Whip and spur rules brought in across disciplines are having an effect – in making riders consider their use as much as the use itself.

Those competing under British Showjumping (BS) rules join The Pony Club and British Riding Clubs (BRC) riders in that whips may only be used to back up leg aids, never as discipline or punishment of the horse.

The Pony Club rules on spurs now apply from this month; riders who want to use them must either have passed their C+ test or an assessment showing that they understand spurs’ use and have a stable enough lower leg to wear them appropriately. Coaches and officials may remove spurs if at any time they feel they are being used incorrectly.

Leading physiotherapist Gillian Tabor was stewarding at an Eggesford Hunt branch mini showjumping competition in early January, and she told H&H the rules are making a difference.

“It was amazing,” she said. “All the kids had their tack checked as they came into the warm-up and anyone carrying a whip, I asked if they knew the rules and they all did. I don’t know if there were fewer children carrying them, but we didn’t have to pull anyone up [for misuse].”

Dr Tabor pointed out that using a whip on a horse who has refused a fence “doesn’t make sense” in light of what we know about horses’ learning processes and cognition, so it is ineffective as a punishment anyway.

She said the spur rule is a “massive step forward”.

“There were a handful wearing them at the show and I’m sure there would have been a lot more previously,” she said. “One member usually wore them; she took them off and there was no difference to how her pony went. These are steps in the right direction.”

The Pony Club CEO Marcus Capel told H&H that the club’s responsibility is to help young riders and their parents improve understanding and foster the mindset of putting the horse’s interests first at all times.

“We’ve got people talking, which is good. I’m so pleased people are talking about it and about The Pony Club,” he said. “All-round horsemanship is what we’re teaching. We’re getting back to where we should be as the source of knowledge for young riders and their parents.”

The new BS rule applied from 1 January; the padded baton, which replaced the whip in 2020, “may only be used as an aid to support the natural aids in encouraging the horse forward; [it] may be used to support the shoulder to encourage the horse in the desired direction.

“The padded baton must not be used to discipline or punish the horse/pony nor to vent an athlete’s temper,” the rules add. “Such use is always excessive.”

BS CEO Iain Graham told H&H there had been no negative reaction to the new rule.

“It’s not a rule where it’s been hard to get the message across to members about why it’s come in,” he said. “I think they understand the need to change, to show we’re treating and training horses in the correct way.”

BRC brought in similar whip rules last year and, from 2025, may be used a maximum of twice per incident. Any mark means excessive use. Spurs will only be allowed for prelim level dressage and above at BRC qualifiers and championships.

“Spurs must only be used to enhance the normal leg aids and allow for better communication from rider to horse,” the rule states. “Spurs must never be used to vent a rider’s temper or to reprimand a horse; any use for such a reason is automatically excessive.”

Head of BRC Rachael Hollely-Thompson told H&H: “Throughout all BRC competitive opportunities, the welfare of the horse is of paramount importance. To make sure the best practices are followed, we regularly review the rules we have.

“We believe these revisions will play a key role in supporting all those involved in BRC events and activities, helping us to continue to uphold the highest level of horse welfare.”

Pony Club riders who want to use spurs will have to prove they can use them properly – or they will be taken away.

The organisation has revised its policy on spurs, making changes it hopes will help “promote the welfare of horses and ponies while educating the next generation of riders”.

Current rules allows members to wear spurs; any misuse is reported to the district commissioner, who will “address the issue with parents or guardians”.

“The Pony Club is dedicated to educating and developing young equestrians, with a strong emphasis on horse care and welfare,” a spokesperson told H&H. “We encourage all riders to carefully consider their choice of tack and equipment.

“The Pony Club has reviewed its spurs policy and introduced the following change: members wishing to use spurs as an aid for enhanced rider-to-horse communication must now demonstrate both a thorough understanding of spurs and their proper use, as well as a secure lower leg position while riding.”

From 1 January, riders who want to wear spurs must have successfully completed the revised C+ riding test or the updated spurs badge.

“Both assessments will be conducted by an independent C+ or higher-level assessor, ensuring an impartial evaluation of the rider’s readiness to use spurs appropriately,” the spokesperson said.”

Members are responsible for proving they have met the requirements.

“Importantly, coaches and officials retain the authority to remove spurs at any time if they believe they are being used incorrectly or inappropriately,” the spokesperson said. “Any misuse of spurs in competition will result in disqualification.

“We believe this new rule is a significant step forward in promoting the welfare of horses and ponies while educating the next generation of riders.”

A rider, understood to be the first to compete in a top level international dressage competition without spurs, has spoken out in favour of riders now having the choice – and is pleased to have “shown that it can be done”.

Lithuanian rider Justina Vanagaite opted to compete 11-year-old gelding Nabab at the Doha CDI5* without spurs, as is now allowed under FEI rules.

Justina and Nabab, who have represented Lithuania as individuals at three major championships, scored 69.78% on Friday (23 February) for seventh in the grand prix, and the following day the pair were third in the freestyle on 75.75%.

“Doha CDI5* marks so many personal milestones and achievements, that even the thought of it makes this whole experience look surreal,” said Justina, adding that Nabab gave 110% and that they had an “amazing time” in the arena.

During the past two years H&H reported extensively on the FEI’s proposed rule changes to make spurs – and double bridles – optional in international competition. The proposals were met with mixed views from the dressage community, but ultimately riders were given the green light to compete without spurs in FEI competitions from 1 January 2024. The proposal to make double bridles optional at CDI3* level and above was rejected.

Justina told H&H she is “very happy” that spurs are now optional, adding that some horses are more sensitive than others, so “it’s good that riders can choose” what suits the individual horse. She said there were a number of reasons for her decision in Doha.

“Firstly, dressage is in a dark shadow at the moment, so I think that it’s very important to show that there are a lot of good and positive riders, who really have a true relationship with their horses,” she said, adding that Nabab had a winter break from competition, during which time she was riding without spurs, which led to her thinking she would try to compete without.

“I said to myself that it could be an interesting experiment. Some people might say that you can experiment, but not in a CDI5* competition, but I know my horse better than anyone else, so I thought why not try?

“And then the main reason I chose not to wear spurs; because I can!”

Justina said she “didn’t feel a huge difference” during her tests, but added that she is not opposed to wearing spurs in the future.

“I don’t think it matters if a rider is riding with spurs or without if they are using them correctly,” she said.

Justina received positive feedback for her choice in Doha.

“I got lots of good comments from my social media followers, stewards at the show, my friends and other riders,” she said.

“My goal was to show that it can be done. But I’m not saying that I will never use spurs again. If I feel that I need them, I will put them on again. All in all, I was happy to ride a nice, motivated and easy test with a happy horse.”

An FEI spokesman told H&H it “welcomes the supportive remarks from Justina” on the rule change.

“It is important to note that this was a direct result of the early recommendations made by the Equine Ethics and Wellbeing Commission in August 2022, just several months into their mandate,” he said.

“While dummy spurs were permitted previously, the new rule clarifies the choice for dressage athletes who wish to compete without spurs. The FEI fully embraced the recommendation and rationale to provide that choice. As a result, it went through the customary rules revision process and it was approved at the FEI General Assembly 2023 in Mexico City.”

Dressage riders will be allowed to ditch spurs completely in international competition from 1 January 2024, when new FEI rules come into effect.

Riders who opt to compete spurless have previously been required to wear “dummy spurs” in competition. These give the look of wearing a spur, but have no shank.

The International Dressage Officials Club (IDOC) put forward the proposal in the summer, describing it as “archaic” that a rider opting to ride without spurs would have to buy “dummy” ones to compete. The suggestion was backed by the FEI and the new rule will come into effect for 2024.

Spurs, or dummy spurs, are already optional at all levels of national competition in Britain.

Meanwhile, contentious FEI rule changes on social media use, and powers that would demand people hand over evidence in investigations, will come into force in 2024.

Rule changes for 2024 were passed at the FEI general assembly last month, where amendments are voted on by national federations.

One controversial new rule will allow the FEI to demand “any information, record, article or thing” in a person’s possession or control that the federation “reasonably believes may evidence or lead to the discovery of evidence of a non-doping violation” (news, 2 November).

It was branded a “violation of human rights” by the Belgian federation and an “infringement of human rights” by the German federation during the feedback process. The FEI had denied it would be against human rights.

It was approved with 70 national federations in favour, 14 against, and two abstentions.

The FEI’s social media policy, which has also raised eyebrows, was approved with 68 federations in favour, 15 against, and three abstentions.

Other headline changes for 2024 include increasing the minimum age of horses at CCI5* and senior eventing championships to nine, relaxation of red tape to put on replacement international classes, and the introduction of the “charter for the horse”. This last point covers respect for horses and their wellbeing.

A contentious dressage rule over the minimum score combinations needed to achieve in order to progress to the grand prix special or freestyle at CDI4* and CDI5* shows has been reversed for 2024, dropping from 65% back to 60%.

Rules on noseband tightness were approved, but will not come into force until 1 January 2025.

There is also a shake-up of return-to-play rules for event horses who have been out of international competition for over a year. This breaks with protocol of minimum eligibility requirements, by focusing solely on cross-country completions.

Before the voting at the general assembly, FEI president Ingmar De Vos said: “I understand not everyone agrees with every proposed rule change, and this is a reflection of our very diverse community.

“But as always, we have all the cards on the table, the rationale for all decisions is clearly outlined, and we have the best interest of the sport, and our number one stakeholder, the horse, at heart.”

Dressage riders who opt to compete spurless in international competitions will no longer have to wear “dummy spurs” from next year, if a proposed rule change is given the nod of approval.

Spurs, or dummy spurs – which give the look of wearing a spur but have no shank – are already optional at all levels in national competition.

But they are compulsory in all international dressage competitions, with the exception of ponies and children-on-horses. The International Dressage Officials Club (IDOC) is suggesting to change that – and has the FEI’s support.

“Since ‘dummy spurs’ are allowed, it seems archaic that a rider would have to purchase these spurs when they could just as easily be allowed to go spurless,” stated the IDOC, in the first draft of FEI rule changes for 2024.

This is just a suggestion at this stage. The FEI rules revision process means stakeholders have until 16 August to give feedback, before the final draft is created. National federations will vote on the 2024 rules at the general assembly in November.

H&H reported last week on other key proposals in this first draft. These include an “equestrian charter”, tweaks to qualification rules for event horses returning to four- and five-star after a break, noseband tightness and more (news, 6 July).

“At the heart of the FEI’s mission lies an unwavering commitment to horse welfare,” said FEI secretary general Sabrina Ibáñez said. “This year, we have been fortunate to receive insightful horse welfare-oriented proposals from the national federations and stakeholders alike.”

More research is needed before the FEI will take a stance on whether it will allow double bridles to be optional for international grand prix.

H&H has covered previous discussions on the subject (news, 30 September and 15 October 2022). Now, the Dutch and Swedish federations have both proposed that riders should be allowed to choose to use a snaffle bridle at CDI3* and above. Both claim that it “does not comply with the welfare of the horse” to keep double bridles mandatory if riders believe it better to compete a horse in a snaffle.

The FEI dressage technical committee has replied, stating it has “the unanimous understanding that the use of snaffle or double bridle is a technical (sport) matter and not a matter of wellbeing/welfare”.

“We understand the topic of social (media) perception, but from the results of the online survey that were made available to this committee, we could not find scientific evidence, nor unquestionable data, that allow us to reach a different conclusion at this moment,” stated the committee.

“It is time to gather a multi-disciplinary team, which includes experts from all stakeholders, to develop study/research to understand all pros and cons about the proposed change. Once this study/research is carried out, we will be in [a position] to have an informed, conscious and well-balanced opinion on the matter.”

H&H has contacted the FEI to ask for more information on this research.

In a separate proposal, the IDOC called for elimination for horses found with fresh blood in the warm-up. The FEI veterinary department responded to state it “believes the current rule works well and doesn’t see any need for change”. H&H has asked the FEI for more details on this explanation.

Equestrian commentator, broadcaster and British Showjumping/FEI judge, Adam Cromarty, shares why he believes social licence is the biggest challenge faced by equestrian sport

Although I can’t be sure of the timeline, I believe within 10 years, whips and spurs will no longer exist in competition. There’s no point in giving an opinion on whether I believe this to be a positive thing. In fact, I believe the views of those within our sport will be inconsequential.

Social licence is the biggest challenge we have ever faced. The world is continually changing and the evolution we’ve seen in a broader sense over the past few years is enough to raise an eyebrow. I remember when the term snowflake was reserved for wintertime.

The results of a YouGov survey showed 20% of those asked did not support the continued involvement of horses in sport under any circumstances and 40% would only support their involvement if welfare was improved. If you’re thinking that these people don’t know what they are talking about, I’m with you.

However, given that racing over fences was banned in Australia, I agree with Nick Skelton’s column that it’s time for us to be proactive to protect the sport, its Olympic affiliation and our livelihoods.

The whip is there to back up a leg aid and help create forward momentum. That’s my go-to response when asked why athletes carry them. As someone who watches hundreds of showjumping rounds on a weekly basis, I’m not sure how often I see it used for this purpose. If a horse refuses, could we really apply my stock answer?

Spurs are there as an additional aid or when a sharper reaction is required. Used correctly, they can be such a useful tool but from a layperson’s point of view, they are unnecessary “sharp”, pointy things.

I suppose we need to applaud British Showjumping (BS), who changed the national whip rule to only allow a padded bat. These operate in a different way and now just make more of a noise. To my knowledge, they were the first federation to take this step. BS also incorporated the FEI rule disallowing the use of a whip after an elimination, something that not all nations have adapted.

Potential for an instant PR crisis

Live-streaming has meant that more of our sport is available to watch than ever before, but that also brings its own challenges. I recently watched a Nations Cup that featured a rider finishing with 48 faults. It wasn’t pleasant to watch, and he backed up his leg aid a lot, just to get home. Put together enough clips like that and we would have an instant PR crisis.

The FEI recently provided a power for judges to eliminate a rider if allowing them to continue would be contrary to the principles of horse welfare. As an official, this is a rule I welcomed and one I would be willing to implement, if required.

I know some top riders had their reservations, calling into question the level of experience within jury boxes. My own interpretation of this rule is that it is there for a horse who is struggling, not for a young horse that comes out a little spooky. Like it or not, this rule is as much about public opinion as it is horse welfare.

With this topic in mind, there is some irony that the new Olympic format, as implemented in Tokyo, encourages partnerships who are having a bad day to push through to avoid their country being eliminated. The drop score of a fourth team member was of great value and I am surprised it hasn’t been brought back for Paris 2024.

We all need to do our part

Owning a media company means that technology and social platforms are a big part of my life. For those climbing the ranks and wanting to attract sponsors, it’d seem a social following is almost as important as show results.

Eyes cannot be avoided. Smartphones are everywhere and the result is that competition is going to be less and less about producing horses and more of an exhibition of what work has been done at home.

We all need to do our part. The media needs to educate, riders need to smile, pat and school outside of the competition arena. We need to be proactive before the public forum has our sport looking like a glorified dog show.

Choosing the best spurs for horse riders can be a controversial topic, so riders should understand how and why they might use spurs before deciding on the ideal pair for their needs. Spurs typically attach to the heel of riding boots to allow the rider to give subtle and precise signals to the horse, without adding more pressure from the leg.

It is important that you have an established and balanced riding position and are able to use all your aids independently before attempting to ride in spurs. An unstable leg will cause the rider to jab the shank into the horse’s side and could cause an irritated, distracted or annoyed horse – improper use of spurs can be dangerous. It’s best to use spurs for the first time under supervision of an instructor.

The correct way to use the spur is for the rider to intentionally adjust the position of their leg to momentarily bring the end of the shank or the rowel against the horse’s side. As soon as the horse responds, the leg should return to the normal position, giving a release of the pressure. Spurs should not be jabbed against the horse’s skin and the pressure shouldn’t be maintained. Some horses respond better to a clear and light aid from a spur than ongoing pressure from the rider’s leg.

Parts of a spur

The yoke wraps around the heel of the boot.

The shank or neck extends from the back of the yoke and is the part that touches the horse.

The rowel is sometimes attached to the shank, depending on the design – it could be a revolving wheel or disc. The thicker the wheel, the softer the effect. Rowels with spikes are sharper than circular ones, while rowels with more teeth are milder than those with less.

Spurs are usually held on to the boots with a band of leather or nylon called a spur strap. Some styles have no strap and remain secure due to the yoke being very tight. Spurs are worn with the end of the shank pointing slightly downwards. They sit on the spur rest on the back of the boot and the buckle of the spur strap should sit on the outside of the boot.

Do spurs hurt horses?

When used correctly, spurs do not hurt horses. International dressage rider Hannah Biggs explains that spurs can “help to maintain a calm conversation with the horse, so you’re not ‘shouting’ at the horse with your legs”.

How to choose the right spurs

Design and discipline are important factors to consider when choosing which spurs to wear for a particular horse. Some disciplines will have rules regarding which spurs you can wear and at what level. Indeed, British Dressage requires all competitors to wear spurs (or dummy spurs, with a yoke but no neck) from advanced level upwards.

The general rule is that you should use as little as possible, but as much as you need. It’s best to start with small spurs and progress to longer ones if needed – the smaller and softer the spurs are, the gentler they are. Dull spurs are often the best choice for sensitive horses, whereas longer and sharper ones tend to be better for a horse that requires both quickness to the leg and precision.

Some horses are very sensitive and have a delicate coat and skin, especially during coat change. In these circumstances, opt for soft spurs or spurs with a thick wheel.

A proposal to make double bridles and spurs optional at grand prix level in international dressage has sparked debate.

Last month, the International Dressage Riders Club (IDRC) and International Dressage Trainers Club (IDTC) published a joint letter to the FEI and the FEI’s independent Equine Ethics and Wellbeing Commission opposing the proposal – stating “neither the double bridle nor spurs represent a welfare risk to horses” and there are already “sufficient controls” to ensure against misuse.

The discussion arose after the Equine Ethics and Wellbeing Commission – established in June – held a consultation and submitted a number of recommendations to the FEI in August for “internal discussion”, including the possibility of making double bridles optional in grand prix dressage – and spurs optional in all FEI disciplines.

The IDRC and IDTC said opposition to the double bridle comes from a “lack of understanding” regarding how and why it is used.

“Yes, the misuse of the double can lead to force and injury, this is true with the snaffle or any other bit, or even a hackamore. For this reason there are restrictions on exactly which bits can be used, for example length of shank or size of port,” the letter states, adding that proper use of a double bridle demonstrates “the ultimate in expertise”.

“There is close scrutiny of the horse at the end of any test. Any indication of injury results in elimination. This is a powerful incentive to ensure riders are judicious in their use of the reins.”

The letter adds that proper use of double bridles – and spurs – allow riders to give refined aids, and making these optional would have “no positive impact on horse welfare”.

“While it might be tempting to make these items optional as a ‘peace offering’ to critics in the hope that they will be satisfied, that approach is incorrect and naive. But more importantly, giving in to unwarranted or ignorant criticism is practically and ethically wrong,” it read.

In response to the letter, the FEI told H&H it is “firmly committed” to horse welfare and ensuring good governance standards, and it was the FEI’s duty to “keep an open mind” and seek meaningful solutions to recurring problems through dialogue and consultation.

The FEI spokesman said the Equine Ethics and Wellbeing Commission’s recommendations have been shared with the technical committees for their feedback and an interim report will be presented at the General Assembly next month.

“These proposals are part of an ongoing consultation process. We take note of the concerns expressed by the IDRC and IDTC, which will be brought to the attention of the board and the equine ethics and wellbeing commission.”

World and European medallist Gareth Hughes told H&H he understands both arguments and said he trains all his horses in snaffles and doubles.

“Nice riding is nice riding whether you do it in a snaffle or a double,” he said. “That’s what we should be more fixed on; riding that produces horses nicely, and how the sport moves forward in terms of what the judges are looking for in the arena that stops other sorts of riding coming into the sport – and promotes that harmonious side to it. When you ride like that, it really doesn’t matter if you have a snaffle or a double on.”

World Horse Welfare chief executive Roly Owers told H&H that it was “curious” why the proposal should be controversial.

“Surely it is how the horse performs that is of most relevance, rather than the bitting or other accessories used? Double bridles can be a useful tool, but they are also a powerful tool, and it seems right to give riders the choice,” he said.

“A constant mantra for the sport must be around challenging the status quo, including questioning our practices. Some might ask, why make this change? We’d ask, why wouldn’t you?”

Thinking of using spurs during dressage training or competition? Here’s what you need to know when choosing the best ones for you

While the use of spurs is an issue which continues to attract negative press in some quarters, applied correctly they remain a useful piece of equipment for creating and refining a response in dressage training. International dressage rider Hannah Biggs says she considers spurs “an extension of the rider’s physical vocabulary”.

“They help to maintain a calm conversation with the horse, so you’re not always ‘shouting’ with kicking legs. If the horse needs a little extra, refined aid, the spur is there to remind the horse to listen but, once used, I always return to a quiet leg and the spur away from the horse.

“My aim is to train the horse so that I don’t have to always use the spur. It’s more there for ,” says Hannah.

She is clear, however, that riders must first develop an independent seat and the ability to avoid touching the horse’s sides with every stride before using spurs.

“Often, riders who have developed a habit of kicking with every stride have desensitised the horse to the leg aid. This bad habit needs correcting before spurs are used; nor should spurs be seen as a solution to a horse that has become ‘lazy’ moving forward because of this habit,” she says.

‘Used wrongly, spurs are very detrimental to a horse’s training’

Dressage rider Laura Milner, who represented Team GB for the first time as a Young Rider at CDI Le Mans 2015, agrees an independent seat is fundamental.

“If you’re still using your legs to grip, you’re not ready to use spurs as you will be holding them against the horse constantly. Used wrongly, spurs are very detrimental to a horse’s training,” warns Laura.

“I use spurs on most of my horses, but for differing reasons; for example, with some I get a better reaction than when using a whip. When a horse is moving up the levels, using a spur adds refinement to the leg aid.”

Start with a small, dull spur

As with many pieces of equipment, there is a dizzying array of spurs according to the length and shape of the shank, the shape of the tip and the addition of rowels or rollers at the point of contact. As a rule of thumb, start with a small, dull spur (rounded end) and gauge the level of reaction from the horse.

“I must admit I have quite a collection but most have a fairly short shank, as well as rounded tips and smooth rowels. I personally don’t use the ones with the plastic roller balls but they can be useful for a rider still learning full leg control as they are more forgiving of inadvertent contact,” says Hannah, who says her choice of spur depends on the horse and what she wants to achieve during the session.

The rules

Under British Dressage rules, spurs may be worn at all levels (mandatory from advanced level upwards, although dummy spurs are permitted) and excessive use of spurs is forbidden. They must be made of metal, although can have a smooth rotating rubber, metal or plastic ball on the shank, and the band round the heel must be smooth; ‘comb’ spurs are not permitted.

The rule book also states the shank on the back of the heel “must point towards the rear and the end must be clearly horizontal to the ground or pointing downwards […] There is no restriction on the type of shank and rowels that are permitted provided that they are free to rotate and must be vertical to the ground. Rowels with points must have rounded ends.”

“It’s important to remember that the wrong type of spur incorrectly applied can make a horse very reactive. I would never use spurs with sharp edges, for example, for fear of marking the horse or causing discomfort,” says Laura.

Prince Harry has been cleared of any wrongdoing or cruelty to his polo pony after tabloid reports that the prince over-spurred his mount during a match.

The Hurlingham Polo Association (HPA) has reviewed claims that the prince drew blood with his spurs during a match at Guards on 11 July and carried on playing.

Chairman of the HPA welfare committee David Morley told H&H that an independent vet examined the pony for the association on 4 September, after stories appeared in the national press.

“We took veterinary advice that if the pony had been gouged or stabbed by the spurs there would have been scar tissue or a bald patch,” said Mr Morley. “There was no sign of any such injury.”

The vet told the HPA that as the injury had been to one side of the pony only it was more probably caused by a collision rather than spurs.

“I think this was more a story about Prince Harry than his polo skills,” said Mr Morley

He said the HPA welfare committee had concluded that there was no wrongdoing involved in the incident, at a meeting on 4 September.
