivalent legislation in England, we are closed down.

“Therefore, not only are we closed down, but there is absolutely no indication that this position will change in the future. Unless we can change one of these things, we will not be able to continue.”

Andrew Davies, shadow minister for health, social and sport, has shared the petition and has also backed calls from the Riding for the Disabled Association (RDA) for indoor schools to be allowed to reopen.

“The benefits of equine therapy for people with a range of conditions and disabilities are well-documented, and the specific benefits of RDA to its service users are almost beyond measure,” said Mr Davies.

“The mental health and wellbeing of so many people in Wales is being adversely affected by the current ban on the use of indoor riding centres.”

He added he urges the government to “review this as soon as possible, because it can be done in a safe and sensible manner”.

“We hope to get an answer from Welsh government in due course,” she said.

“We have had some positive replies with two members of Senedds writing to government or issuing press releases in favour of opening indoor venues. It is still looking like early to middle of August before this restriction is lifted. We are trying to get answers for our sport.”

A foal has been rescued from a Welsh mountainside after becoming separated from his mother by following walkers.

The RSPCA was called after the pony followed a family down a mountainside in Snowdonia, near the Coedty Reservoir above Tal-y-Bont, on 1 July.

The charity believes he had followed them for about four miles after which he collapsed, and was carried further.

After following the hikers such a long way, it was not possible to retrace his tracks to reunite the colt with his mother.

The RSPCA is now warning people to try to prevent foals from following them.

Fiona Jones, of RD Owen Equine Clinic, collected the stranded pony.

“Sadly, however well-intentioned someone may be, we’re urging people to not lead foals like this way away from their mothers,” she said.

“This foal had apparently walked some four miles, and it was impossible to retrace steps in this Snowdonia mountain range to return the equine to where he’d come from.

“It is so important people walking near equines do not entice, inadvertently or not, foals away – and, if that does happen, they make every effort to return them, as soon as possible.

“Had this happened in this instance, this foal would still be with the mother.”

The foal is now doing well at the rescue centre, where he is being hand-reared.

“Fortunately, this foal is doing brilliantly, and is thriving on the bottle — so, thankfully, this story may well have a happy ending,” said RSPCA Cymru equine rehoming officer Gareth Johnson.

He added it is an “excellent example” of the charity, vets and stables working together to protect animal welfare.

A team from a city riding school has completed a tough challenge across the wild Welsh countryside.

London-based Park Lane Stables took three riders and five runners to participate in the Man V Horse challenge on 9 June.

All the horses are regularly used by the Riding for the Disabled Association (RDA), one of the riders is an RDA member and the runners all volunteer for the charity.

“It was absolutely fantastic to have riding school ponies who do RDA work and are used in a Pony Club centre taking part — they have to do a bit of everything,” Park Lane Stables proprietor Natalie O’Rourke told H&H.

“We wanted to have a go and were a bit apprehensive, but they did absolutely brilliantly.”

The challenge follows a 21-mile route over mountainous terrain.

Natalie explained they the team members have been working hard to get themselves and the horses — Eddie, Dougie and Ruby — fit ahead of the event.

“To prepare the horses, as it isn’t hilly around here in London, we had to box them up to find a hill and canter them up there a couple of days a week,” said Natalie.

Riders focused on getting themselves riding fit and the runners also came out to train on foot alongside the horses in the Surrey Hills and Richmond Park.

“It was a real team effort. The preparation has been really great fun as well and made us realise how amazing the horses are,” added Natalie.

“It was just amazing — such an adventure and it made us feel like anything is achievable.”

The horses all passed happily through the vet checks during and after the event, finishing sound and well.

“We might have got the bug now for it,” she laughed.

The riders were Chris Nunn, who has only been riding for three years, Charlie Knox and RDA member Rebekah Morgan, who has autism.

“For her it was a big thing as she was out of her comfort zone in a completely different area,” said Natalie.

“We are super proud of her and Dougie really did her proud.”

On the running team were Nina Bradburn, Victoria Smith, Rowena Dorling, Charlotte Smith and Natalie.

A total of 650 runners and 60 riders took part in the annual race, which was won by Iola Evans and her horse Rheidol Petra.

Yorkshire’s Owen Beilby was the first solo runner to cross the line.

A pony has been winched to safety from “certain death” after being found at the bottom of an 80ft cliff.

The coloured pony was missing for around a week before his rescue on 18 May.

He was found trapped on the shingle bed at the bottom of the cliffs at Gwbert, near Cardigan Golf Club, Wales.

The operation took 13 RSPCA officers, including two rope rescue teams, cliff rescue specialists and a boat team.

“This pony was in a hopeless situation and facing certain death,” said RSPCA animal welfare officer Andrew Harris.

“Undoubtedly, this was one of the largest and most challenging rescues I have ever experienced — and it was amazing to be involved in such a happy ending.

“The RSPCA devoted significant, but necessary, resources to this complex rescue, which demonstrated the breadth of skills across our inspectorate, and the length we will go to in keeping animals safe.”

He added the two rope teams and the boat crew were “absolutely integral” to the safe recovery of the pony.

The pony was sedated before being winched up the 80ft cliff face to safety.

“Fortunately — though initially very weak — the pony was safe and well after the ordeal,” he added.

“After a successful veterinary inspection, the pony seemed very happy back alongside the rest of the herd. We are delighted this operation was a success.”

Rescuers are urging owners to check their fences following a spate of emergency calls to horses that have escaped from their fields and needed rescuing after getting stuck.

South Wales Fire and Rescue Service (SWFRS) has been called to 10 horse rescues over the past four months. All these horses were uninjured.

These have involved equines stuck in ditches, with many also submerged in water.

Most recently, SWFRS firefighters rescued a horse from a river in Peterstone Wentlooge, near Newport, in water up to his neck.

Crews from Ely and Duffryn responded to the call, which came in on 21 March, and managed to safely free the horse within an hour.

The other rescues have taken place in Cardiff, Rhondda Cynon Taf and Newport. SWFRS sent specialist appliances from its Bridgend, Ely and Malpas stations to support other firefighters safely rescue animals.

RSPCA Cymru frequently assists firefighters in callouts such as these and helps decide whether a vet is needed.

“RSPCA Cymru continues to urge equine owners to check their animals, ideally, twice each day, to help ensure they are safe and out of harm’s way,” said a spokesman for the charity.

“By checking fences, gates and perimeters of paddocks, owners can help prevent their horses straying into areas of danger.”

He added the charity is “exceptionally grateful” for the fire service’s support in rescuing equines.

Andrew Spence, SWFRS’ head of technical rescue training, said its specialist crews have “years of experience” in carrying out this type of large animal rescue.

“While the priority for us is to safely rescue the animal from their precarious positions in a ditch, with a minimal amount of stress, we also ensure that we keep our crews safe from being bitten or kicked during the process,” he added.

“We work closely with Coleg Gwent and their Usk campus to undertake their animal handling course, so that our firefighters have an understanding as to how to approach these ‘flight or fight’ animals safely, and also to assess whether veterinary assistance is required.

“We also take guidance from partner agencies such as RSPCA Cymru to determine the best plan of attack to ensure the welfare of the animal throughout this type of rescue.”

Know of an equine on a job hunt? Well National Trust Wales is looking for a very specific sort of applicant to fill a horsey role.

The organisation is seeking two working equines “happy to get their hooves dirty” to join its “whinnying team” and pull carriages around the Erddig estate near Wrexham.

So if he can think outside the box while keeping all four feet on the ground and is “chomping at the bit to do more”, then the charity’s HR (horse resources) department would like to hear from him.

Its current shire “employees” — Jerry and Claire (pictured, top) — are retiring after 34 years’ combined service.

Other responsibilities include tail-swishing, and the successful applicants can expect a competitive salary, plus “treats on special occasions”.

“There’s no place here for blinkered neighsayers who shy away from responsibility,” reads the advert.

“You need to be a natural leader. You plough your own furrow. You never follow the herd.”

Rest assured: mucking out is not part of the job description.

‘Retirement tour’

Jerry and Claire have been touring Wales ahead of their retirement.

The “old married couple” visited Penrhyn Caslte, Plas Newydd, Chirk Castle and Powis Castle.

The pair have taken hundreds of visitors on carriage rides around the estate over the past 12 years.

Police are appealing for information after a partially-blind pony was attacked with a knife in a field in South Wales last week (25 February).

South Wales Police are appealing for witnesses after the two-year-old cob “suffered serious injuries”.

The attack on the pony called Moe is thought to have taken place between 8pm on 25 February and 10am on the following morning.

The pony kept on Mill Road, Ynysybwl near Pontypridd, was out with three other horses at the time of the attack.

The pony suffered injuries to his neck and back.

“We know this incident will cause concern to the local community, in particular those people who own horses, and we would like to reassure them we are doing everything we can to indentify those responsible so that appropriate action can be taken,” said Police sergeant Ben Rowe.

“At the current time, we do not know what kind of motive any person would have to do this or what they were trying to achieve by carrying out this act, however, it is clearly very concerning.”

Thirty-one-year-old David Bellis, from Prestatyn, took a selfie with his three-year-old son Jacob on a public footpath in North Wales.

The picture was “photobombed” by a horse called Betty in a field behind.

Pleased with the image he’d snapped, Mr Bellis entered it into a Thomson Holiday competition called “Made Me Smile”, set up to combat Blue Monday misery.

The photo netted David and his son a £2,000 holiday.

However, Betty’s owner Nicola Mitchell was less impressed.

Ms Mitchell criticised David, saying she had not given permission to take a photo of the horse, despite the fact the shot was taken from a public footpath.

Mr Bellis reportedly received messages from Ms Mitchell’s friends, labelling his actions “shameful” and that she deserved some of the winnings.

“Jacob is really upset and has been crying and asking me if we are not going to be allowed to go on holiday any more,” Mr Bellis told local press.

“I don’t understand why Nicola is so annoyed about it. I was on a public path that everyone uses to go to the local school and everyone sees the horse there.

“At first they thought I was winning £2,000 cash and were saying I should give them half.”

Social media users have blasted the owner’s reaction and have used the photo as their profile picture to support David.

Thomson Holidays said it will honour the prize.

“Despite questions over ‘foal play’, Mr Bellis and his family will be getting the £2,000 holiday voucher from our #MadeMeSmile competition,” read a statement from the holiday company.

A reflective head collar scheme has been launched in Wales in an attempt to protect horses and ponies from road accidents.

Marianne Pettifor of The Pettifor Trust launched the initiative to target the number of road accidents involving horses on the Gower Common and a special launch event was held last month (3 July).

The group, which raises funds for independent animal welfare charities in Wales, has bought 1,000 head collars thanks to funding from supermarket Wilkinsons’ carrier bag charity scheme.

“The idea came when I saw cattle wearing reflective collars — they were so bright,” Marianne told H&H.

“It’s ok in the day but drivers can’t see them in the dark.

“One horse had been run over three times. He was hit and killed and then two other cars hit him.

“That made me so angry. That’s when I asked Wilkinsons if they would be interested in becoming involved.”

450 head collars have been claimed so far with 50 of these going to the RSPCA for use when handling welfare cases on the common.

The RSPCA received the head collars at the launch event at the Llys Nini animal centre in Penllergaer.

“They will be used on the horses in our care,” said RSPCA chief inspector Romain de Kerckhove.

“The RSPCA has done an increasing amount of work with stray and abandoned horses and it is a huge national problem. Unfortunately, Swansea is a blackspot but we are working hard with the council and police to reduce neglect and suffering.”

Owners who graze their horses on the land claimed the remaining head collars.

“It’s been so well received by people, added Marianne.

“It’s much better for their safety as well as the drivers — it’s nice to know we’re marking a difference.”

A ban on sky lanterns has been issued by a 12th Welsh council.

Ceredigion County Council has become the latest local authority in Wales to ban the lanterns, also known as Chinese lanterns, on land it controls.

RSPCA Cymru has welcomed the news and is urging other councils to do the same.

The lanterns can harm wildlife, livestock and other animals by causing injuries that lead to suffering and death.

As well as being a fire risk, the lanterns cause problems for horses and other wildlife as the thin wire can cause severe internal damage.

Ceredigon’s decision means that the majority of local authorities in Wales – 12 out of 22 – have imposed the ban.

The charity promotes the use of alternatives, such as stationary candles or nightlights, static lanterns and outdoor lights.

Martin Fidler Jones, RSPCA Cymru’s political campaigns manager, said they have been “delighted” by the public response to halt their use.

He said: “They may look pretty — but they’re also pretty dangerous.

“Sadly, many people forget that, if they release a lantern, they have no control over where it lands, or the damage it can do.”

In October 2013 the Welsh Government wrote to local authorities encouraging them to introduce a voluntary ban.

Earlier this year, the National Farmers’ Union (NFU) launched a letter writing campaign that called for people to write to their local authority and urge them to ban the lanterns.

The NFU is also continuing to call for an outright ban on the objects.

Cllr Alun Williams, cabinet member for transport, waste and carbon management at Ceredigion County Council, said they have listened to calls from organisations like the RSPCA and farming unions.

“We hope other landowners will follow our lead and the risk they pose can then be eradicated from the county,” he said.

“It’s understood that these lanterns are launched by people only wanting to have fun or create a memorable occasion.

“But there is clear evidence that they can cause real damage to livestock and wildlife and, most of all, the fire risk from them is very high, especially in the summer.”

A total of 24 councils in England have also imposed a ban.

In 2013, H&H reported a blaze caused by a Chinese lantern at a recycling plant in Smethwick left 11 firefighters injured and caused £6m of damage.

A contraception programme has been launched in south Wales to combat the increasing number of horses and ponies on common land.

The Society for the Welfare of Horses and Ponies (SWHP) introduced the scheme in April due to welfare concerns.

Around 300 equines across an area of 12,000 acres from the Brecon Beacons and the Black Mountains to the South Wales Valleys have been given the contraceptive.

Horse Welfare’s Roly Owers described the situation as a “horse welfare time bomb”.

“Until the commoners take better control of their own breeding programme, more unwanted ponies will be bred,” he said.

The contraception programme will mean a “vast reduction” in the number of foals being born, according to SWHP.

“Being a small charity, we recognised we would stretch ourselves financially, but the time for talking has passed and there needs to be positive action taken,” Philip York of SWHP told H&H.

“For the first time, mares will be able to go into the winter without being in foal. The following winter they should fare even better with no foals at foot.”

The equines in the area include traditional Welsh mountain ponies, but also other breeds, from cobs to Shetlands, who have been released onto the land and have bred with the native ponies.

The charity believes if these animals continue to breed unchecked, their numbers of around 600 could double within three years.

The contraceptive vaccine works to stop the mares’ reproductive cycle and combats stallions’ desire to breed. It has been given to the semi-feral horses and ponies across several days using darts to minimise the stress caused to the animals.

Mr York hopes the programme, which has cost £5,500 to date, will be carried out across Wales thanks to the charity’s funding.

“SWHP is one of the only specialist semi-feral equine charities in the UK — we have it on our doorstep,” he said.

“This is a two to five year programme that will make a huge impact. We should see a substantial drop in numbers [of foals] born next year.”

Tony Tyler from World Horse Welfare added: “While we have not had any involvement with this particular project, we applaud any efforts to control breeding in these areas and wish the SWHP every success with the scheme.”

This is not the first time a contraception programme has been used on equines in the UK.

In March 2012, semi-feral Dartmoor hill pony mares were to receive a contraceptive injection with the aim of reducing the number of foals being left unsold and going to slaughter.

“We’re delighted with the way it’s going and everything we’ve achieved,” Charlotte Faulkner of the Dartmoor Hill Pony Association told H&H.

“The mares and stallions have stayed in their proper groups and when the stallions thinks the mares are pregnant he lets them spread out and graze more of an area.”

Of the 20 mares that have been included in the scheme for two years (starting Spring 2013) only one mare foaled this year.

The success of the contraception protection for the 74 new ponies included in the 2014 scheme will be known later this year.

A catch-up with her favourite magazine almost ended in disaster for a bride-to-be.

Lydia Jones, who is getting married this weekend (27 June), thought she had landed her dream job.

She left her role at a hospital and started working for her fiancé Rob on his farm in Wales.

One of her first tasks at the Pembrokeshire farm was to drive a tractor towing a potato bed tiller slowly along the furrows in a large field.

To pass the time between turns, she would read H&H in the cab.

“She was just going up and down the tills only at walking pace,” said her father Steve Jones.

“She didn’t have to do anything until she turned the tractor round at the end.”

But one day in March, she became so engrossed in a dressage report that she did not realise what was happening behind her.

She was called over the radio and told to look back.

The tiller had picked up a large stone, burning out the clutch and smoke was billowing out of it.

“It is repairable but will cost a little bit,” said Steve.

“She is banned from reading H&H when she is driving the tractor!”

He added that Rob was “really, really cross” but has now forgiven her.

The keen rider reads the magazine from “cover to cover”, according to her father.

However, Lydia had to sell her horse Lates Diamond (pictured) earlier this year to pay for the wedding.

She was working at medium-level dressage with the mare before she was sold and likes to keep up to date with the sport by reading the dressage pages.

“I am allowed a horse again after we get married!” she said.

Lydia and Rob are getting married on 27 June in Spittal and are set to have their reception on the farm.

It is now a year since Wales was granted tougher powers to tackle fly-grazing. Charities are still pushing for a similar law in England, but is it working as well as expected in Wales?

The Control of Horses (Wales) Bill — which was passed on the 27 January 2014 — gives local authorities the power to seize or impound horses abandoned on public or private land without permission.

Last month a new bill to try and clamp down on fly-grazing in England took a step closer to becoming law as the Control of Horses Bill passed the committee stage. It now moves on to its final stage in the House of Commons.

“The Act has been a positive step forward, and is a deterrent and useful tool in promoting responsible equine ownership,” said RSPCA Cymru’s Steve Carter.

“But we understand the Act is not a panacea and requires robust enforcement, and there’s more action needed to ensure equine welfare.

“Of course the Act does not provide all the answers to Wales’ equine crisis. Issues such as increasing public understanding, reducing instances of tethering and regulation of livery yards all require action.”

Rachel Evans, the Countryside Alliance’s director for Wales, told H&H that although the Bill has made the seizure of fly-grazed horses easier to deal with, the process of removing the horses remains difficult.

“However, the bill sends a clear message that fly-grazing in Wales will not be tolerated,” she added.

“It provides local authorities with the powers to act quicker, reducing the 14-day period to seven, and allows them to act on behalf of the private landowner in removing horses that are fly-grazing. It also provides more options for dealing with the horses in question, whether they are to be returned to the owner, sold, rehomed or, as a last resort, euthanised.”

City of Cardiff councillor Daniel De’Ath, said that the council had used the act more than 70 times in the first year.

“However, we as a council would push for further legislation/amendments to be made,” he added.

“We need further deterrents to owners, perhaps introducing a fixed penalty notice. Stray horses are a danger to the citizens of Cardiff, and it’s unfair on the animals.”

Other local authorities have also used the Act over the past year, including Wrexham County borough council, which used it twice. Each incident involved a single horse; one was rehomed, the other was euthanised.

‘Horse welfare time bomb’

However, there is concern that the huge numbers of horses and ponies abandoned on the Welsh commons is spiralling out of control.

H&H reader Patrice Choat said the problem there “is on a scale that is almost difficult to comprehend”.

“Many of the ponies and horses are non-native breeds that are unable to cope with the conditions on the commons in Wales. Many die and few are able to be rehomed,” she said.

World Horse Welfare’s Roly Owers described the situtation on the commons as a “horse welfare time bomb”.

“All too often an excessive number of horses are being grazed; many owned by commoners but also others that have been abandoned or are fly-grazing and are struggling to survive in the environment. They are all competing for limited food,” he said.

“Until the commoners take better control of their own breeding programme, more unwanted ponies will be bred. And until the practices of fly-grazing and abandoning horses cease and those that are left are removed promptly, more horses will proliferate and starve.”

Councils can intervene and use the Control of Horses (Wales) Act to remove the animals.

Roly added that it was a “huge frustration” as help is at hand — there are financial benefits from the Welsh Assembly for commoners to improve how they manage their land, while the Bill is there for councils.

“So why is action so often not taken?,” he added.

“Because no one wants to foot the bill. This is a completely unacceptable attitude to ownership and the welfare of these horses, and one which will only ensure the problem worsens, causing even more equine suffering and financial cost.”

Riders in north Wales are campaigning for better access to footpaths and cycle routes for horses in the area.

More than 200 people have signed a petition in support so far.

The law states that riders and carriage drivers are only allowed on bridleways, byways and some restricted bridleways.

But Loz Hanson, who has petitioned the Department of Transport, believes the area’s roads are too dangerous and fears it is only a matter of time before a near-miss becomes an accident.

She said: “I set up the petition to try and raise awareness of the fact that more attention needs to be paid to riders out hacking. Some places in Flintshire have good off-road riding, but in towns the access to bridlepaths is very limited, if any at all.

“There are many public footpaths that would be suitable, but we are not allowed on them. I hope to achieve more off-road access for riders so we do not have to ride on the roads as much.”

According to the British Horse Society the issue reflects a national problem. Director of access, Mark Weston, said: “We are constantly campaigning and lobbying for the rights of access for riders.

“When you are in a minority group, getting your voice heard can be hard, but riders across the country need to talk to their MPs, their local council and access groups to get more multi-use access routes opened to them where possible. That is the only way things will change.

“We all need to lobby and make the plight of the horse rider known, because if we don’t, the rights of horse and rider will soon be forgotten.”

A herd of feral horses on a common in Wales have been rehomed by three equine charities.

Norfolk-based Hillside Animal Sanctuary took 39 horses and ponies last Thursday (24 July).

The Mare and Foal Sanctuary in Devon took three mares with foals at foot and the Carmarthen-based Lluest Horse and Pony Trust another mare and foal, and a coloured cob gelding.

The horses had been abandoned on Manmoel common in South Wales.

Blaenau Gwent and Caerphilly County Borough Councils took ownership of the horses on 8 July after their owners had failed to claim them.

The councils asked the members of the National Equine Welfare Council for help in finding new homes for the animals.

John Watson, a spokesman for Hillside said the sanctuary had offered to help the ponies last year after it heard that 37 had died over the winter of 2012/13.

“Our supporters rang a month ago and said a seizure notice was going up and we told the council any that can’t be rehomed, we would take,” said Mr Watson.

The horses are unhandled and will be kept together in a herd at Hillside.

The sanctuary has recently doubled its grazing to 1,000-acres. There are now 1,100 horses at Hillside, 500 of which were taken in the past two years.

The charity was started by Wendy Valentine in 1995.

At the Mare and Foal Sanctuary the foals taken in, once weaned will be loaned out through the charity’s loan scheme.

The sanctuary’s Coombe Park visitor centre has an open day this Sunday (3 August) with free entry.

Paralympian Nicola Tustain (pictured, above right) is backing her local Horse Watch initiative. Nicola, former world and paralympic champion, lives in North Wales and has signed up as a member. She is now encouraging other riders in the region to do the same.

North Wales Horse Watch aims to help prevent, reduce and detect equine crime.

“I thought it was a great opportunity to get involved and help reduce equine crime,” said Nicola. “I know people who have been victims of an attempt to steal a pony, so I happy to support the scheme.”

Police volunteer Helen Lacey (pictured, above left) established the first Horse Watch in north-east Wales in 2010. It now has more than 2,500 members signed up across North Wales.

“[Members] get free advice on security and any information we think is important to share among the equine community, such as suspicious activity or crime trends, or forthcoming security marking events,” she said.

Members are encouraged to register all serial numbers of equipment they hold, passport and microchip numbers and descriptions of their horses.

Members of the public are being asked to help the Welsh Government find a long-term solution to the problem of fly-grazing and the abandonment of horses.

Welsh Deputy Agriculture Minister Alun Davies said: “The Welsh Government vision is for a fly-grazing free Wales, a zero tolerance approach that will ensure that Wales is free from the unacceptable social, economic and environmental harm caused by the nuisance of fly-grazing.”

Welsh Deputy Minister for Agriculture Alun Davies has branded Defra’s decision to stop funding the National Equine Database (NED) as “a disaster”.

NED — the database of British-registered horses’ passports — closed in September after government funding was withdrawn.

Wales has a serious problem of horses being dumped on public and private land.

Mr Davies said Defra’s decision would reduce the enforcement authorities’ ability to check and trace owners of horses.

He has written to the English Government, urging them to rethink.

“It is a very poor decision that has made our lives exceedingly difficult,” he told H&H.

A new zero tolerance stance is to be taken on horse abandonment and fly-grazing — illegal grazing without permission — in Wales.

Police officers have been assigned in each force area as contacts for horse-related anti-social behaviour. And the Government is consulting local councils to find out whether additional laws are needed.

Wales has long suffered from widespread fly-grazing, with horses being released on to school playing fields, farmers’ fields and woodland.

Alun Davies, the deputy minister for agriculture in the Welsh Parliament, said: “The behaviour of horse owners who avoid their responsibilities through abandonment or fly-grazing will not be tolerated.

“I expect all agencies and authorities [local councils, charities and the police] to tackle such owners robustly.”

But it is not completely clear what action can be taken if owners cannot be identified.

The problem has reached crisis point in some parts of Wales. Last month one prolific fly-grazer — Tom Price of Glamorgan Horse Traders Ltd — was given an anti-social behaviour order (ASBO) by the Vale of Glamorgan Trading Standards department and South Wales Police.

Chief Constable for Gwent, Carmel Napier, told H&H: “For a number of years, parts of Wales have experienced a range of problems associated with dumped horses and ponies.

“The problem is increasing in many parts of Wales, but especially on the M4 corridor.

“I will be working with local authorities, the RSPCA and other charities, to formulate a multi-agency response to combat the issue.

“We are putting significant energy and resources into finding out what these horses are being bred for,” he added.

Mr Davies wants landowners to report all fly-grazing.

Welsh sportsmen are well known for their rugby prowess, but this summer Wales will be fielding an entirely different national team – in the world of polo.

Over the past four years, a group of Welsh polo lovers has formed an unofficial team, playing at venues in Wales.

But for the 2012 season, the Hurlingham Polo Association (HPA) – the sport’s governing body – has allowed the team to become official and represent the principality in competitions in Wales, England and the US.

Ricky Cooper will captain the team and the chairman of the Welsh Polo Team and Association is Harry Legge-Bourke.

“There were no polo clubs per se in Wales, only individuals putting on polo using a club name at venues,” said Harry, who has held matches at his Glanusk estate near Crickhowell for several years.

“We hope to change that very soon. This hard work by players not only adds to Wales’ rich equestrian heritage, it also lays the foundations for establishing the sport in the country.

“In time, we hope to have a ladies’ team and youth team. With the current squad available to play for Wales, there will be some fast-moving, exciting and spectacular matches in the UK and abroad. They have had invites to play in Nantucket in the US, potentially Palm Beach as well, and in Pakistan.”

David Woodd of the HPA added: “The Welsh have a strong national identity.

The fielding of a national team will without doubt do much to encourage others to take up polo, in the hope that they might be able to represent Wales in the future.”

A Welsh trading standards department is putting local people on alert after 10 more dead foals were dumped in the area.

Last month H&H reported at least 14 dead foals had been dumped in the Vale of Glamorgan and Bridgend since mid-April.

Since then a further 10 dead foals have been found in the Cowbridge area, in three separate incidents. The cause of death is not clear.

The Vale of Glamorgan Council has sent out letters to horse breeders in the area, reminding them that fallen stock must be disposed of through approved premises, and threatening fines of up to £5,000.

Principal trading standards officer Christina Roberts-Kinsey said: “The illegal dumping of carcasses will not be tolerated.

“The discovery of these carcasses is highly upsetting.”

Local group VANAH (Voices Against Neglect and Abuse of Horses) was set up to draw attention to the poor condition and number of ponies fly grazing in Bridgend.

Jo Davies of the group said: “These 10 foals in the past two weeks are just those we know about – there is a terrible problem across Bridgend and the Vale of Glamorgan.”

The group wants the Welsh government and Defra to put pressure on local authorities to ensure passport and microchipping legislation and welfare laws are policed.

They have asked members of the public to write to their MPs and assembly members highlighting the issue.

In a separate incident more than 100 horses have been released onto land at Caerbryn, Ammanford in South Wales.

Local horse lovers have said many look poor and at least one has died.

A man tried to board a train at Wrexham station with a pony in tow — and rumours are the pair had already visited a town centre pub and local hospital’s A&E department.

Then after a conductor refused him entry, the man returned to the ticket booth where he tried to buy two tickets — for himself and the animal.

An Arriva Trains Wales (ATW) spokeswoman said: “Horses and ponies, which may pose a risk to the general public, are not permitted to travel.

“Only dogs, and small animals in a fully enclosed basket or pet carrier, can travel on our trains.”

CCTV camera footage shows the man at the ticket booth with the grey pony waiting patiently behind as he tries to buy the fares and then on the platform.

The man was attempting to travel on Saturday’s 7pm service to Holyhead on Anglesey with his pony.

And H&H has been told that the man had also taken the pony to a town centre pub and then on to Wrexham Maelor General Hospital.

Equine welfare cases in Wales stand a chance of more prompt investigation, thanks to recent training of local authority staff.

Last month, the Horse Trust and Redwings trained more than 40 inspectors from councils across Wales.

The one-day course, funded by the Welsh Assembly Government’s Companion Animal Welfare Enhancement Scheme (CAWES), gave inspectors hands-on training in how to safely approach a horse, fit a headcollar, lead a horse and assess its health, welfare and environment to decide whether there are welfare concerns.

Courses were hosted on three separate days at the Society for the Welfare of Horses and Ponies in Monmouth and Bransby Home of Rest for Horses in Stoke Prior, Herefordshire.

Wrexham Trading Standards officer Steve Jennings attended the course at Bransby.

“It was very hands-on — we were able to put headcollars on and learn how the horses reacted to strangers,” he said.

“We have an equine specialist on our team, but, over the winter, half of the complaints we dealt with were about horses, so we all need the knowledge.”

Horse Trust chief executive Paul Jepson said Wales is “leading the way” in animal welfare by giving its local authority inspectors the resources to enforce the Animal Welfare Act.

He added: “Their proactive approach will improve the welfare of horses across Wales.”

The North Wales mounted police unit is to be disbanded due to lack of funding — just three years after it was set up.

“We can no longer afford it,” said deputy chief constable Ian Shannon, of the Wrexham-based unit that cost £200,000 to set up and £100,000 a year to run.

The mounted police unit provides support to neighbourhood and community policing teams, high- visibility reassurance patrols and polices public events.

It was set up by ex-chief constable Richard Brunstrom, who said a mounted unit was “six times more effective” than officers on foot. But it faced opposition from MPs who branded it an “outrageous waste of resources”.

The unit was closed in early April after a review ordered by new chief constable Mark Polin. It will be discussed again at the Police Authority AGM in May.

North Wales Police is one of 18 forces in England, Wales and Scotland with a mounted unit.

The last police force to disband its mounted unit was Essex Police in 1999, but the unit was reinstated in 2007.

Welsh farmers who keep ponies and other livestock on areas of archeological and conservational importance have been given permission to put out hay by the Welsh Assembly Government.

The government announced the temporary relaxation of the rules today (15 January) to help livestock farmers feed their animals in the freezing weather.

Farmers whose land falls within “agri-environment” schemes which normally impose restrictions on supplementary feeding will now be able to give their livestock additional feed during the cold period.

This temporary relaxation may continue for four days after the snow has cleared if the ground remains frozen but will cease once the ground thaws.

To reduce damage to environmental features the Welsh Assembly Government has offered the following guidance:

• Feeding areas should be moved regularly wherever possible
• Leftover hay should be completely removed to reduce damage to the sward after the snow has thawed
• Feeding should not take place on archaeological features
• On moorland and common land, where landowners restrict the practice of supplementary feeding, graziers should consider whether to inform them of their intention to feed during this period of adverse weather
• Farmers on SSSI-designated land must contact the Countryside Council for Wales before undertaking supplementary feeding

The cold weather has proved an important tool for officers involved in a project to improve the welfare of horses living in eight Welsh local authority areas.

The Mustang project — launched in August — involves Cardiff, Newport, Vale of Glamorgan, Bridgend, Neath Port Talbot, Swansea, Rhondda Cynon Taff and Merthyr Tydfil.

Lead officer is Steve Grey of Cardiff Trading Standards. He said around 1,000 horses and ponies live across the eight areas and his team seizes around 20 loose horses a quarter in Cardiff.

He told H&H: “We want to look at a full year in the life of horses living in our areas to gauge the problems. The summer never really happened so we were not able to look at the problems drought causes but this cold snap means we can intervene where animals are not being sufficiently cared for in the bad weather.”

He said there is a huge variation in the areas the councils cover.

Merthyr has a lot of hill ponies on its common land and in Swansea they have ponies on the salt marshes of the Gower Peninsula.

Cardiff has a large urban horse population related to travellers (news, 20 March 2008). Tethered horses are a particular nuisance because they get loose and career around the housing estates, said Mr Grey.

“When we saw how these horses were being kept we realised there was a welfare as well as a safety concern,” he said.

With the University of Bristol’s welfare expert, Dr Helen Whay, Mustang has developed a basic welfare document for council officers — looking at water and grazing, condition and other issues like shelter.

Using powers under the Animal Welfare Act 2007 and the checklist officers can identify animals at risk earlier and force owners to improve welfare before animals suffer.

“It’s still very early days,” said Mr Grey, “but the aim is to connect with owners — to examine why they keep horses in these areas and how we can influence their behaviour.”

Mustang is funded by the Welsh Assembly Government’s Companion Animal Welfare Enhancement Scheme (CAWES) project.

A spokesman for the government said: “The Mustang project is due to report back to us in March 2011.

“The Welsh Assembly Government takes the welfare of animals very seriously and believes it is important for local authorities to have the resources to regulate the welfare of companion animals.”

A foster mother, who has recently lost her own foal, is needed for a four-day-old colt rescued by Bristol charity HorseWorld on Tuesday night (26 May).

The foal was found abandoned on a Welsh common following a call to a vet practice from a member of the public.

Sarah Hollister, of the equine welfare team at HorseWorld, said: “The foal was extremely weak when we picked him up and he is suffering from a severe infection in his joints which may also have caused some liver damage.

“He has no natural immunity because he is not feeding from his mother and he has had to have a plasma infusion to save his life.

“Although he is making good progress now and is able to feed from a bottle his life still hangs in the balance and we are desperately looking for a mare who can take the place of his mother.”

The equine welfare team cared for the foal, named James by staff, throughout the night, bottle-feeding him every two hours.

Mark Owen, managing director of HorseWorld said: ”The St James Veterinary Group contacted a large number of charities who were unable to help and they were advised to put the foal to sleep.

“But HorseWorld will never turn away a horse or pony in need and we were pleased that we could get involved and give the foal a fighting chance at life.”

The charity has contacted the National Foaling Bank and anyone who is able to help find a foster mare is asked to contact Sarah Hollister on 01275 832425.

THE equine industry in Wales received a leg-up last week — with the formation of the Cross Party Group for the Horse.

The group was founded and will be chaired by Brynle Williams, the North Wales Conservative Regional Assembly Member (AM).

Other members include AMs from all the major Welsh parties and equine groups, including the British Horse Society (BHS), the Welsh Pony and Cob Society, Hill Pony Improvement Society and Bransby Home of Rest for Horses.

“This is quite a milestone for the equine industry in Wales,” said Mr Williams, a Welsh pony and cob breeder and judge. “On the list of things we want to look at are welfare issues — and the way the industry is dealing with them — expanding tourism, rights of way, the impact of microchipping legislation being introduced in July.”

He added: “The horse industry has been grossly underestimated in the past — it’s a billion-pound industry, not something on the back of a cigarette packet.”

The BHS will provide the administration for the group, which held its inaugural and founding meeting in Cardiff on 24 March. The second meeting is planned for 2 June.

Jan Roche, BHS development officer for Wales, said: “This will provide the opportunity for two-way communication and the chance to put forward feedback from the industry to the Welsh Assembly and help in policy formation.”

Mr Williams added: “We hope the Welsh group will work in the same way as the Westminster group — it’s needed because there are differences from Wales to England.”

The equine industry in Wales received a leg up last night — with the formation of a Cross Party Group for the Horse.

The group will represent key issues on equine matters throughout Wales to the Welsh Assembly.

Founding the Cross Party Group for the Horse are Assembly Members representing the Welsh Conservatives, Labour, Plaid Cymru and Liberal Democrats. The group will be chaired by Brynle Williams, the Regional Assembly Member (Welsh Conservatives) for north Wales.

The British Horse Society (BHS) will provide the secretariat for the group.

BHS director of access, safety and welfare Mark Weston said: “It is crucial that the interests of horse and rider are taken forward at the Welsh Assembly through this group.

“The value of equestrianism to the Welsh economy is enormous — with an estimated £222million generated from horse owners alone.”

The owners of a pony stabbed in the eye in Carmarthenshire on Tuesday are offering a reward of £1,000 for information.

Police have now linked the two attacks — this one and the stabbing of a prize-winning stallion in the same area three weeks ago — and are advising owners to make regular checks on their animals.

During the early hours of Tuesday morning, 30-year-old pony Phoenix was attacked in his stable at a yard between Kidwelly and Trimsaran. He was stabbed in the same corner of the same eye as an 11.2hh Welsh Section A stallion was last month.

A spokesman for Kidwelly police confirmed Phoenix could not have injured himself in his stable, and told H&H: “We don’t want to scaremonger, but people should remain vigilant and make regular checks and alter their routines where possible.”

Phoenix’s owners David and Rose Morgan have put up posters locally offering a £1,000 reward for information leading the arrest of those responsible for the stabbing.

“I doubt it will lead to anything but we have to try,” said Mrs Morgan. “It’s heart breaking that anyone can do something like that — it’s absolutely sickening.”

She said that despite the attack, Phoenix has remained calm and trusting with his owners.

On 8 June an 11-year-old champion M&M stallion called Caemoss Aubrey, was stabbed in the eye with a pair of scissors, also in Kidwelly. Owners Stan and Heather Strelley are also offering a £1,000 reward for information.

Another pony has been stabbed in the eye in Camarthenshire, three weeks after a prize-winning stallion was stabbed in the same area.

The 30-year-old pony — called Phoenix — was attacked in his stable last night at a yard between Kidwelly and Trimsaran. The latest stabbing is just three-quarters of a mile away from where an 11.2hh palomino Welsh Section A stallion was attacked last month. And the owners are linking the two.

Phoenix’s owner David Morgan told H&H: “We heard a noise at 2.30am this morning, there was quite a clutter. We looked out of the bedroom window and saw the pony in the yard — he has COPD so he has a restrainer across his doorway, not a door.”

Mr Morgan said he and his wife, Rose, immediately called both their vet and the local police, after discovering the pony had been stabbed.

Phoenix is a rescue pony and has been with the Morgans for three years. He is a companion for their two show hunters.

“The show hunters were both in at the time, but they’re fairly big so whoever it was picked on the pony, instead,” said Mr Morgan.

Their vet has confirmed the pony was stabbed with a sharp instrument in the corner of his eye. While Phoenix has lost his sight, the vet is assessing whether or not he can save the eye over the next few days.

Rose Morgan told H&H that horse owners in the area are all very aware of the second stabbing.

“We’ve had people ringing us up today that we don’t even know,” she said. “It’s heart breaking that anyone can do something like that — it’s absolutely sickening.”

She said that despite the attack, Phoenix has remained calm and trusting with his owners.

A spokesman for Dyfed Powys police confirmed they attended the incident at 2.56am today, at the same time as the vet.

“The vet confirmed the pony had been injured in the eye,” said a spokesman, who added that it was unknown at present whether the two incidents are linked.
