Organisers hope that the competition, which will take place on 19 September at St Brelades Bay, will follow in the footsteps of other established beach polo tournaments such as those held at Sandbanks, Dorset and Watergate Bay in Cornwall.

The Jersey Polo Club had to apply for special permission to allow horses on the beach, as they are banned from the sand between 10.30am and 6pm at this time of year.

The club’s Julie Settle said: “Having got permission, we can now start planning.

We only have a small window with the tides, so timing will be crucial.”

There will be four teams taking part, including one from Zimbabwe, and Britain will be sending two teams from the mainland.

Because Jersey does not have sufficient polo ponies, the club is enlisting the help of Andrew Hine of Guards Polo Academy to ship 28 ponies to the island.

Ms Settle said she expects 600 corporate guests.

“There will be plenty of entertainment, including a champagne bar, on the beach,” she told H&H.

The tournament will raise money for Riding for the Disabled Jersey and the Game and Wildlife Conservation Society.

The yellowing flowering weed can be fatal to horses, causing damage to their liver, weight loss and jaundice.

Although animals are less likely to eat it in its raw, growing state, the weed often ends up in hay and silage.

Alan Derrien, head of agricultural inspection for the States told H&H: “We are launching an awareness campaign to control the weed and encourage anyone who spots ragwort to cut it down, or preferably dig it up — using gloves — and to call us.

“We’ve already been very busy with calls so we are hoping we can stop it seeding and spreading.

“Although it is impossible to eradicate ragwort we have been successful in preventing the spread in the past few years — Jersey’s landowners are very proactive.

“The weather this year has provided perfect growing conditions and although it is not yet a major problem we want to stop it from spreading.”

Allegations were made that a mother of one of the competitors in the under-16 Young Show Jumper of the Year final fed sedative pills — acepromazine (ACP) — hidden among polo mints, to rival ponies.

A police investigation was dropped as the allegations did not contravene Jersey law. But an independent inquiry has been conducted by a local lawyer, a policeman and a show judge.

BSJA Jersey chairman David Robinson said he would not be able to comment until members had been notified of the findings.

He said: “We have reached a conclusion which will be discussed at an emergency general meeting in the next four to six weeks. Our members will be advised of the findings a week before that meeting.”

Last July BSJA judge and course-designer Philip Billington told H&H: “We know some ponies were doped, but what we don’t know is when the doping took place or who did it.”

Several ponies were reported by their owners as being unusually lethargic at the show. Four later tested positive for ACP.

The claims were made by fellow parents at a show in St Lawrence, Jersey, last autumn (news, 21 September 2006). It was alleged that one young competitor’s mother slipped the sedative acepromazine (ACP) among Polo mints and fed them to several ponies at the show.

Four ponies competing at the BSJA Jersey event then tested positive for ACP, but a police investigation was dropped because the allegations did not contravene Jersey law.

But H&H has learned that an independent inquiry into the allegations, conducted by a local lawyer, policeman and show judge, and based on interviews with witnesses, will be published imminently. Three families are expected to pursue private legal action as a result.

The accused mother’s vet, Charles Gruchy, was one of those interviewed. He revealed that his “valued client” had instructed him to release her files to the inquiry.

He explained: “She was more than happy for me to divulge all the information I have on her horses — including any prescriptions that may have been issued.”

Philip Billington, a Jersey resident and a BSJA judge and course-designer, said the report had been handed to David Robinson, chairman of BSJA Jersey.

Mr Robinson himself was unavailable for comment, but Mr Billington said: “David wants to seek legal advice before releasing the findings. The report is likely to have an impact on what the families do, so he is being cautious.

“We know some ponies were doped, but what we don’t know is when the doping took place or who did it.”

Mr Billington admitted to a change in atmosphere at local shows since the alleged doping took place.

He said: “Ponies don’t get left on their own much now.”

The tests were carried out following an allegation that Mrs Kim Baudains fed a sedative to ponies in an attempt to help her 12-year-old son Josh win the under-16 Young Show Jumper of the Year final in St Lawrence, Jersey on 9 September. An ACP tablet was found on the ground, prompting the show to be cancelled over safety concerns and some parents reported their children’s ponies were drowsy. Mrs Baudains denies the allegations.

A police investigation was discontinued because the allegations were not in contravention of any Jersey laws but the Jersey BSJA will now decide what measures will be taken. “We’re currently in discussion but a decision has not yet been taken,” the spokesperson said. Meanwhile the four doped ponies all produced good results at the rescheduled Young Rider championships.

A police spokeswoman has confirmed that a sedative was found at the showground, and that their analysts confirmed that the tablet they found was acetylpromazine (ACP). However they maintain that no laws have been broken and no further action is to be taken, even if the blood samples taken from two horses on the day prove to be contaminated.

As a result, the BSJA has said today that its Jersey Branch will “refer to its own constitution and regulations concerning the incident and form its own conclusions,” and also stressed that the responsibility in this kind of matter lies firmly with those who own or run the horse or pony concerned.

“The Association strongly recommends that ponies should not be left on their own where either the public or other competitors may be encouraged to feed the animals whether it is considered acceptable or not,” the statement said.

It also stressed that: “In the final event if the rules are infringed and a pony or horse has a positive test in respect of a prohibited substance, it is the ‘person responsible’ (owner, leesee, authorised agent or rider) that will be seriously taken to task.”

There is a chance that Kim Baudains and her son Josh could be punished with a fine or a suspension by the BSJA, should it be proven that she did intend to feed the ponies sedatives: “But of course this would be a decision for the Stewards,” a spokesperson was keen to point out.

The British Show Jumping Association (BSJA) has now asked police to look into a complaint that Mrs Baudains fed ponies a sedative before the under-16s final in Jersey. This followed reports from other parents that it appeared Mrs Baudains had been seen feeding a number of ponies polo mints before the competition was due to start.

The event was immediately cancelled over safety concerns, and blood tests have now been taken from the ponies concerned. The results are not yet back, but a tablet suspected of being a form of sedative was found on the ground, and has also been taken for analysis.

Meanwhile Mrs Baudains’ family have been at pains to refute the allegations, saying they are completely untruthful, and told the Times today (Wednesday) that she has had to be “knocked out” by her doctor because she is under huge stress as a result of the investigation.

Jackie Knightley of the BSJA said: “The Jersey Police are investigating an incident concerning the alleged coping of ponies at a local event.

“The Association takes a very dim view of any action taken by a competitor or associate that would endanger the safety of any competitor or the welfare of ponies or horses.

“If these allegations were proved to be founded the appropriate disciplinary action would be taken. The ultimate performance should be achieved in a drug-free environment, with fair play for all competitors being of paramount importance.”
