The time is now: the Government finally asks for your thoughts on how fireworks affect horses, other animals and people

Now is the time to make your voice heard on the impact fireworks can have on horses – as the Government has finally asked for the public’s opinion.

Today (16 July) the Government has launched a public fireworks consultation on “common-sense proposals” that would mean the loudest fireworks could be used only in professional displays.

– Take part in the public fireworks consultation.

The aim is to “crack down on anti-social behaviour and protect vulnerable people, pets and wildlife” and “target a small number of fireworks which have caused distress for residents across the country for too long”, but allow professional displays to continue as before.

This follows multiple debates in parliament sparked by hundreds of thousands of signatures on petitions calling for tougher firework laws, as well as sustained campaigning.

Redwings Horse Sanctuary, one of 19 charities in the Fireworks Impact Coalition highlighting the effect of fireworks can have on people, pets, horses, farm animals and wildlife, has been working for change for years.

Fireworks consultation welcomed

“Having campaigned for improved fireworks regulations after tragically losing three of our own rescued horses due to loud fireworks, Redwings knows the scale of distress, suffering and risk to life that fireworks cause every year, not only to horses, but to the people around them,” said Redwings campaigns manager Helen Whitelegg. “In our survey of more than 5,000 UK horse owners, over 95% told us they wanted to see tighter fireworks regulations; loud bangs cited as the most significant risk factor.

“We therefore warmly welcome the news today that the Government will be consulting with the public on this issue and would encourage animal lovers everywhere to participate and have their say on behalf of those who cannot speak for themselves. These proposals aim to tackle the biggest concerns raised by the public – particularly noise and antisocial behaviour – while protecting cherished traditions and organised displays that bring communities together.”

The consultation also includes proposals to review whether other high-risk products should be banned from public sale.

Ms Whitelegg said: “When our petition was discussed by 58 MPs in parliamentary debate in January, we heard several MPs echo the thoughts of Robbie Moore, MP for Keighley and Ilkley, when he said, ‘the time for talk is over and we need action now’. Petition debates have become an almost annual event, and we welcome the public consultation as a key step on the road to meaningful regulatory change that will help protect both animals and people.”

MP’s campaign

Luton MP Sarah Owen introduced a private member’s bill to restrict the noise and sale of fireworks, nearly two years ago. Ms Owen has told H&H she often hears of the “absolute distress” caused by fireworks.

She said today: “It has been over 20 years since our fireworks laws have been looked into, so this review is a major win for the campaign to finally deal with the problem of antisocial fireworks that affects so many across the country.

“Ever since I became an MP in 2019, I have been saying our out-of-date fireworks laws needed to change – it’s so good to see this become reality.

“Between the licensing loophole, high noise limits and lack of proper enforcement, our current laws mean misery for residents, often for months on end. It undermines trust that the council and police can act on things that make life worse for people and turns neighbour against neighbour.

“I look forward to engaging with the Government in its review and continuing to make the argument for change.”

The RSPCA’s head of public affairs David Bowles said the charity is “thrilled by this major step forward”.

“We now urge pet owners and animal lovers across England and Wales to act now and give their voice to this consultation and help ensure safer and more responsible use of fireworks,” he said.

“For too long now, pets, horses, wildlife and farm animals have been deeply affected by the impact of fireworks and the lack of regulation – including from DIY and impromptu displays.

“Animals such as dogs and horses can suffer from tinnitus, hearing loss and long-term hearing damage caused by fireworks, while all animals can experience stress and fear – which has in some instances lead to injury and even death. Similarly, livestock and other animals living outdoors often try to escape the bangs out of fear, sometimes injuring themselves in the process, and the consequences can be devastating.”

The RSPCA is also a member of the coalition, and has long called for tighter restrictions on fireworks.

“We’ve known for some time that the public support restrictions; 66% of pet owners found backyard fireworks displayed to be a major concern, but regulation has lagged behind for too long, so this is a really positive step forward,” Mr Bowles said.

“This campaign has never been about spoiling people’s fun, but only ever about protecting animals, together – and this new UK Government consultation has the potential to be a game-changer for animals..

“We now have an amazing opportunity to give animals a voice by rallying all those who care about animals to respond to the consultation and show their support for these long-awaited restrictions, and a better world for every kind.”

Fireworks consultation is your chance to make change

British Horse Society safety team manager Des Payne told H&H the charity welcomes and supports the consultation; the BHS has also campaigned with other coalition members for years for changes to the law.

“Today’s announcement marks a significant moment and a huge step forward in making vital changes to support the needs of vulnerable people and animals,” he said.

“We know that fireworks can have a devastating impact on horses and other animals, causing fear, distress and, in some cases, serious injury or death. That’s why it is so important that members of the public, horse owners and everyone affected take the time to respond to the consultation. The more evidence and lived experiences that are shared, the stronger the case for meaningful change.

“While we are encouraged to see this issue being considered, we also recognise that there is still a long way to go. This consultation is just the beginning, and we will continue working with Government and partners to ensure the needs of horses and the wider equestrian community are properly recognised in future fireworks legislation.

“We encourage everyone to make their voice heard and help ensure this opportunity leads to lasting improvements for horse safety and welfare.”

From the Champions League to bandaging legs: how Arsenal socks are helping horses in need

Arsenal may have topped the Premier League this season – and be preparing for the Champions League final (30 May) – but they’ve also found time to help horses and donkeys in need.

The London football team, which takes on Paris Saint-Germain in the final at 5pm tomorrow, has been donating players’ socks to Redwings; a representative contacted the welfare charity late last year having heard they might be of use – so Arsenal socks are being sported by donkeys.

“This was one of the more unusual donations we’ve been offered here at Redwings but professional football socks, which these days are often footless by design, can be invaluable – they’re a game changer you might say!” said Redwings head of communications and campaigns Nicola Knight.

“The socks are being used at our horse hospital in Norfolk, for anything from protecting our rescued residents’ sensitive legs from flies, to holding their vet bandages in place, protecting them from headcollar rubs and even holding back the hair on their legs while they get their feet trimmed. Our donkeys at Redwings’ Caldecott are using them for enrichment activities too.

“They are a fantastic bit of kit and we’re so pleased that Arsenal reached out to us. This inspired donation has been very well received.”

A Redwings video shows the donkeys getting to grips with their Arsenal socks; playing with their new legwear and sporting them while they try out their ball skills.

It was Michael Lloyd, the Gunners’ operational sustainability manager, who came up with the idea of donating the Arsenal socks for horses, and got in touch with Redwings.

“We’re always looking for ways to reduce waste and make a positive impact through the actions we take as a club, and it’s great we can work together to repurpose our old kit towards the care and wellbeing of animals,” he said.

Horse world urged to act after more than 100 strangles cases recorded this year

The horse world has been urged to get involved with the 2026 Strangles Awareness Week as the number of cases recorded has already topped 100 this year.

The annual campaign this year runs from 4-10 May, its aim to “get horse lovers working together to minimise the scale and impact of a strangles outbreak, which can be financially and emotionally costly”.

Owners of horses and yards are encouraged to sign up as ambassadors and promote the campaign’s BEST practice message to minimise spread of the highly contagious disease.

Helen Whitelegg, campaigns and policy manager at Redwings Horse Sanctuary, which co-ordinates the week, said: “We are better placed than ever before to reduce the risk and number of cases seen each year and we all have a responsibility to do what we can to tackle this disease.

“A recent [Pharmaceutical company] Dechra survey found nearly half of respondents were not aware of the availability of a vaccine and a third did not have quarantine protocols for new horses, despite 87% reporting that they were concerned about the risk of infectious diseases like strangles.”

Recent figures show 104 lab-reported cases of strangles logged by the surveillance of equine strangles scheme between 1 January and 2 April. Last year there was a 77% increase on the number of cases from those recorded in 2024; 477 in 2025 compared to 270 in 2024.

“The apparent rise in cases is concerning and we know the true number of outbreaks is likely to be even higher than this, with many unrecorded, and it’s something we feel Strangles Awareness Week can help to address,” Ms Whitelegg said.

Strangles is the most diagnosed equine disease worldwide. Signs can include a high fever, laboured breathing, difficulty eating, depression, thick nasal discharge and painful abscesses. In severe cases it can be life-threatening.

An ‘incredibly sad day’ as equine charity closes two centres and 33 jobs lost

Two of Redwings’ visitor centres are to close and 33 staff were made redundant on an “incredibly sad day”.

The equine welfare charity announced in February that it had started a consultation into the potential closure of its centres in Oxhill, Warwickshire, and Forfar, Angus, owing to financial pressures. Today (30 March), Redwings confirmed that both were closed with immediate effect and that the 21 Oxhill and 12 Forfar staff had been made redundant.

Redwings CEO Lynn Cutress said: “This is an incredibly sad day for the charity. All the affected staff have been offered wellbeing support and help to find alternative employment wherever possible. I would like to personally thank them all most sincerely for their hard work and dedication to Redwings.

“Neither of these centres took in rescue cases directly so the closures do not affect our ability to rescue horses from anywhere in the country, as we have always done. Redwings will continue to help horses in need, wherever and whenever we can. However, closing the centres will save vital and significant operating costs long-term, allowing us to secure the future of the 1,000+ rescued horses in our sanctuary care who rely on us every day.”

All the horses and donkeys at the two sites will be moved to Redwings’ Norfolk sites; its visitor centres in Norfolk and Essex are open as usual.

“Businesses and charities across the country are struggling severely – Redwings is certainly not alone,” Ms Cutress said. “Costs have risen exponentially over the last few years and we have needed to use our savings, known as reserves, for the past four years to fill the gap between our income and expenditure, which is something we knew was not sustainable in the long term.

“We have been in a period of financial review for nearly two years, including seeking specialist external advice, and although we always hoped it would not be necessary to make such major changes, with the economic climate as it is and fluctuating almost daily, our board of trustees simply had no choice.

“Although these closures will make a significant difference, we continue to need your support, and anything you can give at this time would be greatly appreciated. We would like to say a huge thank you to everyone who has already donated or offered support at this incredibly painful time. We have been overwhelmed by your kind messages and donations and are so very grateful.”

A Redwings spokesperson said the Oxhill visitor centre had been running for some 20 years; Redwings Mountains in Forfar came under the charity’s ownership in 2015. Owing to their age, nature and location, these were the charity’s two most expensive centres to run.

10 thoroughbreds including ‘one of the thinnest we’d ever seen’ now thriving in their home for life

Ten thoroughbreds including one of the thinnest horses Redwings had ever seen are thriving in their home for life after their owner was prosecuted for welfare offences.

The charity took in four mares last March and six last month, all owned by a man from Suffolk who was banned from keeping animals for life in an RSPCA court case.

Chloe Jefferd, one of Redwings’ welfare vets overseeing the horses’ care, said a mare named Harmonia was in the worst condition of the first four mares to arrive.

“She was severely emaciated and very weak as a result,” she said. “She was one of the thinnest horses our staff had ever seen and very poorly. Severe worm damage meant she needed a plasma transfusion and intensive care.”

The other three mares were in foal, and in very poor condition.

“Very sadly we lost Solo to severe parasitic worm disease shortly after her arrival,”Ms Jefferd said.

“Calypso was a wonderful mum but after a tumultuous weekend of round-the-clock care, her foal, who was born with several health issues, tragically died.

“Happily, Electra gave birth to a healthy colt, Echo, who is doing well so far.”

The four mares and the one surviving foal spent five months being cared for at Redwings’ quarantine centre. A year after their rescue, they have “settled into sanctuary life and working with Redwings’ behaviour team who are preparing them for their futures, whether that be inside or outside of sanctuary care”.

In February, they were joined by a stallion, a mare and her foal, two colts and a gelding from the same location.

“Sadly, the stallion also needed a plasma transfusion because of his parasitic worm burden,” Ms Jefferd said. “All have needed treatment for worms and the stallion and colts will need castrating.

“Whilst this is what we’re here to do, it’s becoming more and more difficult. Times are very tough and we need our supporters’ help more than ever to continue to be ready to rescue horses, ponies, donkeys and mules like these, when they need us most.”

‘We hope others may be able to follow our lead’: feed business donates £5,000 to equine charity facing tough times

Horse feed manufacturer Spillers has donated £5,000 to Redwings Horse Sanctuary, following news of the potential closure of two of the charity’s centres.

The charity has started a consultation process concerning the future of two of its visitor centres: Redwings Mountains in Fofar, Angus, and Redwings Oxhill in Warwickshire, owing to rising costs.

The funding will go towards continuing the charity’s equine welfare services and rehabilitation programmes.

“This generous donation from our loyal supporters at Spillers will help us to continue to deliver frontline welfare services and care for horses, ponies and donkeys in need while the consultation process goes ahead to decide on the closures,” said Nic Lowry, Redwings’ executive director of income and engagement.

“We very much hope that other kind-hearted organisations and individuals may recognise the urgency and make donations to help us navigate this worrying situation.”

Spillers has supported Redwings for more than 20 years.

Claire Dyett, marketing manager at Mars Horsecare, home of the Spillers brand, added: “We are pleased to be able to help Redwings at such an important and difficult time and hope that other organisations may be able to follow our lead and donate too.

“Every day this wonderful charity carries out invaluable work, providing safe homes and specialist care for rescued horses who might otherwise have nowhere else to go.

“We hope our contribution will help them maintain services at this challenging time and continue making a difference where it matters most.”

Redwings has confirmed that donations like this are gratefully received and will help stabilise operations during these uncertain times and direct resources to where demand is highest.

Burghley names charity of the year

Defender Burghley Horse Trials has named World Horse Welfare as its official charity for the 2026 event (3 to 6 September).

The charity will raise money and awareness of its work during the event and have a themed cross-country fence, and visitors can add a voluntary donation when buying tickets.

“We’re delighted to be partnering with such an important charity, which has achieved so much for horse welfare over the years,” said Burghley event director Martyn Johnson.

“World Horse Welfare is the only horse charity dedicated to helping every single type of horse, including those in leisure and sport.”

World Horse Welfare patron Esme Higgs will also be launching a new initiative from the charity on Burghley’s insights stage.

“World Horse Welfare has always been a charity close to my heart, but it wasn’t until I rehomed Duke that I truly experienced the transformative impact of their work,” said Esme.

“Through Duke, I have seen first-hand how their dedication changes horses’ lives for the better. He has brought immense joy to me, my family and my other horses and we are proud to honour World Horse Welfare’s promise of providing him with lifelong security.

“I am delighted that World Horse Welfare is celebrating its vital rescue and rehoming work as charity of the year at the 2026 Defender Burghley Horse Trials and I hope the thousands of equestrians attending will visit the stand to discover whether they might find a new friend among the horses and ponies looking for a loving home.”

The charity’s chief executive Roly Owers added that as long-time partners of Defender Burghley Horse Trials, World Horse Welfare is “delighted to further cement this relationship”.

“In the UK, the rescue and rehoming of horses in need is a vital aspect of our work, particularly at this time of the year, with a lack of forage such an issue, and when reports of welfare concerns are often at their highest,” he said.

“We aim to use this significant opportunity to highlight the value of rehoming from our charity and the valuable role World Horse Welfare companions play in being friends to horses and humans alike.

“When horse welfare is prioritised, equestrian sport such as eventing is such an extraordinary demonstration of the horse-human relationship and we look forward to seeing this in action during this year’s event.”

YETI pledges support for volunteers

British Eventing (BE) and outdoor brand YETI have joined forces to launch a “refreshed YETI Bun Run” – fuelling volunteers with tea and cake this season.

Volunteers will be familiar with the bun run – the welcome sight of food and drink delivered to wherever they are posted around an event site. In 2026, YETI will support the bun run at 10 BE fixtures. This will include providing a BE-branded YETI Tundra 65 cooler to transport the food and drink to volunteers on the cross-country course. One volunteer at each event will also win a YETI prize package.

“Eventing volunteers face the same tough conditions our products are built for,” said Shaye Widger, community marketing equestrian specialist at YETI.

“YETI is proud to support British Eventing and celebrate the volunteers whose passion and dedication power these events all season long.”

British Eventing chief executive Rosie Williams added: “Our volunteers are the backbone of British Eventing, and the bun run has always been a powerful symbol of how our community looks after one another.

“Partnering with YETI allows us to elevate this much-loved initiative while celebrating the spirit of our sport – resilience, teamwork and a shared love of the outdoors.”

O Beach comes to Epsom

Epsom Downs racecourse and beach club O Beach Ibiza have signed a deal for the Betfred Derby Festival (5 to 6 June).

O Beach Ibiza is set to bring its “daytime party experience” to Galileo’s, a new marquee in the grandstand enclosure at the racecourse, on both days of the festival. It will be open to all grandstand ticket holders and will also host an after party.

Jim Allen, general manager at Epsom Downs, said: “This partnership marks an exciting step in how we continue to evolve the Betfred Derby Festival.

“Working with O Beach allows us to enhance the grandstand experience with high-quality entertainment that appeals to a younger audience, while remaining true to the heritage of the event.

Olympic gold medal-winning German showjumper Christian Kukuk has joined watchmaker Longines’ team of supported riders.

‘An incredibly sad time’ as equine welfare charity announces two centres at risk of closure

Redwings has announced two of its centres are at risk of closure – as the welfare charity takes steps to reduce operating costs to “safeguard the future” of the equines in its care.

Today (16 February) Redwings began a consultation regarding the potential closure of its sites in Forfar, Angus (Redwings Mountains), and Oxhill, Warwickshire (Redwings Oxhill). The proposals affect 39 jobs at the centres and the process is expected to take at least a month. Both sites will be temporarily closed to visitors “out of respect for the staff involved”.

A Redwings spokesperson said if the proposals go ahead, more than 100 horses and donkeys could need to be relocated to the charity’s two Norfolk sites. Anyone who sponsors one of these animals will receive further information in due course.

Redwings chief executive Lynn Cuttress said the charity has been operating for 40 years, and “thanks to the generosity of supporters and hard work of our staff and volunteers”, has been able to give lifelong care, rehabilitation and veterinary treatment for horses, ponies, donkeys and mules across the UK.

“We want to be able to continue our vital mission well into the future; being there for the horses currently in our care and for neglected horses when they need us most,” she said.

“Our loyal supporters have been and continue to be incredibly generous, but with rising costs that are beyond our control, it is essential that we act now to ensure that we are using their donations most effectively and are investing in activities which will have the greatest impact for the horses in our care and the welfare of those beyond our paddock fences.”

Ms Cuttress said the charity is in its fourth year of needing to spend from financial reserves “to balance the budget and continue to provide excellent care for our horses but it is simply not sustainable to do so any longer”.

“We need to immediately reduce our operating costs, and these sites have been selected for consideration due to their high running costs,” she said.

“Rest assured we have not made these proposals lightly, this is an incredibly sad and painful time for us and not something I ever wanted to see during my time at Redwings, but it is essential that we explore every avenue to ensure we can safeguard the wellbeing and future of the +1,000 horses in our care.”

Should horse rescues be licensed? MPs debate as Government to ask the question

Equine welfare charities have welcomed a forthcoming Government consultation on mandatory licensing for animal rescue centres – if managed and enforced appropriately.

On 26 January, MPs debated a petition calling for licensing and regulation of dog and cat rescues, which had been signed by almost 110,000 people. The petition stated that by introducing “clear legal requirements, the Government can safeguard animal welfare”.

MPs discussed animal rescues more broadly and highlighted that although many do “great work”, there are some operating “without clear legal oversight, creating opportunities for unethical practices”.

MP Richard Holden said anyone, “regardless of their experience or intention”, can say they have an animal rescue or rehoming centre and not be subject to inspection or monitoring – and this has “resulted in animals suffering, not only dogs and cats but horses and other animals”.

The Government acknowledged the “need to crack down on poor practices” of some rescues in its animal welfare strategy, published in December – and committed to a consultation on licensing rescue and rehoming organisations.

Defra minister Angela Eagle referenced this consultation during the debate and said it will be used “to come to an appropriate decision about the best way to license and regulate” – and to ensure that any new framework is “proportionate”.

Defra told H&H the consultation will take place “in due course”.

Licensing for animal rescue centres: charities have their say

Equine charities have long called for the licensing of rescues, and H&H has reported on high-profile welfare cases involving sanctuaries in recent years.

World Horse Welfare head of public affairs Kim Ayling told H&H licensing “should improve animal welfare, if implemented and enforced appropriately” and the charity would welcome working with the Government, via the National Equine Welfare Council and British Horse Council.

“However, laws are not worth the paper they are written on unless they are effectively implemented and enforced by trained inspectors,” she said.

“The Government’s promise to work with local authorities to improve enforcement of the existing regulations for licensing of riding establishments, for instance, is welcome. Currently enforcement varies significantly from area to area and this must be improved before any further types of activities are licensed, including rescue centres.”

Redwings “welcomes” a consultation – having “been involved in multiple cases where serious welfare concerns have been identified in establishments presenting as sanctuaries”.

“The commitment, knowledge and resources needed to care for neglected, often challenging rescue cases should not be underestimated,” said Redwings campaigns and policy manager Helen Whitelegg.

“This needs to be reflected in a framework that acknowledges the work of those establishments who offer a lifeline to animals, while preventing those unable to meet the needs of animals from causing further suffering, and securing public donations without appropriate accountability.”

In 2020 the Welsh Government launched a voluntary code of practice for animal welfare establishments, and in 2021 the Scottish Government went a step further by introducing mandatory licensing.

Redwings head of welfare Nic de Brauwere, who was involved in the work in Wales through his position of chair of the Animal Welfare Network for Wales, told H&H the voluntary code was “helpful because it underwent the safe process of drafting, consulting and Government checks as if it had been a statutory code”.

“We believe this set a new standard but, as expected, without the licensing framework to back it up, in particular to ensure access to all animal welfare establishments to check standards, the voluntary code was not, by itself, enough to raise standards across the board,” he said.

“The broad-ranging consultation by the Welsh Government in 2024 led to a high volume of responses and in 2025 the Welsh Government indicated it would develop proposals to consider regulation, to include a possible licensing scheme.”

‘Enough is enough’: seventh debate on fireworks takes place but Government still unwilling to set timeline for change

MPs debating fireworks for the seventh time have agreed that “enough is enough” – but the Government has failed to commit to a timeline for change to “outdated and irresponsible” legislation.

On 19 January MPs met at Westminster to debate Redwings’ petition calling for a reduction in the maximum noise level of consumer fireworks, and a petition calling for firework sales to be limited to council-approved events. MP

Robbie Moore opened proceedings, having also led the last fireworks debate in parliament, in 2024.

“The petitions we are debating have received more than 183,000 and 193,000 signatures respectively. It is undeniable that the inappropriate use of fireworks can have a devastating impact,” he said.

Mr Moore said that change does not need to mean an outright ban – but tougher measures could be introduced on noise levels.

“I urge the Government to look at that and not just respond: ‘We are going to take this away and think about it’ – because that is the response that we have had for far too long,” he said.

MPs from across the house shared constituents’ stories of distress caused to animals, veterans, the elderly and those with mental health concerns – and MPs Neil Hudson and Danny Chambers spoke about their experiences as vets treating animals with fireworks-related injuries.

Dewsbury and Batley MP Iqbal Mohamed said the petitions are not calling for an “overreach by the state by pushing for an outright ban”.

“They recognise the cultural importance of fireworks in bringing communities together, but rightfully argue that public access, in its current form, is outdated and irresponsible,” he said.

MP Sarah Owen (Luton North) who has supported campaigns and introduced a private member’s bill on fireworks sales in 2024, said there was “cross-party consensus that firework laws are not fit for purpose”.

“Here we are again; another petition, another debate and another year without meaningful change on the important issue,” she said.

“We are going to continue banging on about this, and I thank the campaigners and all the petitioners, particularly the Firework Impact Coalition, all of which want to see change in the law.”

Ellesmere Port and Bromborough Labour MP Justin Madders, who was parliamentary under-secretary of state for business and trade at the last debate, said: “Every year, we get more and more members attending, and more and more of the public demanding change. I think the case has been made that it is now time to act.”

MP Kate Dearden – who took over as under-secretary from Mr Madders in September – said she understood the urgency, but was “not able to provide a timeline at this stage”.

“I assure members and advocacy groups that I have heard their concerns, and will be asking for better regulations and urgency for action. I will continue to seriously consider them as I look to further mitigate the negative impact of illegal and anti-social firework use,” she said.

“We will continue to gather evidence and hear from organisations, charities and campaigners to ensure that any changes to legislation are effective.”

Redwings campaigns and policy manager Helen Whitelegg said that overall the debate had been “overwhelmingly positive about the need for urgent change” – but that the Government’s response was not unexpected.

“As frustrating as it is for all of us who care about this issue, change takes time and the minister has indicated her willingness to meet, which we’ll be taking her up on,” she said.

Ms Whitelegg added that Redwings will keep working with other fireworks campaigners, and has “lots of activities planned for 2026”.

“Campaign supporters have got us this far and we need their help to keep up the pressure. Keep signing relevant petitions. Don’t sign fewer, sign more, and keep writing to your MP,” she said.

Equine welfare charities reflect on the challenges of 2025 – as the number of owners giving up their horses increases

Financial challenges continue for horse owners, as equine welfare charities come under pressure too.

As 2025 comes to a close, charities have reflected on the year, citing rising costs across the board as an ongoing concern.

World Horse Welfare chief field officer Claire Gordon told H&H it had been a “challenging year”, exacerbated by the summer drought and its impact on forage yields.

“Charities are not immune from these challenges and the worrying impact we’re starting to feel is the resilience of the welfare sector shrinking – at a time when demand for our services is increasing,” she said.

“We’ve seen charities having to shut some of their centres, make redundancies, close to new intakes or decrease stocking levels to reduce running costs. Sadly, we’ve lost some charities who have closed permanently, finding the ever-increasing costs unsustainable.”

World Horse Welfare had rehomed 302 equines and taken in 200 by 30 November. Of the charity’s 2,200-plus rehomed horses and ponies, 155 were returned this year.

Ms Gordon reported that welfare cases involving large numbers of horses “continue to further deplete” rescue centres’ capacity.

“Some of the big operations have involved horses who have been sold or passed on by their owners to unknown fates, many later rescued from dealers and hoarding situations,” she said.

“We’ve also seen cases where owners and breeders have passed away or become very ill with no succession plan, leaving charities to pick up the pieces.”

This year Blue Cross launched a strategy, “designed to support private horse owners in times of need”. The charity took in 434 equines compared to 212 in 2024, the majority from private homes.

“There are many reasons owners are reluctantly having to relinquish their horses, but financial strain is the most common. Rising veterinary costs, combined with this year’s sharp increases in hay and straw prices, have placed significant pressure on households,” a Blue Cross spokesperson told H&H.

“To meet demand, the charity brings horses in for rehabilitation and rehoming, while also expanding its Home Direct scheme, which allows horses to remain in their homes while Blue Cross helps match them with new owners.”

Blue Cross reported a “dip” in rehoming figures, from 250 last year to 231 this year – thought to be “linked to the rising costs of hay, feed and winter care”.

By 30 November, Redwings had taken in 51 equines, down from 98 last year.

“While this is a big drop on recent years, this is unfortunately all the space we’ve had available. With around 1,200 existing residents, we must ensure we don’t compromise their continuing care over new intakes, and that has meant space has been very limited this year,” Redwings chief executive Lynn Cutress told H&H.

Redwings rehomed 93 horses and ponies by the end of November, compared to 88 in 2024.

“We are pleased these numbers have held steady and encourage anyone looking to take on a horse to consider Redwings, or another equine charity,” said Ms Cutress.

The RSPCA admitted 546 equines by 30 November and rehomed more than 200.

“2025 has been a challenging year for the RSPCA and other equine charities, as rising costs for hay, veterinary care and other essentials have driven up the cost of caring for horses. This comes at a time when the cost-of-living crisis continues to impact horse carers,” said RSPCA equine expert Mark Kennedy.

Hope after heartbreak as pony rescued with 70 other horses from ‘appalling conditions‘ finds his lifelong home for Christmas

A pony who was rescued from “appalling” conditions, with some 70 equids and 450 animals in total, has a new home in time for Christmas – and for good.

Will, whose problem with his jaw means he needed a specialist home, arrived at Redwings’ Caldecott centre in Norfolk this month, where he has a home for life. He was one of hundreds of animals removed from a large farm in November 2023, in a rescue operation involving more than 100 people from eight charities, with vets and police.

“There were 455 animals of 19 different species removed from appalling conditions in two fields, barns, outbuildings, sheds and filthy hutches,” a Redwings spokesperson said.

“Virtually all the animals had not received veterinary care, and several had to be put to sleep to end their suffering.

“Donkeys and horses were suffering from rotting feet without attention from a vet or a farrier, one donkey was so lame, she was put to sleep to end her suffering. Some were underweight, others had not received treatment for parasites or proper dental care.

“Over half the equines seized were in poor body condition. The floors of barns and enclosures were deep in faeces and stinking, mouldy forage. Most of the mares had mixed with stallions and were pregnant.”

A 52-year-old man from Nottinghamshire was jailed and banned from keeping animals for life in September, having pleaded guilty to 25 animal welfare offences. A 33-year-old woman from Nottinghamshire was given a suspended prison sentence and banned from keeping dogs for five years, having pleaded guilty to two offences.

Redwings’ head of welfare and behaviour Nic de Brauwere took part in the rescue.

“This was a very challenging two days working with often nervous and unhandled ponies and donkeys who were trapped in horrible living conditions,” he said.

“It was heartbreaking to see just how poor their quality of life was but being able to help them by supporting the humane catching, vet assessments and loading on to the many horseboxes, knowing they were heading to a much brighter future, was very rewarding.

“I’m pleased that one of the ponies I got to work with has his forever home with us here at Redwings.”

Mr de Brauwere explained that part of Will’s jaw is shorter than the other and his teeth do not meet as they should.

“He will therefore need close monitoring, regular dental check-ups and regular dental maintenance to live a happy and healthy life, all things which we are able to provide for him here at Redwings thanks to the generosity of our supporters,” he said.

“I’m happy to say that he’s settling in well at Redwings Caldecott where he’s sharing a field with another pony, Tyson, over the winter. He’ll be introduced to a bigger herd in the spring.”

‘We’ve been waiting for this’: horse owners urged to act as Government agrees to debate fireworks – again

Two fireworks petitions signed by more than 361,000 people collectively will be debated in parliament next month – the seventh Government debate on this topic.

In September Redwings launched a petition calling for the maximum noise level of consumer fireworks be reduced from 120 to 90 decibels. The petition reached the 100,000 signatures needed for it to be considered for debate in less than eight weeks, and has since surpassed 176,000 signatures.

The other petition, which calls for the sale of fireworks to be limited to those running local council approved events only, has been signed by more than 185,000 people since it was started in August.

On Saturday (20 December) it was announced that a debate for both petitions has been scheduled in parliament on 19 January 2026.

“We’ve been waiting for this announcement for some weeks and are delighted that the debate will come shortly after New Year’s Eve, another date strongly associated with fireworks,” said Helen Whitelegg, Redwings campaigns and policy manager.

“As with all parliamentary debates, a relevant Government minister will be there to listen and respond, making this a vital opportunity to canvass the people responsible for fireworks regulations and ensure they understand the strength of feeling on this issue across the UK.”

This will be the seventh time the Government has debated fireworks. The last debate took place on 9 December 2024, during which Justin Madders – the under-secretary of state for business and trade at the time – acknowledged that there was a lack of evidence about the effectiveness of current regulation.

Last month the Fireworks Impact Coalition – of which Redwings is a part – held an MP drop-in event at Westminster.

“Ninety-five MPs from England, Scotland, Wales and across the political spectrum came to talk about the effects of fireworks on animals and people, and we hope they will be motivated to attend [the debate],” said Ms Whitelegg.

Horse owners are encouraged to write to their MPs using Redwings’ template, asking them to get involved.

‘I’m done with the lack of action’: actor adds voice to fireworks campaign

A new short film sharing the stories of five horses who have “suffered because of fireworks” – including one who had to be put down and another who sustained a broken jaw – has added to the calls for change to legislation.

Redwings released the film, narrated by actor and animal welfare advocate Dan Richardson, as part of its ongoing Keep Horses In Mind fireworks campaign.

The film shares the stories of Vello, Zuri, Cailin, Lucy and Tango, all who have been affected by firework-related incidents. Vello was injured jumping a gate when he escaped, and Lucy broke her jaw when she galloped into a gate. Zuri developed colic and Cailin’s owner Lucy suffered long-term injuries when she fell and was trampled as Cailin panicked when a firework went off as she was taken out of her stable. Tango “died in fear and severe pain” after developing “stress-induced colic” when fireworks were set off on 31 December 2021.

Redwings campaigns manager Helen Whitelegg said in most of these cases the owners did not know fireworks were going to be let off nearby – but even if they had, the fireworks were “so close by, advance knowledge probably wouldn’t have been enough to keep their horses safe”.

“No matter what owners do, when loud fireworks are set off close to horses, they are at risk, and just because they’ve been fine in the past doesn’t mean they’ll be fine in future,” said Ms Whitelegg.

“Of course, horses are only one species negatively affected by loud fireworks; the repercussions of one person’s fun can have a huge impact on companion, working, farm and wild animals, as well as other people and the environment.”

As New Year’s Eve approaches, Redwings is asking people who choose to use fireworks to “keep horses, and others in mind and use low noise fireworks, if at all”.

Dan Richardson, who starred in Disney series The Lodge and British film The Harsh Night of Day, said he fully supports Redwings’ campaign.

“As an animal lover, I’m absolutely done with the lack of action on this issue, and I know thousands of others are sick and tired of it too,” he said.

“The time for change is now, and we all need to take action. If you haven’t already done so, please sign Redwings’ petition, and share it with your friends. And if you must use fireworks this new year, please think of the five horses in this film, and make them low noise.”

‘You have to fight for it’: horse world’s continued push for change to firework legislation

The calls for change to firework legislation continue as horse owners prepare for New Year’s Eve celebrations – but what is the solution?

Every year horses suffer injuries – some of which are fatal – in incidents involving fireworks.

Fireworks are no longer just an issue on 5 November; they are used to celebrate New Year’s Eve, Diwali and Chinese New Year – as well as weddings and other occasions. Although regulations exist around when fireworks can be bought and let off, problems still occur.

As the year comes to a close, H&H has reviewed the current situation and spoken to those campaigning for change.

Horse owner Joanna Barnett has raised awareness about fireworks since the loss of her mare Tallulah, who died when fireworks were let off near her field in Horley, Surrey, on 31 December 2022. Tallulah “crashed through a fence in terror” and was found collapsed on the road. She received veterinary treatment, but could not be saved.

“She was suffering and it became abundantly clear the only thing I could do was put her to sleep,” Joanna told H&H.

“We’ve since created our own animal safe zone, and other than the village organised display, I don’t think anyone lets off fireworks now, which has made a huge difference. But another nearby village the week before Halloween, it was like a war zone. How can you prepare animals for that? Until you’ve seen that suffering, people don’t understand.”

Equine welfare charity Redwings has this first-hand experience, having lost three residents, Cinders, Percy and Sprite, to fireworks-related incidents.

Redwings introduced its Keep Horses in Mind initiative in 2024 calling for a review of legislation, raising awareness and gathering evidence via a round-table discussion and survey. This September Redwings launched a petition asking for the maximum noise level for consumer fireworks to be reduced from 120 to 90 decibels. By November it reached the 100,000 signatures needed to be considered for a parliament debate and it is awaiting an update.

“There are a range of options in terms of what would be the ideal solution,” Redwings campaigns manager Helen Whitelegg told H&H, adding that these range from an outright ban to limiting fireworks to organised licensed displays – as is being called for by another petition.

“The reason we’re pushing this noise angle is we feel it is a more practical solution at a time when the Government is reluctant to consider more involved regulatory change, particularly ones that place burdens on local authorities.”

The petition has more than 174,000 signatures.

“We know this call for noise to be reduced appeals to dog owners, military veterans, people with autistic family members. We’re really pleased to be bringing people together,” said Ms Whitelegg.

The Government responded on 7 November, having issued an earlier response which was challenged by the petitions committee owing to not “directly responding” to the petition’s request.

The revised Government response stated: “Noise is one of the key issues we are seeking views on. The Government is also considering the experience of other countries where lower noise limits are in place for consumer fireworks to understand the impact this has had and to identify best practice”.

“You can’t give up. Change is never given to anyone”

Luton North MP Sarah Owen introduced a private member’s bill in October 2024 to restrict the noise and sale of fireworks. Ms Owen told H&H she hears regularly about the “absolute distress” caused by fireworks.

“I want to see change,” Ms Owen said. “I think that there is a mixture of people that use fireworks for anti-social behaviour, but there are also a group that just don’t know what they’re buying. If you look at the packaging, the F categories don’t really mean anything to most people.”

Fireworks in the UK are categorised from F1 to F4. The first three categories apply to consumer fireworks that can be used by the public; sparklers and party poppers are category F1 and can be used indoors and F2 fireworks are considered suitable for confined areas such as gardens. F3 fireworks, which includes large rockets, have a minimum spectator distance of 25m. Category F4 fireworks may only be bought and operated by professionals.

The bill’s second reading is scheduled for 16 January 2026, having been delayed as parliament discussed the assisted dying bill. In the meantime, Ms Owen is having meetings and sponsored an event at Westminster on 12 November organised by the Fireworks Impact Coalition, a group made up of 19 human and animal charities, and attended by 94 MPs.

Ms Owen believes there is still work needed to find the right solution – and said this should focus on licensing.

“Looking at Scotland, exclusion [control] zones haven’t solved the problem, and so it does give pause for thought, what is the best way? I don’t think any country has really cracked this. For me, it’s the licensing side – if you just go down the enforcement route, they’re [loud fireworks] still in the market,” she said.

An ongoing talking point is why nothing has yet changed. Ms Owen said change requires time – and much of parliament’s time has been dominated in the last two years by the economy, health and women’s safety.

“You can’t give up. Change is never given to anyone. You really have to fight for it,” she said, highlighting that as there was a change in Government last year, many MPs are newer to these discussions.

Scotland’s approach

The Scottish Government launched the Fireworks and Pyrotechnics Articles (Scotland) Act 2022. Under this, local authorities can grant control zones – as referenced by Ms Owen – where it is against the law for the public to set off fireworks anywhere in the zone, including on private property, but organised public displays are allowed.

H&H sent freedom of information requests to local authorities to ask how many zones have been granted.

Of the 32 local authorities, six received applications since 2023 – but only two, Glasgow City and City of Edinburgh, granted zones. One local authority did not hold this information.

From the 19 applications Glasgow received in 2024, eight were from animal welfare groups and two were granted. Of 13 applications received this year, two related to animals and both were granted.

The City of Edinburgh Council granted all four applications it received in 2024 and nine of 11 applications in 2025 – all which cited either animals, horses and or/wildlife.

In 2024 and 2025 animal charity SSPCA had a zone at its Edinburgh site, where residents include horses. The charity told H&H it made the animals “much calmer”. But an application for its small animal Glasgow site was rejected, and the charity said better dialogue is needed with local authorities to “understand what the barriers are to securing zones”.

The British Horse Society (BHS) said Scotland has “led the way” with firework legislation – but highlighted concerns.

“How these zones should and could be enforced is an ongoing challenge and there is work to be done,” Des Payne, BHS safety team manager, told H&H, adding that the criteria for a zone are “not well publicised”.

Ms Payne said the Scottish legislation was “rushed through” and some provisions have been paused including mandatory licensing for fireworks. Responding to this, a Scottish Government spokesperson told H&H the “majority” of the act was implemented but licensing was paused owing to “significant financial and resource consequences”.

“Nobody would condone irresponsible use”

H&H spoke to Tom Smith of the British Pyrotechnists Association (BPA), a trade body that represents professional firework display companies and works with the Government and organisations including the RSPCA.

The BPA advocates: “the right fireworks, in the right place, at the right time” and encourages organisers to let people know of planned displays. But Dr Smith does not believe there is a need for tougher legislation.

“Nobody, and certainly not the industry, would condone irresponsible, illegal use. Even if you’re letting off fireworks in your garden we say, ‘Let your neighbours know’,” he said.

“In terms of consumer fireworks, there’s restrictions on periods of sale, time they may be used, noise level. Restricting sales to a shorter period is not necessarily going to make it any better – unintended consequences are always a problem.

“I think the problem has got worse in Scotland since the regulations [were introduced]. There could be all sorts of reasons for that, but the basic one I think is that it was poorly enforced.”

A Scottish Government spokesperson told H&H Police Scotland reported an almost 37% reduction in fireworks-related calls in 2025 compared to 2024 – and “no significant incidents” were recorded between 31 October and 4 November this year.

Invite your MP to your yard

MP for Winchester and equine vet Danny Chambers told H&H he has treated horses with fireworks-related injuries. He is in favour of a noise reduction and having more control over who can set them off and when.

Mr Chambers encourages horse owners to speak to their MPs, adding that as a vet he is aware of the challenges, but other MPs will not have this experience.

“Invite your MP to your yard or event and get them to meet your horses. It will mean more than just getting an email saying, ‘My horse doesn’t like fireworks’ – when they’ve never seen a horse react,” he said.

A foal impaled on machinery, a two-year-old with a broken leg, a mare with a broken jaw: the stark reality of fireworks’ terror

A months-old foal dead after it was impaled on farm machinery, a two-year-old put down with a broken leg and a horse left with a broken jaw.

These are just some of the incidents reported so far in the past few weeks, of horses terrified by fireworks and dying, or being seriously injured, as a result. H&H reported on the display in West Sussex after which the two-year-old was found fatally injured, and it is understood the foal broke out of its field in panic owing to fireworks.

Welfare sanctuary Redwings cited the cases, as well as “devastating incidents” involving other animals and people, as it provided an update on its campaign for tighter firework laws.

H&H reported that Redwings’ Government petition calling for a lower maximum noise for fireworks had reached 100,000 signatures, which means it must be considered for parliamentary debate.

On 12 November, the Fireworks Impact Coalition, comprising 19 charities focused on animals and people, hosted a drop-in event at Westminster on the impact of fireworks, and 95 MPs attended from across the country and political spectrum.

“It was great to meet so many MPs and hear how supportive they are for current fireworks regulations to be reviewed and potentially overhauled,” said Redwings campaigns and policy manager Helen Whitelegg. “A lot of those who attended said they would be keen to support a parliamentary debate on the topic. At this time, we’re waiting to hear whether the Government will hold a debate following the level of support our petition has attracted.”

Ms Whitelegg cited another current Government petition calling for firework use to be limited to council-approved events, which has been signed by more than 180,000 people.

“There have been so many tragedies involving fireworks shared on social media and covered in the mainstream news over the past two weeks,” she said.

“A five-month old foal was impaled on some farming machinery in Riddlesden, West Yorkshire, and died. A two-year-old horse suffered a broken leg and had to be put to sleep after a large firework display near their home in West Sussex. On Friday we spoke with an owner whose horse hit their head after being spooked by fireworks and x-rays have shown she has a broken jaw. Lucy isn’t out of the woods yet and is facing eight weeks of soft food every few hours and continued veterinary support that will lead to significant cost.

“These are just some of the incidents involving horses that have happened this year that we know about, as well as many devastating incidents involving dogs and other animals. Children and adults have been badly injured. Fireworks have been thrown at police.”

Ms Whitelegg added that the charity has never had as many MPs at a similar event, and is grateful to those who went.

“A bland response from Government to these calls for change won’t be acceptable now,” she said. “People want and need more effective restrictions on the use of fireworks in the UK, for people, animals and the environment.”

‘Copy and paste responses don’t wash any more’: MPs tell Government to reconsider firework response as 100,000 sign petition

More than 100,000 people have signed the latest petition calling for changes to firework laws – as the Government has been asked by MPs to reconsider its initial response.

H&H reported that welfare charity Redwings’ call for the maximum noise level of fireworks to be reduced from 120 to 90 decibels had been signed by 10,000 people. The Government responded to it, as it must when any petition is signed this many times, but essentially dismissed it.

The number of signatures had climbed to over 100,000 this week – which means the petition must be considered for debate in parliament – but there was another update.

“The petitions committee (the group of MPs who oversee the petitions system) has considered the Government’s response to this petition,” those who had signed it were told. “They felt the response did not respond directly to the request of the petition. They have therefore asked the Government to provide a revised response. When the committee receives a revised response from the Government, we will publish this and share it with you.”

This petition, the latest in a series calling for tighter restrictions on firework sale and use and signed by more than 100,000 people, is part of a wider Redwings campaign.

The charity, which has lost three rescued horses to the effects of fireworks, has been campaigning for change, carrying out a survey of horse owners, meeting the Government to talk about concerns and planning a drop-in event for MPs in the House of Commons next week (12 November).

After the Government’s initial response to the petition, Redwings said last week it was “disappointed but unsurprised to read that at this stage the Government is continuing to focus on the need to promote responsible use of fireworks within current regulations”.

The charity’s campaigns and policy manager Helen Whitelegg told H&H today: “These copy and paste responses to this issue don’t wash any more. We are pleased to hear that the Government is being asked to reconsider their reply and look forward to receiving it.”

‘The effect fireworks can have on horses’: footage of horses in distress highlights need for ‘meaningful reform’ to legislation

A video has highlighted the distress that fireworks can cause to horses – as calls for “meaningful reform” to legislation continue to mount.

The footage shows a fireworks display taking place near a livery yard on 19 October 2025, of which the horse owners were given just 24 hours notice.

Redwings, which released the video on behalf of the yard manager and horse owners, shared the message: “This is the effect fireworks can have on horses”.

“The organisers of this display say they now recognise the level of distress fireworks can cause. They have committed to low-noise fireworks in future and everyone at the livery yard is very grateful for that pledge,” said a Redwings spokesperson.

The equestrian community is being encouraged to sign Redwings’ petition to reduce the volume of consumer fireworks from 120 to 90 decibels.

The Firework Campaign Group is supporting this petition and is “renewing its call for meaningful reform to protect individuals and animals” from the impact of fireworks.

“Despite legislative progress in Scotland – most notably the Fireworks and Pyrotechnic Articles (Scotland) Act 2022 – no equivalent protections exist elsewhere in the UK,” said the group’s founder Julie Doorne.

“As bonfire night approaches, the Firework Campaign Group is ramping up its media presence to challenge the narrative that fireworks are harmless fun. The campaign seeks to highlight the real-world consequences of unregulated fireworks, from frightened pets and wildlife to distressed individuals and disrupted communities.”

The group has formed the Association for Firework Legislation Reform (AFLR), a strategic body designed to support the Firework Impact Coalition – “a powerful alliance of major UK charities united in their concern over firework-related harm”. AFLR is inviting smaller charities and UK businesses to support the association and “lend their voices to the growing movement”.

“We are very excited to help smaller charities and anyone else to have a voice where they haven’t had one before. By uniting under a common banner, the coalition aims to amplify its influence and push for legislative change that reflects the lived experiences of those affected,” said Ms Doorne.

“If you represent a charity, business or organisation that believes in safer, more compassionate celebrations, now is the time to act. Join AFLR and help share the future of firework legislation in the UK.”

Celebrities and top riders back call for firework law change – but Government is unmoving

Celebrities and top riders are among those backing calls to strengthen laws on fireworks – which the Government has essentially dismissed.

Nearly 64,000 people have signed a petition started by welfare charity Redwings, calling for the maximum noise of fireworks to be reduced from 120 to 90 decibels.

Supporters include top showjumper Joe Stockdale, Olympic dressage rider Richard Davison, actor and writer Sir Stephen Fry and actor Kate Ford. The Government has responded, which it must to any petition with 10,000 signatures or more, but only with a similar statement to that it has made to previous petitions on the subject.

Three Redwings equine residents have died as a result of firework use, and the charity has been campaigning for change.

“We think each year, individuals suffer because of loud fireworks,” the charity’s petition states. “We believe horses, dogs, cats, livestock and wildlife can be terrified by noisy fireworks and many people find them intolerable.

“We think both humans and animals are less likely to be distressed by fireworks noise below 90dB. We believe lower noise levels would allow fireworks to be enjoyed while potentially reducing some of their many negative impacts.”

Joe Stockdale said that as someone who has spent his life with horses, he is well aware of the negative effect fireworks can have on them.

“I totally support Redwings’ efforts to raise awareness and seek change that could limit the danger posed by using loud fireworks,” he said. “I have signed and shared this petition and am urging everyone to keep horses in mind.”

Sir Stephen Fry said he has long admired Redwings’ work.

“It’s become something of a tradition for me to support the work of this wonderful charity,” he said. “I was delighted to offer my voice to their campaign asking for a reduction in the maximum volume of consumer fireworks by signing their petition and I would really encourage everyone to get behind this.”

The petition is the latest in a series asking for tightened firework laws; previous calls have been backed by hundreds of thousands of people, sparking debates in parliament.

“The Government has been listening to concerns raised by members of the public regarding the impact of firework noise,” the Government response states.

“The Government recognises that some people have strong feelings about fireworks and the potential impact they can have on communities, for example, by causing disturbances to vulnerable individuals and groups or animals. However, we also know that fireworks, when used responsibly, are a source of enjoyment for many people.”

The response adds that regulations govern firework sale and use, reiterates the 120 decibel limit and adds that lower-noise options are available.

“To ensure people continue to use fireworks in a safe and considerate manner, the Government has launched a fireworks campaign for this fireworks season to provide guidance on minimising the impacts of fireworks on animal welfare and encouraging responsible use,” it states. “Lower-noise fireworks are promoted in the campaign alongside considerate use.”

“Disappointed but unsurprised”

Redwings said it was “disappointed but unsurprised to read that at this stage the Government is continuing to focus on the need to promote responsible use of fireworks within current regulations”.

“Unfortunately, we believe this approach is ineffective and places an impractical burden on firework users themselves to fully understand the multiple negative impacts a single display may have, and make fully informed decisions as a result,” a spokesperson for the charity said.

“While we welcome the Government’s efforts to raise awareness of the potential impact of fireworks, we don’t feel the messages are strong or clear enough to adequately convey the level of risk even legal use of fireworks involves and how important it is that those considering using fireworks take steps to mitigate those risks. We are also unsure that these messages will reach enough people to make a difference.”

The charity said it is confident the petition will reach 100,000 signatures, so will be considered for a parliament debate, and that the Government find it “hard to avoid” growing evidence and support for the need to change regulations.

The Fireworks Impact Coalition, of which Redwings is part, is hosting a drop-in session for MPs in the House of Commons on 12 November.

“The aim is influencing those with the power to bring about change,” the Redwings spokesperson said.

Young mare trampled in lorry and thought dead is unrecognisable and happy in her forever home

A young mare who suffered a fractured skull and injuries all over her body when she was trampled in a “grossly overloaded” lorry is now almost unrecognisable, in her forever home.

H&H reported in January that Redwings had taken in Glorious; a spokesperson for the charity said a driver heading for the Continent with a lorryload of horses told people at an authorised stopping place that he had a dead horse on board.

“Glorious, as she was named by the horse welfare charity, had sustained crushing injuries after being unavoidably trampled by other horses on a grossly overloaded lorry,” a Redwings spokesperson said. “She had a large wound on her head, a fractured skull, and injuries all over her body that got worse before they got better as her damaged skin sloughed off revealing deep open wounds.”

Redwings has today (25 September) shared pictures of the mare’s transformation, as she lives among friends.

“Glorious is simply unrecognisable as the same horse we took in, which is testament to the skills, expertise and experience of every member of staff who has been involved with her,” said Nic De Brauwere, Redwings’ head of welfare and behaviour. “Glorious’ recovery from her injuries involved many months of treatment from our experienced welfare vets, as well as other veterinary experts brought in to help.”

Mr De Brauwere said the issue was not simply Glorious’s physical injuries; she had to recover from the mental trauma as well, so the charity’s behaviour team stepped in.

“Their work is vital in turning a frightened horse into a happy one, which is of course our aim,” he said.

“What isn’t obvious from the photos is the severe protective behaviour Glorious has around food. We can only imagine what led an otherwise relaxed and happy horse to be so difficult when anyone gets between her and any nearby food. This turned out to be a much bigger challenge than overcoming her understandable dislike of the handling needed to care for her various wounds.

Many owners unable to keep their horses safe from fireworks – new petition calls for law change

Owners have limited ability to protect horses from fireworks even with advance warning of displays, a survey has found, as new calls are made for the Government to tighten relevant legislation.

Redwings has published more analysis of its research involving more than 5,000 people, having released a preliminary report in February, and created a new Government petition calling for change.

“There is compelling evidence that the ability of owners to keep their horses safe is limited when fireworks are set off nearby, even with advance notice,” a Redwings spokesperson said. “The data shows stabled horses are still vulnerable when fireworks are set off and at risk of injury, illness or even death. A third (33%) of horses sustaining long-term injury or illness were stabled at the time.”

More than 75% of respondents took action to protect horses from the effects of fireworks, such as stabling them and giving sedation.

“But the data suggests there are no simple solutions to managing horses during fireworks,” the spokesperson said, adding that most of those who used prescription sedation rated it only moderately or slightly effective, and almost half rated over-the-counter calmers only slightly effective.

Redwings’ campaigns and policy manager Helen Whitelegg said over 70% of respondents whose horses had been affected by fireworks had not been aware a display was planned, and half of those whose horses were affected said they were stabled at the time.

“Horses may be statistically less likely to injure themselves or escape while in a stable, but risk of harm or even fatality is certainly not eliminated,” she said. “Survey findings also indicate that stabled horses may potentially be more vulnerable to distress when fireworks are let off.”

More than 95% of respondents agreed that there should be tighter regulation of fireworks.

“Welcome advice for owners on steps that may help to protect horses from fireworks is widely available yet these findings suggest a shift in focus from the responsibilities of horse owners to the responsibilities of those who use, enjoy, manufacture, sell and regulate fireworks is needed,” the report concludes.

The petition, live now on the Government website, calls for the maximum noise level of fireworks sold in the UK to be reduced from 120 to 90 decibels.

“We know there is widespread support for calls to tighten fireworks regulations and we hope this is a positive way for people to make their voice heard and appeal to policymakers,” Ms Whitelegg told H&H. “The Government is obliged to respond to any petition that reaches 10,000 signatures, and consider for parliamentary debate those reaching 100,000, which is our goal.

“Redwings is not alone in having lost much-loved horses to fireworks and the current lack of regulation also has far wider impacts, from pets, livestock and wildlife to people living with PTSD or sensory issues like autism. We fully appreciate that many people enjoy fireworks, but more balanced regulation is desperately needed.

“Research, including our own survey of over 5,000 UK horse owners, supports our belief that reducing the permitted noise levels for fireworks could help to achieve that balance. It is a practical solution at a time when we know there are so many demands on government and local authority resources. We don’t want to spoil people’s traditional celebrations, we simply want far fewer animals and people to be at risk of distress, injury and even death when fireworks are let off.”

Ponies rescued ‘in bad shape’ given best possible care – but ‘not out of the woods’ yet

A group of ponies being treated for liver disease following their rescue are “not out of the woods yet” but continue to make progress at Redwings.

Two mares and their foals, along with another colt foal, were removed from Gelligaer Common in South Wales as part of a multi-agency operation between equine welfare charities.

A Redwings spokesperson said concerns had been raised about the ponies, and that in partnership with the Gelligaer and Merthyr Commons Association, they were removed as part of an ongoing project to “improve the welfare of the common’s herd”.

“Three-year-old mare Bonnie was in poor body condition and had separated from the rest of the herd along with her foal at foot, filly Tyler,” said the spokesperson.

“Colt Jones and his mother, who was very underweight, was with them. Very sadly after their arrival at Redwings, she had to be put down when her condition went downhill. Tom, another colt rescued on the same day, is a very similar age and the two have become firm friends.”

Nic de Brauwere, Redwings head of welfare and behaviour, said all the ponies have “a degree of liver disease”, and damage caused by worm burdens, which was “the main contributor to their poor condition”.

“Bonnie’s condition has improved thanks to veterinary treatment and care. Now they have responded enough to leave our arrival centre, all are benefiting from being out on our grass pastures,” he said.

“They’re not out of the woods and are receiving ongoing medication and close monitoring, but happily their prognosis is more positive.”

The ponies are living in their own herd at Redwings’ Hapton site, the charity’s headquarters.

“We have become skilled in dealing with feral ponies like this group in the 20-plus years we’ve been working at the common. This is something we can only do because of our amazing supporters whose donations are vital in us being able to offer a forever home to ponies like these,” said Mr de Brauwere.

“We’ve seen big improvements in how Bonnie, Tyler, Tom and Jones respond to us, but no matter how much or little progress they make in this respect, their future is secure, thanks to you.”

‘A bit broken but worth every step’: 70-year-old walks 60+ miles to help horses

A 70-year-old Redwings trustee who walked over 60 miles in two days in adverse conditions said he is “a bit broken, but it was worth every step”.

Ian Scott completed the 100km walk across the Lake District on 7 and 8 June as part of the Ultra Challenge series of treks and runs, which raises £10m for charities every year. This ultra-walking challenge started and finished in Kendal and had to be completed in 24 hours.

Ian, who has sat on Redwings’ board of trustees for four years, took on “brutal” hills and battled rain and strong winds en route.

“There was pain, laughs, tears – and pies at 2.15am!” he said. “This challenge really had it all, but I finished in a time of 22:28:05 and probably the fastest of the old geezers. I’m a bit broken but it was worth every step.

“When it rains in the Lakes, it really rains, and the uphill paths turned into streams. The wind was a real struggle too.”

Ian said his wife Alice provided “fantastic” support, and met him at the halfway point with a change of clothes, drink and words of encouragement. He finished 18th of 38 competitors.

“Wonderful messages from friends, Redwings and those who had donated kept me going to the end, despite missing my best walking buddy Mike who has been on past ultras with me,” he said.

“I am so close to my £2,000 target, and it would be so wonderful to achieve that, so please do donate if you’re able. Every penny goes towards the horses, ponies, donkeys and mules Redwings rescues.”

Warning against buying unseen after maggot-infested, ‘ragwort-poisoned’ foal had to be put down – and his friend is not out of the woods yet

One of two foals found infested with maggots and suffering with liver disease has had to be put down – and the other is not out of the woods yet.

Months-old cobs Billy and Patch were taken in by Redwings at the end of April after a member of the public raised concerns about their welfare. Both were bought online, and their story “should be a warning to anyone buying a horse unseen”, Redwings said.

A spokesperson for the charity said blood results for Billy, who was four months old, and Patch, who was about seven months, showed liver disease. It is suspected that Billy was suffering from ragwort toxicity.

“One of the effects of the poisoning is sensitivity to sunlight, which can cause significant skin damage,” said Redwings senior vet Nicola Berryman. “Billy had areas of skin damage over his neck and shoulders, which on closer inspection were maggot-infested, along with his feet, but the full severity of his condition became apparent once his long coat was clipped, revealing further sores across his body and the extent of his emaciation. He had worms, which was likely the cause of his weight loss, and lice.

“Very sadly, despite our best efforts, Billy struggled with so many significant health issues that when his condition dipped, we decided we had to let him go for his own welfare. He was put to sleep kindly and caringly last Wednesday.”

Patch also had maggots in his feet and a high worm burden as well as the evidence of liver disease.

“As he is in much better condition than poor Billy, I’m hopeful that we can get him through this,” Ms Berryman said. “Although he’s not out of the woods yet, he is responding well to treatment and is bright and cheeky.”

Redwings launched its “Ready to rescue campaign” in March, to raise funds for and awareness of its work with ponies like Billy and Patch.

Redwings senior field officer and reception centre manager Julie Harding said: “Billy and Patch had been purchased recently online, and their story should be a warning to anyone buying a horse unseen, with an unknown history.

“They were living in an idyllic environment, where the other horses are in great condition. They were signed over to Redwings on behalf of their elderly owner, who has also sadly become ill. They were horrified when they realised Billy’s condition and wanted to do the right thing for him and Patch, and we are grateful for their co-operation.”

A Redwings spokesperson said it is thanks to supporter donations that the charity could rescue the foals.

“And it is their generosity that enables the charity to be there for the next Billy and Patch, and the next,” she said.

The perfect teacher: tiny pony rescued from neglect finds his niche training vet students

A rescued pony who is helping train vet students while enjoying life with his herd is being celebrated this World Veterinary Day today (26 April).

The theme of the day is “animal health takes a team”, and 14-year-old Welsh section A Redwings Zeus, who has a heart murmur, is part of the team at the University of Cambridge department of veterinary medicine.

“Zeus was rehomed to the department in January last year, after they approached Redwings looking for a friendly and safe-to-handle horse with a heart murmur to join their teaching herd,” a Redwings spokesperson said. “Zeus helps students learn to detect the condition, as well as provide general equine behaviour and handling experience.”

Zeus was rescued in 2014 with a donkey called Rio. Zeus had a large and untreated sarcoid and Rio such overgrown hooves, he could hardly walk, the spokesperson said. The owner was prosecuted and banned from keeping animals, and Rio and Zeus settled into their new home at Redwings’ Caldecott centre in Norfolk.

Rachel Angell, who leads the charity’s rehoming scheme, said: “When we heard what sort of pony the team at Cambridge were looking for, we thought Zeus was just the chap for the job!

“Although a pony with his health issue would have a home for life in the sanctuary, we knew the department of veterinary medicine would be perfectly placed to manage his condition.

“We are super proud of Zeus for his unique contribution to their team, and the role he is playing to help educate vets of the future.”

The spokesperson said Zeus has been a hit in his new home, with staff and students.

Samantha Stevens, large animal skills coordinator at the department, added: “We’re delighted to celebrate Zeus and what he brings to our team this World Veterinary Day. He settled into life here well and won us over quickly with his cheeky and kind personality.

“As well as helping to teach the diagnosis of heart murmurs, he helps students learn how to perform clinical examinations, as well as trot-ups, which are used to assess any possible lameness.

“When he’s not working in his teaching role, he is a much-loved member of our herd and enjoys spending time in the paddocks alongside his new friends.”

Man jailed for ‘depraved and wicked’ attack on horse has sentence reduced on appeal

A man who committed a “depraved and wicked attack” on a rescued horse at Redwings was sent to prison – but his sentence was reduced on appeal.

Andrew Main, 36, was jailed for 20 weeks, at Norwich Magistrates’ Court on 18 March for assaulting the mare last spring.

But he appealed and was back in court on 25 March; the charity said it was “extremely disappointed” by the decision to alter the original sentence to a 15-week prison term, suspended for 18 months.

Redwings chief executive Lynn Cutress said: “We are extremely disappointed with the decision taken to reduce the sentence of the man responsible for this despicable incident.

“This person – who was not known to Redwings in any capacity – came on to the private property of a horse welfare charity in the middle of the night and assaulted a rescued horse in our care.

“Our staff are devastated by this depraved and wicked attack, particularly our nights welfare team and the vets who worked with the horse on her recovery afterwards.”

A Redwings spokesperson told H&H the mare is now doing well thanks to the care of the charity’s team.

“On 29 May 2024 a horrific incident took place at one of Redwings Horse Sanctuary’s sites in South Norfolk,” the spokesperson said.

“Thanks to the diligence of our nights welfare team, and the CCTV and other security measures we had in place, we obtained sufficient evidence to ensure the incident could be swiftly investigated by the police. An arrest was made the following day.

“We have not discussed the matter until now, partly because it was an active police investigation but also because the details were so distressing.

“As a charity that rescues horses from cruelty and neglect, it is abhorrent to us that our horses would be subjected to such a depraved and wicked attack at one of our own sites and we are all absolutely devastated.”

The spokesperson added that the charity’s staff have been supported throughout the investigation.

It is understood that in the original hearing, the court heard Main was “appalled” by and “deeply ashamed” of his actions, and that the incident followed a deterioration in his mental health.

Main was ordered to carry out 80 hours unpaid work, a 10-day rehabilitation activity requirement and a 12-month mental health treatment.

‘All the hard work was worth it’ as very poorly pony now has a bright future – thanks to you

A pony who was rescued in an emaciated and frightened state, suffering from “life-threatening” diarrhoea, has a brighter future thanks to her rescuers – and those who support them.

Welsh mare Elsa is recovering well in the care of Redwings, which took her in two months ago; a member of the public called the charity about the mare on 15 January.

“It was obvious that this little pony was very poorly,” said Redwings’ Julie Harding.

“She was emaciated, covered in lice and suffering from diarrhoea, which can be life-threatening. It was important to act quickly to get her the treatment she needed, so that she didn’t suffer any longer than was necessary.

“I left a notice for her owner to contact us and arranged to go back the next day with the relevant authorities but sadly, no one got in touch.”

Elsa was taken into Redwings’ care on veterinary advice. She was scared of people and despite her weakened condition, evaded capture.

“She had been very dull and lethargic the day before, but as soon as we tried to catch her, she wouldn’t let us anywhere near,” said Ms Harding. “It took a team from right across the charity to get her into our care safely, but of course all the effort was worth it.”

Within 24 hours, Elsa had had emergency treatment to stabilise her condition. Over the next few days, she improved enough to have dental treatment, which meant she was able to eat hay and hard feed more comfortably.

“Her poor dental health was preventing her from eating properly and a second dental was needed a few weeks after the first, but she’s now very food-orientated,” Ms Harding said.

“She’s still being closely monitored but is recovering so well that she was able to be moved to one of our woodchip paddocks on 7 March, and hopefully will be able to join one of our resident herds in time.”

Redwings has launched a “ready to rescue” appeal to raise funds for, and awareness of, its work rescuing horses like Elsa.

“It’s thanks to supporters that Redwings was able to rescue Elsa, and it is their generosity that enables the charity to be there for the next Elsa, and the next,” the spokesperson said.

Thounsands of people have told the Government in detail about the devastating impact of fireworks – including the deaths of more than 130 horses.

Welfare charity Redwings presented the results of its recent survey to Justin Madders, parliamentary under-secretary at the Government’s department for business and trade, in a meeting with members of the Fireworks Working Group – a coalition of both people and animal welfare charities, including Redwings – on 4 February.

The survey was completed by more than 5,000 people, over 90% of whom said increased use of low-noise fireworks and firework alternatives would benefit horses. The results showed that 67.9% had experience of horses’ being negatively affected.

This included those put down as a result of fireworks, and some had escaped from fields and been hit by vehicles. Aborting foals, colic symptoms and escaping from stables were also reported. Almost all respondents, 94.8%, said fireworks should be more tightly regulated.

Redwings campaigns and policy manager Helen Whitelegg said the response rate to the survey was high – more than 5,000 within five weeks.

“While all self-selecting surveys can experience some respondent bias, it is nevertheless clear that there are very strong feelings on this issue among the horse-owning public,” she said. “Over 15,000 comments were submitted as part of the survey, further analysis of which will be taking place and shared.”

Over 80% of respondents wanted firework use restricted to organised displays and over half to traditional dates such as Bonfire Night and New Year’s Eve. Over 70% would like noise levels reduced.

“Redwings is not anti-firework, and the majority of those who completed the survey do not want fireworks to be banned,” Ms Whitelegg said. “We just want to find a better balance, so that the enjoyment many people get from fireworks doesn’t come at such a high price to others.”

The meeting followed the second reading of MP Sarah Owen’s private members’ bill (17 January), which would reduce the maximum noise levels of fireworks and limit sales of “high noise” fireworks.

A government spokesperson told H&H: “We understand the concern over the impact of fireworks noise on people and animals and the disturbance this can cause and that’s why Minister Madders recently met concerned groups about this.

“There is already a maximum legal noise level for fireworks and we have launched a new fireworks safety campaign to help people use them considerately.”

‘She was lucky, the next horse may not be’: trampled young mare fractured skull ‘en route to slaughter’

A young thoroughbred mare who had been so badly crushed and trampled in an overloaded lorry that the driver thought she was dead was lucky, welfare experts said – but the next horse in her situation may not be.

No one has been found responsible for Glorious, whose recovery, a year after she was rescued, has been described as a miracle, by those caring for her at Redwings.

The charity is sharing her story now, a year on from her rescue, as she has been signed over into their permanent care.

“I’m not sure I have ever seen a horse suffering so much pain and distress because of her injuries,” said Nic De Brauwere, Redwings head of welfare and behaviour.

A Redwings spokesperson said that last January, a driver heading for the Continent with a lorryload of horses told people at an authorised stopping place that there was a dead horse on board.

Glorious was alive but badly injured, the spokesperson said, adding that a vet called to the scene alerted the RSPCA, which asked Redwings for help.

“Glorious had sustained crushing injuries after being unavoidably trampled by other horses on the grossly overloaded lorry,” the spokesperson said. “She had a large wound on her head, a fractured skull, and injuries all over her body that got worse before they got better as her damaged skin sloughed off revealing deep open wounds. Her recovery involved many months of treatment from the charity’s experienced welfare vets, as well as other veterinary experts brought in to help.

Mr De Brauwere said it was very difficult to treat Glorious as she struggled with being touched.

“Anything to do with humans caused her immense upset, but her wounds needed a lot of care,” he said.

“We used sedation to allow us to do the most painful treatments at the beginning, and because that was done right, we could step back and only intervene when we needed to, so she could spend days at a time not needing to be handled or sedated to treat.

“The fact that Glorious survived what happened to her is a miracle and her recovery is testament to the efforts of Redwings’ vet team who used our years of experience working with frightened, painful horses, treating very complex wounds, to bring her back to health.”

Having recovered physically, Glorious has been integrated into a herd, with whom she is now a “very happy filly”. The Redwings team is now working to undo the damage done to her that affects her behaviour around humans.

“Whilst Glorious loves her herd mates, quite understandably she still doesn’t always enjoy too much interaction with people so we’re working on that,” said Redwings equine behaviour manager Sarah Hallsworth.

“She is now good to catch and we’re seeing improvement in her leg handling. She has friends, freedom and forage, the three Fs, and is enjoying the simple pleasures of just being a horse in a safe environment where, thanks to our supporters, her future is secure, no matter how quickly her behaviour does or doesn’t progress.”

It is assumed that Glorious was en route to slaughter in Europe.

“We are deeply disappointed that despite the efforts of the RSPCA, local vets and Redwings to document her suffering, no one has been found responsible and faced any repercussions for what happened to Glorious,” Mr De Brauwere said.

“Her case shows that there are still big improvements needed in checks and enforcement to protect horses being transported through our borders.

“Glorious might not have been rescued. The next injured horse probably won’t be. Crazy as it sounds given her horrendous ordeal, she is very lucky and will want for nothing here at Redwings for the rest of her life.”

Shetland pony who ‘bears the scars of her past’ begins happy new year

A Shetland pony who “still bears the scars of her past” has started the new year happy and healthy.

Marjorie, thought to be around 11, was rescued by police in December 2023, when she was found roaming close to a busy area of Harlow, Essex.

Police were unable to find Marjorie’s owner, and after she was treated by a vet at a holding yard, she was taken in by Redwings.

“She was very nervous, had injuries from improper tethering – the scars from which she still bears today – and a painful mouth caused by problems with her teeth,” said a Redwings spokesperson.

Marjorie joined two other Shetlands, Matty and Tiny, who had also recently arrived at Redwings, and the three became “fast friends”.

“Marjorie needed somewhere she could recover from her injuries and receive the ongoing dental care she needed, and with our amazing in-house horse hospital we knew we could help,” said Jo Franklin, Redwings senior field officer and the charity’s Ada Cole Centre manager.

“Over the weeks, Marjorie became used to being checked and cared for and when she was vaccinated for equine flu and tetanus, she showed signs that she was overcoming her nerves around people, which was amazing to see.”

Last September Redwings staff noticed Marjorie had nasal discharge, and an X-ray and dental examination showed her “problem teeth” were the likely source of a sinus infection.

“A diseased tooth was extracted from the back of her jaw and over the following weeks regular treatment from our wonderful vet nursing team also helped to clear the infection,” said Redwings head of veterinary and care Nicky Jarvis.

“Marjorie was relaxed about the whole experience and has made a good recovery from treatment.”

The spokesman said that Marjorie has started 2025 “happy and healthy”.

“She is back with her friends at Ada Cole, thanks to the specialist sanctuary care provided by Redwings and donations from the charity’s supporters, which make it all possible,” he said.

Your opinions matter so share your thoughts on fireworks ahead of Government meeting

Redwings is urging horse owners to share their experiences and opinions of fireworks, to present to the Government as it considers a bid to change the law.

MP Sarah Owen’s private member’s bill, which calls for updates to firework legislation, will have its second reading on 17 January. A meeting of representatives of the Fireworks Working Group, which comprises human and animal welfare charities including Redwings, and business and trade parliamentary under-secretary Justin Madders, is scheduled for February.

Redwings wants to find out how horses and owners are affected by fireworks, so is asking all over-16 UK residents who directly care for at least one horse to fill in the survey before the Government meeting.

Redwings campaigns and policy manager Helen Whitelegg said: “We know data is so important to these discussions, so we’re asking as many horse owners as possible to complete this important new survey.

“We want to hear from people with as wide a variety of experience and opinions on the subject as possible, so that robust and representative insights can be collected and shared with parliamentarians, policy makers and others.”

Redwings’ previous survey found that 97% of horse owners want more control on firework use; the charity has been lobbying for a change to the law and this year launched a “Keep horses in mind” campaign to encourage people to consider if and how they use fireworks.

At a parliamentary debate on two fireworks petitions in December, it was recognised that a change to the law is needed.

Tiny foal found beside her dead mum has new best friend in time for Christmas

A tiny foal who was found beside her deceased mother’s body at a month old is enjoying her first Christmas since her rescue – with a foster mum and a new best friend.

H&H reported in July that the filly had been taken in and given round-the-clock care at Redwings Horse Sanctuary. Named Ruby, to mark the charity’s 40th anniversary year, she has been thriving, and the charity has been sharing her progress in ongoing blogs.

Redwings staff had a mare whom they hoped would adopt Ruby, and “after gradual introductions, Cilla has proved to be the perfect foster mum for the orphan”.

“But one thing was missing from Ruby’s life,” a spokesperson for the charity said. “Cleo, a new best friend who needed Ruby just as much as she needed her!”

Redwings head of welfare and behaviour Nic de Brauwere said the charity wanted to ensure Ruby learned social skills, which foals pick up through interacting with each other and older horses.

“We have seen in the past that a lack of juvenile companionship and appropriate human interaction can lead to a very frustrated adult horse that can be unpleasant to work with, or even dangerous,” he said. “This frustration comes from the horse having an expectation that humans mean food, attention and play, considering people to be their ‘herd’, so, when the horse’s expectations are not met, they show their frustration through unwanted behaviour.

“It was important that Ruby had a friend her own age, so when we got the call about abandoned foal Cleo we hoped they could be the friend each other needed.”

Cleo had been abandoned, and had to have one eye removed owing to a painful condition, the spokesperson said. Having had treatment at Abbey Vets in south Wales, she arrived at Redwings in October.

“These two really needed each other, and we are so happy that we got this call and were able to help,” Mr de Brauwere said.

“We were keen to get Ruby and Cleo together, for the sake of them both, but we had to do it right. After passing her quarantine period Cleo was moved into a field next door to Ruby and Cilla to test how they got on.

“Integrating horses is a careful process where new horses are introduced to each other safely, in this case initially meeting over a fence, then gradually allowed more interaction until they happily live in the same herd.

“Our behaviour team observed that Cilla was slightly stressed by Cleo, so the decision was made to have play dates for the foals in Cleo’s field initially. These play dates started with some mutual foraging but soon evolved into them playing and chasing one another.”

Mr de Brauwere said it took a few weeks of careful management and monitoring to ensure all three horses were happy, but they have settled in together.

“This has been a great development for both Ruby and Cleo,” he said. “They were both traumatised orphans who desperately needed help when they came to us here at Redwings. Now they have each other to grow with, under Cilla’s guidance. It’s the perfect Christmas gift.”

Equine charities report owners’ ‘desperation’ and large-scale rescues as living cost crisis continues

The cost-of-living crisis and owners struggling to cope continue to be major concerns for equine welfare charities, which have been helping “desperate” owners and taking in large groups of horses this year.

Although some living costs have steadied in 2024, and inflation in November was 2.6% compared to 10.7% in November 2022, families around the UK continue to face high bills and financial pressures.

World Horse Welfare reported a 44% increase in welfare cases involving owners having more than 10 horses, up from 109 in 2023 to 157 in 2024. Cases involving owners with more than 50 horses have doubled.

“This is significant because not only do these rescues fill up the centres, they put pressure on the field officer team too,” a World Horse Welfare spokesperson told H&H, adding that the charity has had to invest in more equipment such as trailers and pens to accommodate these cases.

Word Horse Welfare launched its Help for Horse Owners initiative in February with the aim of preventing serious welfare cases by providing early intervention.

“We have lost count of the people we have helped when they have nowhere else to turn and are often at their lowest ebb,” said World Horse Welfare chief field officer Claire Gordon, adding that those the charity has helped usually say they wished they had known about the initiative sooner.

“We hope by highlighting this, we can reach more of the people who are struggling now, so they know a channel exists to seek help from, without judgement.”

By the end of November Redwings had taken in 98 equines, compared to 96 in 2023 – but the charity’s rehoming figures continue to decline. It rehomed 88 equines to guardian homes – who can be returned to the charity at any time – down from 101 in 2023.

“Rehoming has taken a worrying downturn with horses who would have had lots of interest in the past receiving limited interest despite our best efforts,” Redwings chief executive Lynn Cutress told H&H.

“We presume that this is yet another result of the cost-of-living crisis, which as a charity with over 2,000 equines to look after is affecting us in every way.”

Looking at the larger picture the RSPCA reported an overall decline in the past 10 years in reports of cruelty to and neglect of equines. But the number of equines taken in since 2014 “shows a less steady picture” – peaking at more than 900 in 2014, and again in 2017. The charity reported a “continuous drop” in this number between 2019 and 2021, but said the number has risen again since 2022.

“The cost-of-living crisis may explain the rising numbers of abandonments and horses taken into care in the past few years, and it is worrying that we have seen an increase in abandonments in 2022 and 2023 – although abandonments are still less than half what they were 10 years ago,” said RSPCA horse welfare expert Mark Kennedy.

“But our research suggests that there is a growing epidemic of poor welfare in the equine population of England and Wales. Often issues may not meet the legal threshold for us to take action under current animal welfare law. But it does mean that many horses may be surviving rather than thriving – and that should concern all of us.”

South Bristol-based HorseWorld reported a 143% increase in reports made to the charity from 40 in 2014 to 97 in 2024; from members of the public, other charities, landowners, and police.

“In many calls we’ve had from owners, especially in the last 12 months, we’ve heard how they have been struggling to make ends meet for some time,” said HorseWorld’s head of equine welfare Sarah Hollister.

“It’s rarely one thing which has caused them to reach out. We’ve repeatedly heard from owners for whom the rising costs of everyday life have had a massive impact on what was already a very tight budget. It just takes one thing to go wrong, or for one unforeseen cost or illness, and they’re desperate.”

The charity also reported that the total equines it estimates “are potentially at risk” in its area has increased by 38%, from 156 in 2014 to 216 in 2024.

“Since 2014 we have been involved in a number of cases involving very large numbers at one site. For example, in 2021 we saw an exceptional peak of identifying over 600 equines being potentially at risk; caused by one case involving over 300 ponies, two cases involving over 70, as well as a number of other large groups,” said Ms Hollister.

HAPPA chief executive Sarah Arthur said the type of help needed by owners has changed.

“Reports of cruelty and neglect are still being reported, however cries for help from owners trying to do the right thing are more prevalent. We are seeing an increase of owners reaching out for help due to financial and medical difficulties. Intervention is needed by way of advice and or a sign over to ensure that the welfare of the equine is not compromised,” she said.

Ms Arthur added that when the Control of Horses Act came into force in 2015 there was an overall drop in abandonment cases; prior to 2018 approximately 40% of the equines taken in annually by the charity were classed as abandonment cases. Between 2018 and 2022 this decreased to less than 5%, but in recent years 20% of HAPPA’s intake figure is attributed to abandonment.

“The change in the demographic certainly seems to be a response to the cost-of-living crisis. Demand for HAPPA’s services remains consistent, the type of help needed is changing, and intake and rehoming figures remain balanced. Will this be a trend that continues, only time will tell,” she said.

‘The current regulations do not work’: MPs unite during fireworks debate as pressure mounts for change

The increasing “misuse” of fireworks has been described as “downright anarchy” – as the Government acknowledges lack of evidence about the effectiveness of current regulations.

On 9 December, MPs debated two petitions in parliament – one calling for a ban on the sale of fireworks to the public (with 50,288 signatures), the other proposing to limit the sale and use of fireworks to licence holders (signed by 79,213). The latter was started by Alan Smith, whose 88-year-old mother, Josephine, died in October 2021 after teenagers posted lit fireworks through her letterbox.

Robbie Moore, MP for Keighley and Ilkley, opened the debate by highlighting the “terrible and traumatic damage” fireworks can cause.

“As with humans, fireworks can trigger the fight or flight response in animals. Pets and livestock are often terrified, and unlike us they do not understand the consequences when they are let off,” he said.

Although MPs gave many examples of firework misuse, it was broadly agreed that a ban could have “unintended consequences”, such as creating a black market.

But it was recognised that change is needed and suggestions included lowering the maximum noise limit to 90db, and further sales restrictions such as removing category F2 and F3 fireworks from public sale. F2 fireworks are intended for use in small areas such as gardens and F3 for use in large open areas.

Alex McIntyre, MP for Gloucester, said: “It is clear that the current regulations and enforcement do not work.”

This is the sixth Parliament debate on a fireworks petition since 2016.

Luton North MP Sarah Owen, who introduced a private member’s bill to restrict the noise and sale of fireworks (news, 22 October) said: “We have these well-meaning debates and hear the same thing time and again: ‘Isn’t this awful? Isn’t this horrific?’ – yet we have not seen action for 10 years. Nothing has changed.”

Scotland’s new firework legislation, including the introduction of control zones (news, 2 November 2023), was discussed – but Scottish MPs said that despite tighter regulations, “concerns remain” and “there is little evidence that it is having an impact”.

Responding on behalf of the Government, Justin Madders, the under-secretary of state for business and trade, said that for those who use fireworks responsibly, they are “an important part of celebrations”, but added: “How we have gone from that innocent, joyful experience to downright anarchy is a sad indictment.”

Mr Madders launched a firework guidance campaign this year, but admitted that “those determined to cause trouble and who do not have respect for others will not take heed of that”.

“I acknowledge that, as has been said, there is a paucity of evidence about the effectiveness of the current regulations,” he said.

“I am committed to engaging with stakeholders to understand the issues and inform any future decisions in this area. The safety of the public and the impact on people and animals will be paramount in those considerations. I hope this dialogue will continue.”

Redwings, whose recent survey indicated 97% of owners want more firework regulation, said cross-party support for tighter regulations “was evident”.

“It was encouraging to hear the minister’s recognition of the serious and sometimes devastating impact of fireworks and his willingness to continue constructive dialogue,” said Redwings’ campaigns and policy manager Helen Whitelegg.

“However, we remain concerned about the emphasis on owners to reduce the impact on animals when there is so little that can be done – the few options available are generally of limited benefit, impractical or both.”

Ms Whitelegg added that although the term “misuse” was often used during the debate, there is “a lack of clarity” on what this means when fireworks comply with current regulation.

“Stating that fireworks ‘should not be let off near horses’ is of little help without defining what ‘near’ means,” she said.

“Redwings looks forward to further engagement with parliamentarians to encourage meaningful change. We hope Sarah Owen’s private member’s bill will keep this on the agenda, with the second reading on 17 January.

Sadly, further evidence of the need for change is likely to be achieved through the unavoidable reality of additional distress and harm caused to horses and others over the approaching new year. ‘Stars in their own right’ Taylor and Swift are reunited in a loving home

As their namesake comes to the end of her global tour, rescued mother and daughter Taylor and Swift have been reunited in a “happy herd”.

The Redwings pair are living together in Hertfordshire with Sally Jones, who took in Taylor in 2022 and has now rehomed Swift.

“Their famous namesake even played a crucial part in their reunion, as Redwings shared a Taylor Swift-themed rehoming post across social media platforms,” a spokesperson for the charity said. “The post called on ‘Swifties’ to help Redwings Swift, a nine-year-old cob mare, find her new Love Story and Speak Now by filling in the Blank Space on her rehoming application form.

“The post was spotted by Sally Jones, who was already guardian of Redwings Taylor, Swift’s mum, and she reached out to reunite mother and daughter.”

Taylor was rescued and taken to Redwings as a five-year-old in 2015, having been found very underweight and “in urgent need of treatment”, the spokesperson said.

The charity’s vet Nicola Berryman, who cared for Taylor at the time, said: “Taylor was extremely dull and lethargic. She was emaciated and her ribs, spine and hip bones were prominent. Her skin was rubbed raw in places and her coat was falling out due to a severe lice infestation. Tests also revealed that she was pregnant.

“Taylor Swift had just performed at BBC Radio 1’s One Big Weekend down the road in Norwich, so they were deliberately named after the singer!”

Four months after her rescue, Taylor gave birth to Swift and the pair were rehomed separately two years ago but Swift’s guardian’s circumstances changed and the charity sought a new home for her.

Sally said: “Swift has settled in well in her new home and seems to be loving being back with her mum. After losing my elderly horse, our herd had space for another, and I was delighted to be able to reunite Taylor and Swift. Between them they are both excellent companions for my 30-year-old Harry, and together they make a very happy herd.”

Redwings head of Norfolk operations Rachel Angell added: “It’s a pleasure to see Taylor and Swift happily reunited and being fantastic companion ponies. Whilst not all our ponies share their names with global superstars like Taylor Swift, we know they are all stars in their own right.”

Calls to contact MPs ahead of fireworks debate – as survey shows 97% of horse owners want change

A Parliament debate on restrictions on the sale of fireworks has been scheduled next month – as a survey suggests 97% of horse owners want tougher regulations.

The debate will take place at 4.30pm on Monday 9 December and Redwings has urged owners to contact their MPs to ask them to get involved.

“We are aware of so many awful and avoidable instances of horses being frightened, hurt, escaped and even killed as a result of the use of fireworks this autumn and change is long overdue,” said Redwings policy and campaigns manager Helen Whitelegg.

“Redwings has put together a template letter to help people to contact their MP to ask them to get involved in the conversation around this important issue as more opportunities arise in the coming weeks.”

The charity conducted a fireworks survey at Your Horse Live (8-10 November) and of the 179 participants, 97% said they wanted more regulations on restricting the use of fireworks. 81% of respondents said they are worried about the effects of fireworks on their horse, and of the owners whose horses had been affected by fireworks, 65% said their horses were nervous and agitated, 21% reported injury and illness, and 4% reported the death of their horse.

A Redwings spokesperson said the charity has received several calls and emails from concerned owners in the past few weeks. Michelle, an owner from Merseyside, contacted the charity after her horse was so frightened by fireworks on 5 November that he injured her, resulting in her needing surgery.

“There were adults in the cemetery car park right behind his stable letting off very loud fireworks, and he was so stressed that he reared up and landed his front hooves on the stable door and onto my left hand,” said Michelle.

“Luckily my partner managed to push him down, and he wasn’t hurt, but my middle finger was very badly cut so I had to go straight to hospital. My whole hand was swollen, and I had to go to trauma plastics for them to treat the tendon damage and a fracture to my finger.

“I called the police the next day, but they said that the people setting the fireworks off hadn’t broken the law.”

The Redwings spokesperson added that every year horses die and are injured because of fireworks.

“The people who love them – like Michelle – can also be very distressed and even injured as a result,” he said.

‘It will be difficult to ignore’: fireworks petition with 1 million signatures delivered to Number 10

MPs have pledged support for changes to fireworks legislation – as a petition with more than one million signatures, calling for an urgent review of regulation, has been delivered to Number 10.

On 30 October, 15 MPs or their representatives attended an awareness event at Westminster organised by The Fireworks Working Group – which includes charities such as Redwings and the RSPCA – to discuss the adverse effects of fireworks on animals and people.

Of the attendees, 12 MPs pledged support to the group’s campaign, including Neil Hudson, MP for Epping Forest, and Sarah Owen, MP for Luton North. Last month, Ms Owen introduced a private members’ bill to improve firework regulation, the second reading of which is scheduled for January (news, 24 October).

Mr Hudson, who sponsored the event, said that in his experience as a small and large animal vet, the impact of fireworks on animals is “huge”.

“I’ve sadly seen what happens when horses bolt and the catastrophic injuries sustained on fences and other obstacles,” he said.

“We need to strengthen the regulation of fireworks, particularly around private use, so animal owners, including farmers, can take the best precautions to keep their animals safe. Many people experience trauma with fireworks as well – for example, military veterans.”

Mr Hudson believes that with cross-party support, “we can come up with some sensible proposals to improve the law”.

Although the event coincided with the Budget, Redwings campaigns and policy manager Helen Whitelegg said it was “well attended”.

“The people who came were very supportive of the need to address the adverse impact of fireworks not only on horses, but also on other animals, people, wildlife and the environment, through changes to legislation,” she said.

“We recognise that many people do not realise that horses die or are injured every year because of fireworks, and often the people near them are injured. The stats are alarming, but we know they only tell part of the story, and many more incidents go unrecorded.”

On 5 November, fireworks campaigner Julie Doorne, accompanied by members of The Fireworks Working Group, delivered a change.org petition with more than a million signatures calling for an urgent review of firework legislation, to Number 10. The petition reached a million signatures in 2022, but owing to various circumstances including Covid and the election, its delivery was delayed.

“I’m convinced if the petition is seen by more people, then even more people will sign it, but it’s getting it in front of people who don’t have social media or see things online.

“Through the Association for Firework Legislation Reform, which includes some of the smaller charities, we hope we can gather more support,” said Mrs Doorne, adding that since presenting the petition to Number 10 and the media attention surrounding this, it has been signed by thousands more people.

Mrs Doorne said that with the mounting pressure from the public and various events, groups and charities – and continued firework-related incidents – she believes “it will be difficult for the Government to ignore this many people”.

She is also backing a petition to parliament created by the family of Josephine Smith – who died when a lit firework was put through her letterbox – calling for the sale and use of fireworks to be limited to licence holders only. If the petition is signed by 100,000 people, it will be considered for debate in parliament.

“We’ve got to get as many people as possible to sign this petition and get it to a debate,” she said.

‘Beautiful interactions’ as much-loved pony reunited with children he helped

A horse who is enjoying his retirement at Redwings Horse Sanctuary had a special visit from some of the children he has helped in the past.

Young people and staff from Ebony Horse Club, Brixton, visited their much-loved cob Harley, who moved to the charity’s Norfolk base in April.

“Harley helped hundreds of youngsters during four years at the club, which gives young people, largely from low-income backgrounds, the opportunity to interact with horses,” a Redings spokesperson said.

“The club contacted Redwings earlier this year after their efforts to find a suitable retirement home for Harley had failed. The 13-year-old has osteoarthritis in his hind fetlocks, meaning he can no longer work, and needs closely monitored care.”

Ebony’s chief operating officer Sidony Holdsworth said Harley was a favourite and much loved.

“We are very grateful that Redwings agreed to take Harley,” she said.

“It was so special for us to be able to come and see him. It means such a lot to all of us to see Harley looking so settled, well and happy with his new friends, living his best life for however much time he has.

“He’s a sweetheart of a horse, who has done so much for so many, and we know that he has the very best of everything at Redwings.”

The visitors had a guided tour of Redwings Aylsham, and met some other residents, including Maya, who is now a close friend of Harley’s.

Redwings’ Charlotte McMorran-Stock said: “It was so special to see the children and young people with Harley, and the other horses. I’ve worked at Redwings for six years and I don’t think I’ve seen such beautiful interactions between our residents and people.

“Harley clearly loved seeing his old friends and enjoyed lots of scritches and introducing them to his new pals.”

MPs invited to discuss ‘much-needed change’ to firework regulations

MPs have been invited to discuss “much-needed” improvements to firework regulations, with the aim of raising awareness among “those who have the power to bring about change”.

Redwings has launched a campaign to better protect equines from the “fear, injury, illness and worse” that fireworks can cause. As part of the campaign, the charity is co-hosting a drop-in event for MPs in Westminster on 30 October, with other members of the Fireworks Working Group. The group includes animal welfare charities, as well as PTSD UK, the Children’s Burns Trust and Service Dogs UK.

“The event will highlight the adverse impact of fireworks, not only on horses but on other animals, people and the environment, with the aim of raising awareness among those who have the power to bring about change,” said Helen Whitelegg, Redwings campaigns and policy manager, adding that owners are urged to contact their MPs to ask them to attend.

Redwings hosted a round table with charities, vets, police and a barrister to discuss the Animal Welfare Act in relation to fireworks (news, 23 May) – and although it was agreed that the act is a “very good piece of legislation”, there is no specific mention of fireworks, so the “focus needs to be on better regulation”.

“The act was never designed to tackle fireworks – and it only addresses issues relating to animals, so you still have the impact on veterans and the environment. It’s not a catch-all approach,” Helen told H&H.

“So we would really like to focus on the regulations themselves, because that is ultimately where the problem comes from.”

Calls for change continue to grow; this month MP Sarah Owen introduced a private members’ bill in parliament to restrict the noise and sale of fireworks. The bill’s second reading will be on 17 January 2025.

A new Social Market Foundation report, sponsored by the RSPCA, found that of 1,000 British adults surveyed, there was a “broad support for tougher rules on fireworks”, and “openness towards newer kinds of animal-friendly displays”.

“We understand that many enjoy fireworks, but we can’t hide that many animals find fireworks deeply distressing and some end up injured or even lose their lives. We have campaigned for years urging the Government to revise fireworks regulations – ensuring they can be enjoyed responsibly, while better protecting animals,” said RSPCA campaigns manager Carrie Stones, adding that a review of regulations will protect animals and that the report’s findings show “the majority of people support this”.

Scotland has made progress with firework regulation with the introduction of the Fireworks and Pyrotechnic Articles (Scotland) Act in 2022, which includes restrictions on when fireworks can be sold, and local authorities having the powers to grant control zones. But a Scottish Government spokesperson confirmed to H&H that the timeframe for implementing a licensing scheme has been pushed back to 2026 owing to “financial pressures the Scottish Government is facing”.

A firework display has taken place near horse owner Debora Benson’s farm for the past four years and last year’s event was “like being in a war zone”. She believes the regulations do not go far enough, and she would like to see firework noise limits – and for display organisers to consider using silent fireworks.

“We don’t want to stop people having fun, we just want to avoid the loud bangs that can cause panic – it’s about compromise. There are well-meaning people who do good things for the community in organising displays, but they don’t understand how traumatic it is for animals or anyone with PTSD,” she said.

‘He’s a bit famous’ – rescue pony steps in to help young rider take national title

A rescued pony stepped in at the last minute to help a young rider to a dream win in the national para endurance championship.

Alfie-Jay Errington won the 23km Endurance GB Emerald Championship with Redwings Milky Way, a 20-year-old Welsh pony who has been taking part in endurance rides for over a decade with his rehomers Niamh and Sarah Richardson.

“Niamh Richardson, 16, and her mum Sarah were attending the Lion’s Tail Endurance Ride in Leicestershire on 24 September when they heard that Alfie-Jay was sadly unable to take part in Endurance GB’s para endurance national championships because his pony was lame,” a spokesperson for Redwings said.

“Not wanting Alfie to miss his shot at the championship, Niamh offered Alfie the ride on Redwings Milky Way.”

Sarah rode alongside Alfie-Jay and Milky Way, who were victorious.

Alfie-Jay’s mother Sophie Errington said: “Alfie has learning difficulties that make life a little hard to handle for him at times, but he has found his sport in endurance as everyone is so kind and understanding. All he had talked about for a month was the para championships, and we are so grateful for the kindness of Niamh and Sarah, and Redwings Milky Way, who is such a beautiful and understanding pony, for the fact he was still able to take part. For them to win was just a bonus.”

Milky Way was one of a large group of ponies rescued by Redwings from common land in Wales in 2004.

“Due to problems with indiscriminate breeding, overpopulation, disease and malnutrition, the ponies faced a challenging future on the commons,” the spokesperson said, adding that Redwings and others rescued all the ponies in need.

Sarah Richardson said Milky Way is very experienced, so she and Niamh knew he would look after Alfie-Jay.

“Lots of riders passing us were calling out to Milky Way, and Alfie asked me why,” she said.

“I explained that he’s a bit famous after his long and successful endurance career and Alfie loved that! Alfie regularly competes in Superman or Batman colours, and it was Superman that day – which felt especially apt as Redwings Milky Way saved the day!”

The Richardsons also rehomed Redwings Heron, a 30-year-old pony who has been part of the family since 2010.

One-of-a-kind diamond ring to be auctioned in support of horses in need

A unique diamond ring in the shape of a horse’s head is being auctioned in memory of its late designer to raise money for horses in need.

Susan Jamieson approached Cornish jewellery brand Ethica Diamonds in 2020, with a vision to collaborate on a bespoke jewellery collection to support an equine charity of her choosing.

Susan died before the collection could be fully realised. But one piece, this solid gold ring worth £2,500, was completed and has been held in trust by Ethica Diamonds.

“Susan was a true animal lover, and her passion for horses was inspiring,” said mother-daughter duo Elaine and Emily Refell, founders of Ethica Diamonds. “It only felt right that proceeds of this ring went to helping horses in need.”

Ethica Diamonds has donated the ring to Redwings to honour Susan’s memory and her love of horses.

Sealed bids are being accepted by Redwings until 31 October. The auction also features a special edition of Black Beauty, and a signed copy of Homely Ballads and Stories in Verse: The Poetry of Mary Sewell, who was Anna’s mother.

‘In the best of hands’: round-the-clock care for tiny filly found next to her mother’s body

A tiny month-old foal found alone next to her dead mother has been given a second chance at happiness with a foster mare.

The semi-feral filly has been having round-the-clock care since she was taken into Redwings’ horse hospital in Norfolk last Thursday (27 June). She has been named Ruby as the charity is celebrating its 40th anniversary this year.

A Redwings spokesperson said Ruby was introduced to Cilla, a potential foster mother, at the weekend.

The charity’s head of welfare and behaviour Nic de Brauwere said: “Cilla has been a foster mum several times before and is showing a healthy interest in little Ruby.

“The two of them can see and touch each other day and night, and already we can see a huge change in Ruby’s demeanour from nervous to much more confident, with her seeking Cilla out when she is unsure or simply wanting company.

“We have a lot of experience of dealing with semi-feral ponies here at Redwings so she’s in the very best of hands. Once she and Cilla are a strong pair, we’ll look to introduce her to some similar-age youngsters to grow up and play with.

“Staff from across all Redwings’ departments are giving their time by volunteering to do the most antisocial shift of the day, Ruby’s 3am feeds, which she’ll need for at least the next three weeks, to support their colleagues and ease the burden on charity resources. We’re blown away by the wonderful gesture, which shows the kind of people we’re lucky enough to have here.”

Mr de Brauwere added that taking on a foal in such circumstances is a major commitment, which would not be possible without Redwings’ supporters.

“None of the work we do here at Redwings is possible without donations, which we never take for granted, and, if you are able to donate towards the care of Ruby and the other horses, ponies, donkeys and mules at our sanctuary, we’d be so grateful,” he said.

‘Incredible pride’ as foal found emaciated and covered with maggots crowned champion

A pony who was found collapsed, emaciated and covered in maggots has stood champion at the Royal Norfolk Show.

Redwings Horse Sanctuary’s Matty took the overall rescue title at the event on Thursday (27 June).

The charity took Matty in with maggot-infested wounds 11 years ago; he had been found dehydrated and covered in lice and sores, lying in a field. He recovered fully at Redwings and now lives with rehomer Sarah, one of the charity’s vets.

Six of Redwings’ equids competed in the rescue classes and the charity’s vet Nicola Berryman was there to watch, having also been present at their rescues.

“To see them all do so well has made me so incredibly proud,” she said. “I remember all their rescues, but Matty’s story does stick in my mind, and it was me who introduced Sarah to Matty. It was Sarah’s first day working at Redwings, and he was a tiny and weak young foal. Sarah fell absolutely in love and then patiently waited to rehome him when he was older – and the rest, as they say, is history!”

The reserve champion was also a rehomed Redwings horse, Redwings Edward who lives with guardian Claire.

“In a brilliant day for Redwings, the largest horse welfare charity in the UK, Redwings Jerome and Guardian Milly took second in the in-hand rescue class after Matty came first, and Redwings Honey and guardian Elli-May came second in the veteran rescue class behind Edward,” a spokesperson for the charity said. “Redwings Yarn and Redwings Destiny, who had been attending the show’s rescue village to help promote rehoming a rescued horse, came fourth and fifth in the in-hand class respectively.”

Redwings CEO Lynn Cuttress said she felt “incredible pride”.

“These horses came to us from such terrible backgrounds, some of them in utterly awful condition like Matty,” she said.

“To see them as they are today, well, it’s like a dream and the reason we do the hard work that we do. Their guardians of course deserve so much credit, and it’s wonderful to see the love they have for their guardian horses.”

The Animal Welfare Act challenged over powers in firework incidents

The Animal Welfare Act does not offer protection for animals that suffer owing to fireworks, experts have agreed – as further calls are made for a “comprehensive review” of regulations.

Redwings hosted a round-table discussion with attendees including World Horse Welfare, the RSPCA, vets, police and a barrister, to discuss the act in relation to times fireworks are believed to have inadvertently led to the injury or death of an animal.

The discussion was “in response to statements made consistently by ministers at Westminster, which suggest that the act is a legislative tool that could be used in such scenarios”.

The Animal Welfare Act states it is an offence to cause “any unnecessary suffering to a captive or domestic animal” – but there is no specific mention of fireworks.

British Horse Society figures show there were 1,468 firework incidents involving horses between 1 November 2010 and 19 March 2024, and a Redwings spokesperson said the charity is not aware of any cases where the Animal Welfare Act has been used to address the “sometimes tragic impacts on animals”.

Some of the difficulties in applying the act were highlighted. For example, identifying who is responsible for incidents – the person who lit the firework, the landowner or the display organiser. It was agreed that there are challenges establishing a burden of proof that the firework had “unequivocally been the cause” of any suffering a horse has experienced – and the fact that setting off fireworks in line with regulations is a legal activity.

It was agreed that revision of regulations is needed, with suggestions including introducing firework licensing, creating codes of practice and implementing control zones such as those in Scotland (news, 2 November 2023).

“The Animal Welfare Act is a very good piece of legislation, but it wasn’t written to punish people for doing something the law currently endorses, such as holding a fireworks display in their back garden. The focus needs to be on better regulation,” said Nic de Brauwere, Redwings’ head of welfare and behaviour.

World Horse Welfare deputy chief executive Tony Tyler told H&H the act has “never been the appropriate mechanism to deal with the distress and injuries caused to horses by fireworks”.

“We are disappointed that the Government points to it as such,” he said, adding that “strengthening legislation is long overdue”.

RSPCA scientific and policy manager Mark Kennedy told H&H “a review of regulations will protect animals from harm”.

“We understand many people enjoy fireworks, but we can’t hide the fact that many animals find them deeply distressing and some end up injured or even lose their lives,” he said.

“We have campaigned for years urging the Government to revise fireworks regulations – ensuring they can be enjoyed responsibly, while better protecting animals. This round-table discussion showed we are not alone in wanting this.”

Redwings published a report from the discussion, which has been shared with the Government’s Office for Product Safety and Standards (OPSS), which deals with firework legislation.

“We hope this report will mean that ministers will no longer hide behind the illusion that the Animal Welfare Act offers protection or recourse for those whose pets are caused to suffer because of fireworks,” said Redwings campaigns and policy manager Helen Whitelegg.

H&H contacted OPSS for comment and a spokesperson said that “due to the upcoming election and parliament being dissolved, we may not be able to confirm anything on this moving forward”.

‘Extremely upsetting’: late-night burglars target charity that helps horses in need

Three burglars who caused damage when they broke into an equestrian charity’s premises this week are being sought by police.

Redwings Horse Sanctuary has appealed for any information that might help identify the three people who were caught on CCTV breaking into the Ada Cole Visitor Centre in Essex late on Tuesday night (21 May).

Centre manager Jo Franklin said the trio has been recorded on camera breaking into the feed shed at the centre, on Epping Road, Broadley Common, Nazeing, at just before 10.50pm. They left, but returned about 40 minutes later.

“The till drawers were removed, and found on the counter, and the staff lockers were all open,” she said. “We do not keep any money on site overnight, but are assessing whether anything else was taken.

“The burglars, who were wearing hoodies, have caused some damage which we will need to repair and obviously comes at a cost to the charity.

“It’s extremely upsetting that anyone would do something like this, particularly given that all of the work we do here at Ada Cole is paid for by generous donations from animal-lovers to help horses, ponies, donkeys and mules in need.”

Top riders support awareness campaign for devastating infectious disease

“You are only as strong as your weakest point” is the message of this year’s Strangles Awareness Week (6-12 May) – as top names get behind the campaign.

The awareness week, a collaboration launched four years ago by equine welfare charities, vets, and industry professionals, aims to provide education on strangles in the hope of preventing future outbreaks.

Owners who keep their horses at Ivesley Equestrian in County Durham have shared their experiences of an outbreak in June 2023 in a series of online videos. Six of 55 livery horses tested positive for the disease, “a figure which could have been much higher had it not been for the swift action and robust security measures introduced to manage the outbreak”.

Livery Claire Gourley’s gelding Otto was admitted to Rainbow Equine Hospital for treatment.

“Strangles is something that we thought would never affect us, but Otto ended up so poorly that he was in hospital for nine days, five of those spent in ICU,” she said.

“His abscesses were impinging on his swallow reflex so he couldn’t eat or drink. He needed to be tube fed and was on IV fluids. I think Otto’s story really opened everyone’s eyes as to how quickly strangles can bring a young and healthy horse to so nearly losing his battle with the illness.”

Ivesley Equestrian owner Jonathan Cleaver spoke about the financial implications of the outbreak.

“I first found out about our outbreak after someone asked for a refund for their competition entry, only about 15 minutes after strangles had been identified. For weeks afterwards it felt like we just haemorrhaged money, and we were very lucky to not be in the position where we faced selling off land or losing our home,” he said.

“It is so important to be clued up on biosecurity and the latest strangles research and management, as you are only ever as strong as your weakest point.”

Experts are calling on the equestrian community to give their horses the BEST protection from strangles by taking these steps:

Boost immunity by vaccinating against strangles
Educate yourself and others
Separate new horses
Temperature check routinely

Leading British riders William Fox-Pitt and Richard Davison, eventing legend Lucinda Green, and influencer Riding with Rhi are supporting the campaign and have produced videos demonstrating how owners can put these measures into place.

“I am supporting Strangles Awareness Week because I would love to see us prevent more horses from experiencing this horrible disease by doing the BEST we can for our horses,” said William.

‘She was so loved’: rainbow shines out as ‘golden’ mare dies aged 46

A rainbow shone out above Redwings’ equine hospital as the sanctuary’s oldest resident died at the age of 46.

H&H reported that Willow, who had lived at the sanctuary for over 20 years, was in fine health and condition as staff celebrated her birthday in January. The charity said “countless” supporters sent birthday messages, and BBS Radio Norfolk put together a playlist for the occasion.

But on 15 March, the Welsh mare experienced a “sudden and severe” episode of colic.

“Though the charity’s expert teams rushed to help and did everything possible for her, staff had to let her go to prevent her from suffering,” a Redwings spokesman said.

Willow arrived at Redwings in 2003 after an RSPCA prosecution. She was initially wary of people as she had had very little handling but settled in to become a “friendly and much-loved girl and a favourite of all those who met her”.

Redwings vet Dawn Trayhorn said: “While Willow’s grand age was rare, the specialist care we were able to provide her, thanks to our supporters, played a massive role in her enjoying such a long and healthy life, and I’m so proud to have been a part of that.

“She was so loved by so many, and I feel for everyone who is grieving at this news. I’ve never known so many people come to say goodbye to a pony.”

Ms Trayhorn added that it was the first time since the death of Phoenix, the foal who was badly burned in a stable fire, that a rainbow could be seen over the hospital.

‘He’ll never go without again’: a transformed life for tiny rescued pony

A senior miniature Shetland who was “about as thin as an animal gets” is now living a transformed life – and will never want for anything again.

Charlie, now 26, was emaciated when he was taken into Redwings’ care after his rescue in 2022. His owner has been prosecuted by the RSPCA. Rewings said his spine, ribs and hips were clearly visible.

“Charlie was a shocking sight, he was about as thin as an animal gets,” said Redwings senior field officer Jo Franklin. “He came to Redwings after a period of veterinary care at House & Jackson, who did an amazing job with him for which we’re very grateful.

“In order to continue treatment, and for Charlie to live his happiest life, he needed to be in a sanctuary environment, so Redwings offered to give him a forever home.”

Redings staff hope that they will soon be able to introduce 8hh Charlie into a small herd of other Shetlands.

“Since coming to us here at Redwings we’ve seen him totally transform into a healthy, happy pony,” Jo said.

“He’s now out on grass and loves the company of his neighbours. He’s a very friendly boy and enjoys a scritch and a nuzzle from his carers.

Redwings, which took in 104 horses and ponies last year and rehomed 101 to “carefully matched guardian homes”, has launched an appeal for Charlie. The charity is celebrating its 40th anniversary this year.

A special fuss for a special lady: rescued mare celebrates her 46th birthday in style

Redwings’ oldest equine resident wore a special rosette and enjoyed a big party as she and those who care for her celebrated her 46th birthday in fine style.

H&H reported on Willow’s 45th birthday in 2023, and the team held another party on 22 January this year.

Redwings vet Sarah Prior said: “It was a pleasure to celebrate Willow’s big day; our special lady deserves a special fuss!

“Her carers made her a birthday cake, out of soaked feed, perfect for a lady whose teeth are now decidedly worn.”

Willow was 25 when she arrived at Redwings in 2003, one of two ponies who had been rescued as part of an RSPCA operation. Both had been broodmares on the Welsh commons and had had very little handling.

The mares were initially nervous of people but Willow has become a “sweet and gentle” pony who enjoys a fuss, and has thrived to become the oldest Redwings resident.

Staff from the charity’s equine centre and veterinary teams were guests at the party, having made her a special cake, and all sang Happy Birthday as Willow sported her special rosette.

“As Willow has got older we keep a very close eye on her teeth, and her weight, as well as managing her arthritis – but she is always a pleasure to treat!” Sarah said.

“Part of what I love most about my job here at Redwings is the ability to offer such care to our wonderful veterans.”

‘Anyone who cares for horses’ asked for views on cost-of-living crisis

Equine welfare charities have launched a new survey to find out if the cost-of-living crisis has worsened for owners over the last 12 months.

The survey is a follow-up to the 2023 National Equine Welfare Committee (NEWC) survey, which received 8,000 responses. Findings included that almost one in five participants said they are having to consider difficult decisions such as sale, sharing or euthanasia of their horses, owing to rising costs.

The new survey, launched yesterday (16 January) has been developed by World Horse Welfare with support from NEWC partner organisations Redwings, Blue Cross, the British Horse Society, Bransby Horses, and Oak Tree Animals Charity

“Anyone who cares for horses will be able to contribute to an understanding of how increased costs are affecting their ability to care for their animals, and this information will feed into the development of targeted support for those most in need and help prevent welfare issues arising,” said a spokesman for the project.

Rebecca Boulert, World Horse Welfare education officer, said it is “imperative” for charities dealing with cases where individuals are unable to care for their horses because of financial reasons, to understand if the situation has worsened over the last 12 months.

“We know from last year’s research that many owners were just about coping, and all possible cost savings had already been made, but that left little room for a further squeeze on purses,” she said.

“This year’s survey aims to show whether things have stabilised, improved or deteriorated, allowing us to plan and act accordingly. We really hope as many horse owners as possible engage with the research and complete the survey, regardless of whether or not they were involved in last year’s project.”

A tailored version of the survey targeting charities and other equestrian rescue centres will run concurrently to find out how the continuing cost-of-living crisis is affecting these organisations. Those involved will be contacted directly by NEWC to take part.

The anonymised results from the surveys will be made public to “highlight any challenges and concerns that owners are facing”, and their potential impact on equine welfare. The results will also be shared with the UK Government, devolved administrations, and local authorities to help inform their understanding of the situation, as well as policy decisions, including “potential financial support for those most in need”.

Foal found upside-down on rubble pile recovers to support fellow rescued youngster

The life of a pony who was found upside-down on a pile of rubble has been “transformed” – as has that of another young pony he has helped on his own road to recovery.

Redwings is marking a year since months-old Barney was found, partially covered by an old mattress, emaciated and covered in pressure sores.

Barney spent the early part of this year at Redwings’ quarantine facility, where he was treated for his wounds and fed and cared for carefully so he could gain weight safely. He then moved to the charity’s Hapton headquarters in Norfolk, where he has recently become a “crucial companion” to another youngster, Mason, who was rescued this year.

“Mason, a Welsh cross, was one of three ponies who came to Redwings in February, after a joint rescue operation on Gelligaer common in South Wales with RSPCA Cymru, Caerphilly County Borough Council and World Horse Welfare,” a Redwings spokesman said. “He was an orphan foal, thought to be around three months old, and without his mother he was struggling for survival and was severely emaciated.

“On arrival at the sanctuary [pictured, top], Mason was so weak he had to be helped off the horsebox by the Redwings team and placed on round-the-clock care. He was subdued and although he was eating, he took very little interest in his surroundings. Test results showed the level of protein in Mason’s blood was extremely low.”

Redwings vet Dawn Trayhorn said Mason was “effectively a feral pony”.

“But he did not show any fear when I examined him or even when we took those first blood samples,” she said.” He’d never been handled but he was too weak to show that he was frightened of us.”

Tests showed Mason had a significant worm burden, and his intestinal wall was damaged. He needed lifesaving plasma transfusions, antibiotics to treat a bacterial infection of his intestine, wormers, anti-inflammatories and steroids.

“There were so many things going against Mason from the day he was found and rescued but as he had barely survived, we were desperate to make sure he wasn’t going to just fade away,” said Dawn.

Mason gradually recovered, and Redwings staff wanted to find him a suitable friend so he could “have the chance to live like a normal young pony”.

“Fellow youngster Barney was a clear fit, and after a careful integration Barney and Mason are now happily living together, playing and interacting as young ponies should,” the spokesman said.

Redwings welfare vet Nicola Berryman, who cared for Barney when he first arrived, added: “Twelve months after we were all so shocked by the discovery of Barney, who was found discarded like rubbish on a pile of rubble, it is heartwarming to see him flourishing so much that he is even lending a helping hoof to a fellow rescued youngster.

“Mason’s future on the common was very uncertain, and it is likely that without being rescued he would have died. Instead, this Christmas both ponies have a safe and secure future at Redwings, and each other for company! None of this would be possible with the kindness of our supporters, whose donations truly save lives – all year round.”
