Calls for a ‘clear definition of harmony’ as dressage undergoes full rules revision

Judges’ positions and scoring, the definition of harmony and compulsory video monitoring of warm-ups are under discussion in dressage.

The first draft of the 2027 FEI rule change proposals have been published, as dressage undergoes its first full revision since 2022. National federations, the International Dressage Riders Club (IDRC), International Dressage Officials Club (IDOC), the European Equestrian Federation (EEF) and the FEI have submitted suggestions covering a broad range of topics.

The IDOC and EEF proposed that at championships, of the seven judges, four are placed on the long side, at V, P R and S – instead of the current two. The organisations said this would give judges “a much clearer picture” of particular movements, and an EEF spokesperson added that this is important owing to “the recent focus on harmony”.

“Most importantly, judges would have a much clearer indication of any contact issues, which are now very much under public focus and discussion,” said the EEF and IDOC.

“This would show that dressage is prepared to take a positive action in seriously addressing this issue. It would be a positive move for the sport.”

The FEI dressage technical committee (DTC) “agreed in principle” and said a test event will take place this year. The committee highlighted that having four judges on the long side would "significantly impact” spectators’ view, but could “assist spectators to better understand the sport as the four judges will have a similar viewpoint”.

British Equestrian (BEF) called for “a clear definition of harmony” to show how this applies to the general impression mark.

“We need to be able to articulate exactly what judges are looking for, in order to encourage riders to ride accordingly,” said a BEF spokesperson. “We should also be considering how to embed harmony within the score for each individual movement, rather than relying on a single collective mark.”

There could be a shake-up around collective marks; seven organisations put forward submissions – most favouring the introduction of a second mark.

The IDRC and German federation suggested having one collective mark to evaluate the horse’s “quality and demonstration of the level of training”, including rhythm, relaxation, mouth activity and head-neck position. The other would evaluate the rider’s performance, including seat and influence, aids and accuracy.

The EEF and Swiss federation suggested having one collective mark for scale of training and another for harmony of horse and rider.

But the DTC has proposed to remove collective marks entirely. A committee spokesperson said adding a second mark was considered in 2018, but research from Nottingham Trent University provided evidence that this was not favourable.

“The DTC is particularly sensitive to the issue of evaluating harmony and the scale of training as the core objectives,” said a DTC spokesperson.

“It is therefore recommended to remove all collective marks and instead focus on evaluating harmony and the demonstration of the training scale when evaluating each technical movement in the test, thus aligning with the object of dressage and further reducing subjectivity.”

The spokesperson added that the dressage judging guidelines and handbook are being reviewed and a definition of harmony and how this applies to scoring will be considered as part of this.

The EEF suggested the appointment of “welfare supervisors” at championships and major events to supervise the warm-up, including monitoring excessive work, the riders' hands, and use of spurs and whips.

The DTC rejected this, stating that stewards and veterinary delegates work together to oversee horse welfare and wellbeing in warm-ups. The spokesperson said a new “observation protocol” is being developed to assist officials on warm-up procedures.

“The possibility of introducing compulsory video monitoring/recording of the warm-up is also being explored,” he said.

New steps to protect riders from online abuse during Aachen World Championships

Steps are being taken to protect riders and officials from online abuse and harassment during the World Championships in Aachen.

The FEI has announced a safeguarding initiative, in partnership with digital intelligence company Signify Group, to provide online monitoring and threat assessment to help protect athletes, coaches, officials and other key stakeholders. This follows a successful pilot during the World Cup Finals in Forth Worth, Texas, in April.

Signify’s artificial intelligence provides real-time monitoring and content moderation across the FEI, organisers’, and riders’ social media channels. When abuse or threats are detected, they are investigated and evidence is gathered so that action can be taken by the FEI, social media platforms or, for severe cases, by law enforcement. Riders can also report abuse received via private message.

Online abuse has continued to be a growing problem across sport. It has been widely reported that athletes in football, rugby and tennis are among those to be targeted and H&H has reported cases of top-level riders and members of the racing community receiving abuse on social media.

FEI legal director Mikael Rentsch told H&H that online abuse is a “growing concern” and the FEI sees a “clear peak” around the Olympics, World Championships and European Championships. The monitoring system was adopted following discussions earlier this year between the FEI and the International Dressage Riders Club and International Jumping Riders Club on how better to protect athletes, when the “vast majority” of abuse comes from those not under FEI jurisdiction.

“Through Signify monitoring we can try to identify who is behind the comments, because that’s one of the key challenges,” said Mr Rentsch.

“We can remove abusive content from official channels – but we don’t want to censor. Constructive criticism and respectful debate remain an important part of sport and will continue to be welcomed.”

Mr Rentsch added that the FEI will continue to monitor horse abuse matters raised on social media and investigate or open disciplinary proceedings as appropriate – but he said the organisation has to be “mindful” because images and videos can be edited or AI-generated.

Riders, officials and national federations heading to Aachen will be invited to online training sessions with the FEI and Signify around protecting themselves online.

“We are still fine-tuning the content, but we’ll cover the dos and don’ts and best practice. We want to be there to help – this is in no way to prevent athletes commenting online, it’s a service to really help them navigate through this quite ‘Wild West’ sometimes,” said Mr Rentsch.

Signify Group’s head of sport Jake Marsh told H&H that the company has helped athletes and governing bodies across sports including football, rugby and tennis. The software can detect 32 different types of abuse and threat, across 100 languages, including slang words – and it is tailored to detect sport-specific terminology.

“The monitoring picks up anything that is abusive or threatening, that’s then filtered further for severity and whether it needs to go through to investigation,” he said, adding that through intelligence and analysis of various platforms, the aim is to provide an identity or identifying details of the person carrying out the abuse to pass to law enforcement.

Mr Marsh added that they want athletes to know they will be supported.

“If they get something they are concerned about or it makes them feel uncomfortable, we want them to report it,” he said. “Once athletes know they can report it and there’s a process, they tend to start thinking, ‘Actually, I can do something about this.’”

Helen Nicholls, British Equestrian World Class performance director, told H&H it fully supports this “great initiative”.

“An online presence is part of everyday life for many athletes, and we must work to ensure their safety and mental wellbeing,” she said.

“Working with UK Sport, we have access to similar digital safeguarding resources and the athletes find it very beneficial.”

British rider recognised as winner after FEI review overturns event results: ‘My horse deserves this’

British rider Storm Straker has been announced as the new winner of the CCI4*-S at Royal Jump (28-31 May), after a “comprehensive review” by FEI headquarters into the issues around the optimum time, as reported by H&H, resulted in a change to the official results for the French event.

The optimum time in the class was altered from 7min to 6min 36 sec before the cross-country. Under the 6min 36sec optimum time, Storm was the winner with Fever Pitch, but the original time was reflected in the final results given on the day. This placed Storm in fifth because she was further from the optimum than riders who had missed the 6min 36sec target but were inside 7min. These results have now been overturned by the FEI review, and Storm recognised as the winner.

“I am very pleased that the FEI reviewed the matter thoroughly and that the results have now been corrected,” said Storm, who previously rode at the top level as an amateur, working in rural insurance, but has been riding professionally for nearly two years.

“The accuracy of course measurements and optimum times is fundamental to fair competition, and it is important for the confidence and integrity of our sport that the rules are applied consistently,” she added.

“Most of all, I am delighted for ‘Pitchie’. He gave an exceptional performance on the day, tried his heart out, and truly deserves this recognition. He has been an absolute superstar, and I am proud to see his effort reflected in the official result.”

FEI acknowledges “confusion and uncertainty” as Storm Straker judged Royal Jump winner

In a statement released today, the FEI said that the review, based on information provided by the technical delegate, course-designer, assistant course-designer, organising committee, ground jury members and participating athletes, established that:

• The cross-country course was originally measured prior to the competition at 3,990 metres, and an optimum time of 7min was initially published.

• Following concerns regarding the accuracy of the original measurement, the course was remeasured before the CCI4*-S competition. The revised measurement determined that the course was 3,790 metres in length, 200 metres shorter than originally measured.

• Based on the revised distance, the technical delegate, in consultation with the course-designer and assistant course-designer, determined that the optimum time should be amended from 7min to 6min 36sec to comply with the speed requirements applicable to a CCI4*-S competition under FEI eventing rules.

• The revised optimum time of 6min 36sec was communicated, prior to the start of the competition, to the athletes through multiple channels, including the athletes’ briefing, information displayed at the start area, the cross-country app, the event website and verbal communication from event personnel.

• Athletes subsequently rode the cross-country phase on the understanding that the optimum time was 6min 36sec.

• Following completion of the competition, while the results were based on the optimum time of 6min 36sec, it was identified that the initial optimum time of 7min remained displayed on the official noticeboard, and the results were subsequently recalculated using 7min as the optimum time.

A spokesperson for the FEI said: “Having considered all available evidence, FEI headquarters concluded that the optimum time of 6min 36sec correctly reflected both the measured course distance and the speed requirements prescribed for a CCI4*-S competition under the FEI eventing rules.

“FEI headquarters further concluded that athletes had been clearly informed prior to the start of the competition that the optimum time had been amended to 6min 36sec and that they competed on that basis. Results based on an incorrect optimum time of 7min would be against the FEI eventing rules and would not allow athletes to earn minimum eligibility results and/or ranking points.

“For these reasons, FEI headquarters has determined that the official results of the event must be validated using an optimum time of 6min 36sec.”

These new results, with Storm as the winner, will be published on the FEI database and used to calculate the new world rankings.

“The FEI acknowledges the confusion and uncertainty that this matter has caused for participants and wishes to assure all involved that it is being taken seriously and will be reviewed thoroughly,” said the spokesperson.

“The FEI is also aware of concerns relating to certain organisational aspects of the event, including facilities and logistics, which will be addressed with the organiser.”

New FEI horse welfare ‘task force’ to review blood rules across the sport

The FEI has set up a “task force” to review horse welfare across equestrian sport – including thorough investigation of the blood rules.

The group will be led by an independent “facilitator” and include chairs of discipline and regional groups, as well as of the athletes’ and veterinary committees, and representatives of national federations, key stakeholders and officials.

“Following the FEI General Assembly in November 2025 where restructured FEI jumping rules were approved, FEI secretary general Sabrina Ibáñez said the sport had taken note of the request from several national federations for a more harmonised approach to protocols, regulations and sanctions across all disciplines,” an FEI spokesperson said, adding that the task force is a result of this.

“The primary objective of the task force is to review current protocols, regulations and sanctions across all disciplines and recommend a more harmonised regulatory framework before, during and after competitions.”

The FEI has approved objectives for the task force including carrying out a “comprehensive review” of blood rules, in general and for specific disciplines.

The group will also identify any inconsistencies and gaps in the regulatory framework, assess proposals for rule changes on this topic and ensure “any proposed harmonisation upholds the FEI’s commitment to horse welfare, whilst acknowledging and providing for any strictly necessary discipline-specific nuances”.

This follows controversy over the blood rules approved at the end of last year.

Ms Ibáñez said: “We have very different disciplines within our sport but we share a common goal of ensuring the best welfare for our horses and our athletes. Injury occurs in any sport but it is our responsibility as the governing body to review, reduce and regulate, where possible, using clear protocols, rules and sanctions that everyone in our sport and our millions of fans understand and respect.

“We hope this joint task force of representatives across our sport will be able to review, discuss and debate protocols and regulations in a unified and open way and, where possible, reach common recommendations for approval by the FEI board and ultimately the FEI general assembly”.

Invitations to join the horse condition task force have been sent this week and the aim is to hold the first meeting on 29 June.

‘A good thing’: major rule change for World Championships for young horses welcomed

Changes have been announced to the jumping World Championships for young horses following concerns about horses “racing against the clock” at last year’s competition.

The World Breeding Federation of Sport Horses (WBFSH) and the FEI confirmed an “important update” to the format for five-year-olds at Lanaken; these classes will be judged using an optimum time, instead of against the clock.

The federations said the change will “place greater emphasis on correct and educational riding, reduce time pressure and better support the developmental stage of younger horses”.

Minimum eligibility requirements (MERs) have also been introduced – to ensure horses arrive at the championships “with an appropriate level of preparation”.

Five-year-olds must jump three clear rounds in CSIYH competitions or within a “selection procedure organised by a national federation” over fences of at least 1.15m, in the year of the championships. The same applies for six-year-olds, but over fences at least 1.25m, and for seven-year-olds at 1.35m.

Last year’s five-year-old final generated widespread concerns over horses “racing against the clock”. William Funnell raised this in his H&H column (9 October 2025) and WBFSH committee member Katy Holder-Vale told H&H rule changes were under discussion as “a lot of people felt that the five-year-old horses were under pressure to go fast” (news, 12 March).

Too many unprepared

Ms Holder-Vale told H&H that during a meeting of the WBFSH, FEI and stakeholders including riders, it was agreed that “too many five-year-olds were not very well prepared and didn’t cope very well with last year’s course, and there were too many in the jump-off”.

“Horse welfare has got to be the first thing you think of. It’s important that we’re showing care for those young horses and we believe this is a sensible strategy,” said Ms Holder-Vale, adding that it is hoped federations will introduce similar changes nationally.

“It will be more difficult for horses to qualify, but the hope is that the horses presented at the final are well prepared to come to a championship.”

Breeder and young horse producer Carron Nicol was a spectator at last year’s World Championships for young horses and told H&H it was a “difficult watch”. She attended the meeting and supports the optimum time format.

“I think it’s a good thing,” she said. “If you keep racing horses against the clock, they don’t learn to jump in the correct way. They must learn to jump in balance and accept the rider’s aid. Once you start galloping horses round, more rein is needed, and it makes for a lot of mistakes – that’s not the way to produce horses.”

A positive step

William Funnell told H&H the new format and MERs are “a step in the right direction”.

“It’s going to be a learning curve for everybody the first year, but racing five-year-olds around definitely didn’t work last year,” he said. “We’re ruining a lot of horses doing that – and the fact they’re doing something about it means that it’s not OK.”

William added that he would like optimum time to be brought in for the British young horse championships at Hickstead, which are a qualifier for Lanaken.

“We could be ahead of the game here and it could be good practice for getting the optimum time,” he said.

H&H has approached BS for comment.

An FEI spokesperson told H&H the FEI and WBFSH have shared views on the continued development of the World Championships for young horses “with a strong emphasis on safeguarding the welfare of young horses” – and the FEI worked with the organising committee and WBFSH to support this aim.

‘The FEI seems to be moving at a collected walk rather than an extended canter on things that “cannot wait”,’ says Carl Hester

Carl Hester shares his views on the importance of the give-and-retake in dressage and the need for collective marks

Some 18 months ago, I wrote about introducing give-and-retake of the reins at small tour and grand prix level – an idea that came out of a conversation with Kyra Kyrklund.

That initiative gained great support at the FEI General Assembly last year, tabled under “changes in the rules that cannot await because of their impact on the welfare of the horses or the safety of the athletes”.

I advised anyone who doesn’t already incorporate give-and-retake in their training to start practising – it should be part of everyone’s routine.

At the recent FEI Sports Forum in Lausanne at the end of March – where it was reported that stretching on a long rein was recently trialled at a test event at Warendorf, Germany – it was discussed again as “being worked on”.

What I hope is achievable is a guideline as to what amount of stretch is expected and acceptable. My opinion is that horses stretch a lot better in rising trot, so I hope that whether to sit or rise will be left to riders.

Of course, these matters have to be trialled and worked out properly, but all I can say at this stage is that the FEI seems to be moving at a collected walk rather than an extended canter on things that “cannot wait”!

Collective marks

The 2017 FEI General Assembly voted in favour of the Dressage Judging Working Group’s proposal to remove the collective marks for paces, impulsion and submission and replace them with a single collective mark for the rider’s position, seat, correctness and effect of the aids.

There was an outcry, with German team trainer Monica Theodorescu and German five-star judge Dr Dietrich Plewa in particular producing very valid reasoning in opposition.

As Monica said at the time: “The collectives are essential to highlight the value of the principles of dressage. The judge gets the opportunity to weigh the rider’s focus positively or negatively, the clarity of gaits, throughness, connection, activity from behind and much more.

“I hope that because of this change we won’t return to seeing horses who are not loose, nor relaxed and lack natural expression.”

Dr Dietrich Plewa – who retired in 2019 – admitted at the time that judges had used collectives to influence the overall score but made some pertinent points, particularly about the marks for paces and for submission.

On the paces mark, he said: “When a horse shows mistakes in the rhythm in the test, which are not enough to eliminate the horse, then we could have expressed our remarks on balance and clarity in that collective mark.” Makes sense to me.

While some argued that the collective qualities should be addressed in the mark for each movement, collectives for paces and submission – but let’s call that something else, please – play a valuable role, it’s hoped they will be reinstated after consultation.

After all, if a rider sits perfectly for a nine yet the horse has its mouth open or tongue out, that does not make sense and does nothing to promote harmony in our sport.

Sunshine time

With the recent change to decent weather and a bit of sunshine, it’s fantastic that all the horses are able to get much more turnout. The difference in their bodies after several months of limited turnout is incredible to feel. It just validates the reasoning for turning out. I can feel the difference in them almost immediately, not just physically, but mentally, too.

Finally, while it was sad to see so few high-class entries at the World Cup Final in Texas – it seems people don’t want to travel these distances in the current climate – our Becky Moody took the plunge, and what a decision it proved to be, with her and Jagerbomb taking the title. Congratulations to them both – it’s thoroughly deserved.

‘They have to fall in love with the basics’: how to set young riders up for success discussed at FEI Sports Forum

How to support and develop young riders to set them up for success in future was debated by top coaches and rising stars at the FEI Sports Forum (30–31 March).

Youth athletes accounted for almost half (49.99%, 21,375) all FEI registrations in 2025, of which 74.1% were female. FEI data from a snapshot survey also shows the average age that former youth champions (who won a title between 2013 and 2015) stopped competing internationally is 22 years old, but that most (62%) are still in the equestrian industry and 75% would be interested in competing at FEI level again.

The FEI invited 20 up-and-coming riders to take part in the 2026 sports forum and also had two panels, covering subjects including coaching, support structures, access to horses and shows and the double-edged sword of social media.

Corinne Bracken, performance manager of the Hong Kong Jockey Club who trained British youth squads for many years, spoke about the importance of treating each rider as an individual, and why she loves cross-discipline training.

“As you go on in your career as a youth athlete, if you’re jumping fences, you have to know about dressage. If you’re riding in balance as a dressage rider, it’s really good to ride over poles on the floor, because you understand the different way a horse moves,” she said.

“So I think the disciplines are completely interactive and when you specialise somebody in one sport too early, they don’t realise the benefit all those other things can bring to their total knowledge. I try to keep riders as broad-spectrum as possible. Even taking an older athlete to do a second discipline – a very successful showjumper – giving him a second discipline has improved his showjumping.”

She was asked about how she goes about engaging young people with the theory side of horsemanship, while also fuelling their desire to be in the saddle.

Mrs Bracken encouraged the industry to ensure the best coaches are working with youth and said how critical it is to grab their attention.

“They have to fall in love with the basics of the sport, and by falling in love with the basics, that will be the basis, the foundation, for the rest of their lives. But that’s the coach’s responsibility and it’s a huge responsibility,” she said.

Medal-winning British showjumper Joe Stockdale spoke of the importance of mentorship and having a support system.

“You can get coached all you want and you can understand how to ride and how to jump, but there’s so much more behind the scenes that when you first start out, you have no idea what to do,” he said, giving examples such as entering international shows, travel post-Brexit and management of the horses.

“You can’t be one-dimensional and just be a good rider nowadays. You need to tick so many boxes to just survive and keep your business alive.”

Hallye Griffin, director of FEI sport at US Equestrian, spoke about the ethos the national federation has on its pathway programmes.

“We know that not everyone’s going to make it to the elite levels, and it’s OK if they’re not all going to make it to a podium. They don’t all become members of medal-winning teams. What’s most important is that we’re developing good horsemen,” she said.

FEI secretary general Sabrina Ibáñez said it was a “source of pride” to see young people contributing on every topic at the forum, their knowledge and their enthusiasm.

Top dressage could feature stretches and snaffle bridles in all grands prix

Top-level dressage tests could be rewritten to include stretching movements and the FEI is crunching the data before making a decision on allowing snaffle bridles for all grand prix tests.

FEI dressage director Ronan Murphy told the FEI sports forum (30 to 31 March) that a working group has looked at the dressage tests, with a particular focus on whether movements that “demonstrate suppleness, balance, self-carriage” and “underline the principles of the scale of training at all levels” should be introduced.

Raphael Saleh, president of the ground jury at Paris 2024 and a member of the FEI’s working group, said the FEI is considering two new movements at grand prix – stretching on a long rein in trot and giving and retaking the rein.

Mr Murphy said: “Traditionally, we’ve had some of these movements in some lower level tests or the youth test, but now we’re looking at whether this is something we could introduce in higher level tests.”

Mr Saleh added that most riders and trainers incorporate these kinds of practices into their training already, but that this would encourage good practices from places where dressage is developing and have a positive impact on the sport’s future.

“We also have to consider the sports worldwide, not only for the top nations and top riders. Introducing this exercise in the test would push riders to work on the basics in their daily training,” he said.

Monica Theodorescu, deputy chair of the FEI dressage committee and who is also on the working group, said: “From the training side, if the movement is in the test, it will be practised, and if it’s practised, it’s for the wellbeing of the horses.”

The FEI has allowed riders to choose between using a snaffle or double bridle at grand prix up to and including CDI3* level since the start of 2026. But the forum heard that calls continue for snaffle bridles also to be an option at four- and five-star shows.

“We’ve only started to really gather the information from the change we made last year,” said Mr Murphy.

“We can see that at three-star level, in the first two months of the year, we had 207 grand prix tests and 20 (almost 10%) of the athletes chose to ride those tests in the snaffle bridle.

“We’ve used that information also to look at the scores awarded by the judges, because we feel there are a lot of different questions around this particular point and we have many stakeholders who have different views.”

He added that the FEI is “seeing a very normal distribution of results”, but that it is “way too early yet to make any conclusions” from the limited data gathered so far.

The forum also discussed whether artificial intelligence could support the technical side of judging, if warm-ups should be live-streamed, whether judges’ comments on test sheets should be published, and more.

British Dressage (BD) chief executive Jason Brautigam thanked the dressage committee and working group for “very positive and constructive changes”.

“I would encourage everyone here to focus on the bigger picture now and be ambitious and progressive in our approach, rather than protective and defensive. I do believe it’s a vitally important opportunity to not only develop, but also protect the future of our sport,” he said.

“Riders will only train their horses to achieve scores awarded by the judges. So we do need to start at that end point and work backwards. Therefore rewarding harmony over tension throughout the test is definitely the right approach, recognising balance, self-carriage, suppleness, throughness, ease and lightness, as the panel has rightly highlighted.”

“But I do think we should also look at supporting a review of the coefficients, particularly for the more difficult movements, because again, that is the incentive to go for those higher marks. Not just the degree of difficulty in the freestyle, but the coefficients across the board.”

He added that BD would welcome a judge monitoring programme that could potentially be extended to stewards, to ensure standards are applied consistently and can be reviewed.

Format changes proposed for LA28 Olympics – but three riders per team will remain

A little tinkering with the format for the LA28 Olympic and Paralympic Games is expected this year, but there will be no return to four on a team.

Proposed updates to the Olympic and Paralympic rules were discussed at the 2026 Sports Forum. These will now be debated over the summer before final versions are put to a vote at the FEI general assembly in December.

For eventing, it was suggested that the penalty for substituting in the alternate combination should be raised from the current 20 penalties.

There were three proposed changes to showjumping: a tweak to the rules to allow a replacement team to jump in the final, should one of the original 10 qualified teams opt not to start; provision for jump-offs for all medals in the team and individual finals – previously it was just for gold – and modifications to the draw for the individual qualifier.

In eventing, dressage and para dressage there are proposals around what should happen to team scores in the event of a competitor being disqualified. In dressage, the FEI is also looking at potentially changing what happens to team scores if a rider is eliminated (eliminations and disqualifications are viewed differently), plus tweaks to the grand prix draw. The minimum age of horses competing at the Paralympics is proposed to be raised to seven from six years old.

International Jumping Riders Club president Francois Mathy Jr suggested that the Longines League of Nations format is used for team showjumping, so four competitors jump the first round (with a drop score) then only three tackle the second round with all scores to count.

“In many cases, one bad round eliminates any chance to be [in the team final],” he said. “I think it would make the sport more interesting.”

He also proposed changes to qualification for the individual final. The startlist for the final is currently decided on one individual qualifying round, but Mr Mathy suggested competitors also jump the first round of the team qualifier and the best 30 athletes go forward to the final.

FEI executive director of sport and games Áine Power responded, saying that the four/three team idea is interesting, but that the agreed quota of competitors equestrian sport is allowed to have is a “hard number”. She added that mixing the team and individual qualifiers would make it hard for people to follow.

Carl Hester warns riders to ‘be careful what you wish for’ ahead of the FEI dressage rules revision

Carl Hester welcomes the news that six international dressage shows will be held in Britain this year, and warns fellow riders that welfare rules can sometimes result in unintended consequences

With the FEI World Championships for dressage taking place this August at Aachen – alongside those for showjumping, eventing, para dressage, vaulting and driving – a feast of equestrian excellence beckons.

The fact we have six international dressage shows in this country in 2026 is also amazing. In the run-up to the worlds, we are so fortunate to have three fabulous venues hosting internationals: Hartpury, Hickstead and Wellington Riding. To have the opportunity to watch our team hopefuls ahead of selection is great, and that spectators can watch – wait for it – for free, is brilliant.

In previous years, Addington has hosted the earliest fixture in the British international calendar, but after the venue’s recent management change, there wasn’t time to confirm the FEI schedule. Kelvin Bywater, who has loads of experience, has taken on the lease at Addington, so I wish him well. Hopefully next year we’ll be back there?

Hartpury stepped in at short notice to cover the event, and it’s fantastic they can host our senior, youth and para riders (30 March–3 April). With Hickstead back on the calendar in May, thanks to Daniel Watson and his Aster Events team, and Wellington Riding in June, we have a brilliant run of internationals on home soil.

Please do come and support our riders on the road to the World Championships. Everyone is welcome! There is always talk of expense to watch shows, but the cost of running shows has gone through the roof. Take the opportunity to support not just our horses and riders but these brilliant venues for free.

Also remember that the NAF Five Star Winter Dressage Championships are free to attend for spectators, so nip along to Addington to watch (15–19 April) – you can learn so much.

Welfare and rules

A hot topic is the upcoming FEI rules revision. Talking to British Dressage (BD) CEO Jason Brautigam, I totally agree with him that this presents a bit of a rallying cry – an opportunity to make positive and progressive changes with the horses’ welfare at the forefront.

Jason is always in favour of harmonised rules across the disciplines, as am I, but I agree that any move to replicate showjumping’s revision of the blood rule would be a retrograde step.

The new rule, which came into force on 1 January, states that rider-induced blood on the horse will no longer lead to automatic elimination but be replaced by a system of recorded warnings. Britain has not followed suit at a national level. British Equestrian and British Showjumping were among the delegations to make efforts to halt the proposal.

All I’d say to those who supported the revision is: be careful what you wish for. Several showjumpers already have a first warning – and two in 12 months mean suspension. A second near team selection could see the rule come back to bite them.

The deadline for submissions from national federations is this month, so let’s get behind FEI dressage director Ronan Murphy and the dressage strategic action plan working group, of which my team-mate Gareth Hughes is a member. We must focus not just on welfare, but on always putting the horse first – transparently.

On another note, I’m not very technical, but was interested to hear from Jason about the upcoming launch of a new BD app next month, developed with Wild Monkey Factory, the brains behind Horse Monkey. It’ll enable riders to access a variety of information, such as their record, profile, history and results, and receive push notifications when they gain a qualification. Clever stuff!

The year of the fire horse

Finally, when this column’s in print I’ll be competing in Doha. Fame’s fit and on great form. The show runs 18–21 February. The new Chinese Year starts on 17 February. It’s the year of the fire horse and it’s said to come galloping in bringing bravery, optimism, courage and action. Here’s to all of those – just no galloping in the tests, please, Fame!

Falls, frangibles and concussion in the eventing safety spotlight

Are concussions being under-reported, should we be looking deeper into falls not at cross-country fences – and how can we make sure that frangible devices are activating correctly?

These were the major talking points at the FEI Eventing Seminar (31 January to 1 February), led by FEI eventing committee chairman David O’Connor and FEI risk management steering group chairman Stuart Buntine.

The pair summarised data from events globally, including starters and fall statistics, saying the general picture is “positive”.

“It’s really important we look at a lot of these statistics, not just for what happens this year, but we actually take a 10-year look at the direction,” said Mr O’Connor.

FEI figures show the percentage of rotational horse falls has decreased from roughly one in every 664 starters in 2016 to one in every 1,336 in 2025. Non-rotational horse falls have also decreased – from 1.24% of starters in 2016 to 0.85% 2025.

Mr O’Connor said the reductions show “a lot of the work we are doing is working”, giving examples of frangible technology, course-design, understanding of how horses see and minimum eligibility requirements.

“We want them to continue that road, to go down even farther. That is no question. But it does say these decisions that have been made over the last 10 or 15 years are working,” he said.

The FEI sets maximum horse fall targets for each level, which it aims to be below each year. The percentage of falls came within target at all levels, with the exception of CC3*-L (at 1.56% in 2025, compared to a target of 1.5%).

Mr O’Connor explained that the targets were set 15 years ago and questioned whether they are still appropriate “or can we push a little harder now to judge ourselves in a harder way?”

In recent years, the FEI has also improved the data it has collected on where falls happen at competitions, and on concussions.

Between 2018 and 2025, unsurprisingly most falls (75.21%) were at cross-country fences. But that means around a quarter of falls in this time occurred elsewhere – 6.69% on the flat across country, 11.08% in the showjumping, 6.92% in warm-up areas and 0.1% in the dressage. In 2025, 27.8% of falls were not at cross-country fences, including 10.22% in the warm-up.

“I think that is an important thing for us to realise, not that we’re letting ourselves off the hook for the cross-country falls,” said Mr O’Connor. “The one that surprises me is that 10% of the falls are actually in the warm-ups, getting ready for the competition.”

This sparked questions – in 2018, only 4.36% of falls were in warm-up areas and Mr Buntine asked if that increase can be accounted for by better reporting. Others asked whether there is a correlation between warm-up falls and falls on the cross-country, which has not yet been analysed.

“We are now at a place where the statistics can bring these questions up,” said Mr O’Connor, explaining how the data can lead to more analysis. “We just need to keep asking what the next questions are.”

British Eventing (BE) gave H&H a detailed breakdown of British figures, in national and international classes.

In 2025, there were 1,282 falls in total (FEI and BE); 923 on the cross-country, of which 838 were at a cross-country fence and 85 on the flat across country; and 359 elsewhere (not on the cross-country).

Following her presentation on BE’s engineering innovation competition (news, 18 December) on the second day of the seminar, BE chief executive Rosie Williams brought up the number of falls away from the cross-country course.

“We are looking into why is that happening, when’s it happening, what was the weather, was the horse shod… Because we need to reduce those falls as much as possible,” she said.

Eventing safety: are concussions being reported accurately?

Concerns were raised that concussions are potentially under-reported.

The FEI changed how it accounted for concussions in 2018, giving them a separate column in its injury reporting table.

In 2025, a total of 11 serious concussions were reported in international eventing worldwide. In the explanatory notes accompanying the FEI’s risk management data, the FEI states that “22 concussions were reported, 11 combined with a serious injury and 11 with a slight injury”.

Mr O’Connor said he believes the number of concussions is “under-reported” in international eventing.

“I don’t know if that’s an accurate number, though I do believe that number will become more accurate over the years – as we have found out through the data collection process [in other eventing safety statistics], it was probably eight or nine years before we started to get really reliable data,” he said.

“Now we’ve had what we think is fairly reliable data in most things since 2013, so it does take a while and I think this is one of the places we are looking to increase the reliability of that number.”

Frangibles: ‘We have to make sure they deploy correctly’

The risk to safety and sporting fairness when frangible devices are not fitted correctly was highlighted by Mr Buntine.

“If we’re going to use these [devices], we have to make sure they deploy correctly,” he said, referring to the situation in general rather than to any specific country, as was the case throughout the seminar.

Mr Buntine showed examples of where fences have moved when hit by a horse, dissipating the force and meaning that a device has not activated. And he cited cases where measurements involved in fitting a frangible device have been incorrect, which again means it has not worked as it should.

He said it is both a safety and an integrity issue if frangible devices do not deploy correctly.

“Athletes must have confidence that the technology is correct and it works in the correct manner,” he said.

“We need to make sure these fences do work – and work when you want them to work, so they do save falls. But also that they don’t activate too soon, because we don’t want to be issuing penalties when they shouldn’t be there.

“They’re there to prevent or reduce rotational or bad falls, and that’s their role, but not to activate early. So I think as officials, if we can just keep a focus on that, it would hopefully help some of these wrong activations from happening.”

Falls not at cross-country fences: the German picture

The German federation has dug into its own data and found that most falls in its national competitions are not at cross-country fences.

“We see in our national competition an unbelievable number of 75% of all rider falls happen without even jumping the fence,” said Philine Ganders-Meyer, of the German federation. “It’s enormous, and we are still working on it. It is, in the end, [about] rider fitness and rider education.”

The German data from 2025 shows these unseats are on the flat, and in situations associated with approaching a fence. It also showed that 16 of its 30 horse falls were either on the flat (15) or “without jumping the fence, but combined with the approach” (one).

“I think there’s a couple of things maybe to look into, because it’s a surprisingly high number,” said Mr O’Connor.

Eventing rule changes for 2026 – what you need to know about voice aids in dressage, tack rules and flag penalties

Are you up to speed on your eventing rule changes for 2026? We’ve looked at both the British Eventing rules, governing national competitions, and the FEI rules, which are in place for international classes, to highlight key changes.

British Eventing rule changes 2026

Voices in dressage tests

Rule 6.1.4.5, page 44

What’s changed: this is an interesting “non-change” insofar as BE has had to add wording saying use of the voice is prohibited in dressage tests and will be penalised with the loss of two marks for each movement where it occurs.

There is no change here – use of the voice was not previously allowed in BE tests, but because BE dressage is governed by the rules of British Dressage, which now allow discreet voice aids, BE has had to clarify that it’s still banned in eventing.

Pulling yourself up across country for safety reasons

Rule 6.3.9.14, page 60

What’s changed: for the first time the rulebook makes provision for a rider to pull themselves up across country “on grounds of safety” – the specific reasons mentioned are a loose horse, loose dog or something blocking the course – and have their time adjusted.

Previously this time adjustment has only been covered in the rulebook if the competitor was pulled up by officials (which can also still happen).

Water trays in showjumping

Rule 6.2.6.3, page 50

What’s changed: if you’re competing at novice level or above, you need to teach your horse to jump a water tray – the new showjumping course and obstacle table shows that a water tray will be used from this level upwards if available. This isn’t actually a change, but a clarification aimed at improving consistency in course design and horse education.

Tack rules

Rule 7.19.2, page 68

What’s changed: bridles without throat lashes are now allowed in the dressage (but a throat lash is still needed for the jumping phases).

Rule 7.19.2, page 69

What’s changed: two changes around nosebands. Firstly, double or dual nosebands are now allowed for the jumping phases, including Kineton nosebands/bit lifters.

Secondly, a chain on the lower strap of a grackle is now allowed in the jumping phases, but the chain must be covered for cross-country. Chains on the inner surface of nosebands are still banned.

Rule 7.19.7, page 72

What’s changed: this is not a new rule, but it has been clarified that when using a running martingale in the jumping phases with two reins, the martingale rings can only be used on the top rein.

Option to run British open championships at four-star

Annex 6, page 170

What’s changed: the option has been added for the British open to be run at four-star, rather than as an advanced. With the championships now at Hartpury Horse Trials and the CCI4*-S proving much more popular than the British open there in terms of quality and quantity of entries, it will be interesting to see if the classes are combined this year and whether that can rejuvenate the open.

Jumping fences after retirement in showjumping

Rule 6.2.9, page 49

What’s changed: the rulebook now formalises that you can “make up to two attempts to jump any single obstacle in the proper direction” after retirement in the showjumping; previously the rule only allowed this after elimination.

Continuing before the bell after being stopped in showjumping

Rule 6.2.7, page 48

What’s changed: if you are stopped by the judge or stop voluntarily in the showjumping and then continue before the bell, you are eliminated – this is unchanged from last year’s rules. However, what’s new is that at BE80, BE90 and BE100 level, you will be allowed to finish the round before being eliminated.

Eligibility for BE80 championships

Annex 6, page 165

What’s changed: combinations who have gained foundation points at BE100 can now compete in BE80 regional and national championships.

Qualifying after the ballot date

Annex 6, page 164

What’s changed: a new rule states that combinations qualifying for a championship, series or qualifier after the ballot date will only be accepted at the organisers discretion and if the timetable allows for that specific class. If necessary, a wait list may be held.

Cross-country falls on the flat

Rule 6.3.11.4, page 61

What’s changed: a new cross-country rule sets out that a fall of rider or horse and rider that is not associated with a fence is a fall on the

flat (FOF) and that any fall within the lettered elements of a combination is considered to be associated to that fence.

Vaccinations

Rule 10.2.1, page 90

What’s changed: the wording has been updated to reflect BE moving from six-monthly to annual boosters and also remind riders that disciplinary sanctions will be applied for vaccination violations.

Coaching sessions for those whose riding gives cause for concern

Rule 3.8.6, page 23

What’s changed: the wording covering what happens if someone’s riding has given cause for concern, but without resulting in a disciplinary sanction, has been updated to say that if additional coaching sessions or assessments are needed, they will be paid for by the member or associate.

Electric and push bikes

Rule 5.2.1, page 38

What’s changed: the wording has been updated so that the clause covering disciplinary sanctions if members or their connections are found to be riding or parking bikes in an unsafe manner, which includes following a horse cross-country.

FEI eventing rule changes 2026

Flag penalties

Article 548.1, page 73

What’s changed: penalties for missing a flag across country have been reduced from 15 to nine.

Dressage scoring

Article 544.1.2, page 59

What’s changed: at higher level events and four-star championships, previously only marks for flying changes could be reviewed and altered when there was a difference of three points or more between judges. This has now been expanded to include halts, rein-backs and walk pirouettes.

Blood rules

Article 526.4, page 44

What’s changed: the rules around blood on the horse in the showjumping phase have been rewritten to bring them in line with the new blood rules in pure showjumping. In short, previously all horses with blood on the flanks or bleeding in the mouth were eliminated. This has been replaced with wording stating that any blood on the horse caused by the tack, equipment or athlete results in a recorded warning.

These will be issued by the ground jury in minor cases after providing the rider with the opportunity to have a hearing. There is still provision for stronger penalties where warranted as cases indicating abuse can be dealt with under that rule and in all cases of blood, the horse can only continue in the competition if the ground jury, in consultation with the veterinary delegate deems the horse fit to compete.

Whip rules and sanctions

Article 525.2, page 22; article 526.1.3, page 45; annex 1, page 87

What’s changed: the wording around use of the whip has been tweaked and separated by sanction type in terms of what offences lead to a recording warning and what to a yellow card. There is also new wording stating the whip is “not to be used to discipline the horse”.

A new Annex 1 has also been introduced “presenting all eventing sanctions in a single table for easier overview and comparison”.

Horses acting as schoolmasters

Article 504.2.1, page 19

What’s changed: previously, horses that had achieved minimum eligibility requirements (MERs) at World Championships, Olympic Games, or CCI5*s could not compete in one or two-star events in the same or following year. This has been removed “to support the development of less experienced athletes and allow experienced horses to act as schoolmasters”.

In addition, horses at junior championships now cannot have obtained an MER in World Championships, Olympic Games, or CCI5* in the current year, whereas previously it was the preceding or current year.

Dress and kit mistakes in dressage

Article 544.2.1, page 59

What’s changed: there is some new wording around “technical faults” in dressage, which includes that if a rider starts their test with a whip, boots or bandages on the horse’s legs or with discrepancy in dress (for example, no gloves), “the judge at C stops the athlete and, if needed and possible, an assistant may enter the arena to remove the item(s). The athlete then continues the test from the movement where they were stopped. The marks given before they were stopped are not changed.”

The implication seems to be that this will be penalised with two penalties rather than elimination – we have asked the FEI for clarification on this and whether it’s a change from previous rules.

Agreement reached in Olympic rider’s human anti-doping case for prescribed medication

Irish Olympic showjumper Darragh Kenny can return to competition next month after serving a four-month provisional suspension.

On 13 October Darragh was provisionally suspended in a human anti-doping case relating to prescribed treatment for a medical condition.

Following the European Showjumping Championships in A Coruña, Spain, last summer (16-20 July) Darragh was notified of a positive result for a prohibited medication under anti-doping regulations. He confirmed that the medication was part of a prescribed treatment he was taking under medical supervision for attention deficit hyperactivity disorder (ADHD).

In an update, the FEI published that a “final agreement” was reached on 15 January and Darragh’s provisional suspension will end on 12 February.

At the time of his suspension, Darragh said he was cooperating fully with the FEI and the International Testing Agency, which handles human anti-doping cases. He emphasised that he “never intended to gain any competitive advantage”.

“My sole aim was to responsibly address a medical condition under professional guidance,” he said.

“I am deeply grateful to my national federation, my sponsors, owners, clients and the broader equestrian community for their support throughout this process. Thank you for your understanding.”

A spokesperson for Darragh told H&H that he does not wish to comment further on the matter.

Darragh is one of Ireland’s leading riders; he and Eddy Blue were part of the team that finished fourth at the Europeans, and came seventh individually. Darragh was part of the team at the Tokyo Olympics with VDL Cartello and the 2019 Europeans in Rotterdam, riding Balou Du Reventon.

Richard Davison calls for extra steps to ensure riders suspended for horse abuse change their training methods

Four-time dressage Olympian Richard Davison, who holds a master’s degree in law and advises sports lawyers on equestrian matters, believes introducing mandatory rehabilitation protocols within equestrian disciplinary sanctions could help offending riders change and improve the reputation of the sport

For some, the London International Horse Show might seem like a distant memory. But the performance of Lottie Fry and Glamourdale was outstanding and will stay with me for some time. All five of our British riders did us proud. It was great to welcome German-based Susan Pape back onto home ground and to enjoy Sadie Smith’s London debut.

Following the completion of her suspension, Charlotte Dujardin’s return to competition was fully justified. The principles of natural justice dictate that once a disciplinary sanction has been served, the matter is concluded, and British Dressage’s (BD) CDI selection policy rightly reflects this. Despite that, public interest in Charlotte remained high.

It was therefore a relief for many to hear welcoming cheers from at least a large part of the grandstand as she entered the arena. Under such scrutiny, her grand prix performance was a masterclass in focus and technical riding.

The two-day dressage package went down well and included educational and entertaining events scheduled between the two FEI classes. I hosted a thought-provoking “Dressage in the spotlight” session, bringing together visitors, representatives from the FEI and BD, riders and other professionals to openly discuss some of the key issues currently facing the sport.

Constructive sanctions

The issue of abusive training techniques arose. The discussion focused on a proposal for sanctions to include mandatory rehabilitation as a structured route back into the sport.

Rather than being punitive, the aim would be to provide psychological and educational support, alongside professional evaluation, to ensure that individuals take ownership of their actions and reform their training methods.

Iain Graham, CEO of British Showjumping, explained how they already provide this, and I have received a copy of the Danish federation’s equivalent protocol. Not all offending riders can face up to their actions. Instead, they target their frustration at those who reported them or the governing bodies that had to impose the sanctions.

Using Charlotte’s violations as a case study, I don’t think anyone could blame her if she were to feel as though she had been thrown under the bus by the person reporting her. I think she was. Why would anyone wait four years before reporting a welfare case if they cared about horse abuse?

On that basis, some understandably felt that the complainant’s actions were intended to harm Charlotte’s professional reputation.

But that is irrelevant and not the issue that incenses many onlookers. They remain shocked by the video depicting an Olympic champion, who previously promoted equine welfare, excessively whipping a horse while training it. On those grounds, they feel deceived.

The interests and wellbeing of horses must always be foremost, but surely the nature of these offences indicates that perpetrators are fundamentally misguided and in need of educational assistance and redirection where out-dated practices are entrenched. Most riders would struggle to rehabilitate without support, particularly under public scrutiny.

Relying on statements published in connection with disciplinary proceedings won’t cut it with the public. Nor will simply returning to the winner’s enclosure.

Remaining silent is also ineffective as it creates a void. This can too easily be filled with an assumption that the only reforms that have been made are those that ensure the perpetrator won’t get caught again.

This assumption may not be accurate, but in the absence of transparency, it’s difficult to counter.

Restoring trust

There are no guarantees when it comes to restoring lost integrity. The public tends to view cases involving animal mistreatment differently from other wrongdoings.

However, there is one common requirement if trust is to be restored: that all endeavours towards rehabilitation and reform have been exhausted.

Petitions against the use of horses in sport show no sign of easing. At present, BD and the FEI don’t include mandatory rehabilitation protocols within their disciplinary sanctions, but such measures could support both the rehabilitation of offending riders and the reputation of the sport.

For everyone’s sake, these protocols should be implemented as a matter of urgency.

Brit with ‘extensive experience’ takes on new role overseeing two FEI sports

Britain’s Molly Day has taken on the newly combined role of director of the eventing and driving department at the FEI.

Ms Day was formerly the chief executive officer of Equestrian Events Inc, which runs Defender Kentucky, and spent nearly 10 years with The Jockey Club before that. Her past jobs include general manager of Haydock Park and Carlisle racecourses. She will officially join the FEI on 1 February.

She takes over from Frédérique Reffet Plantier, who had held the position of eventing director since the start of 2025 but stepped away when driving was to be added to the job.

Ms Day said that she is “honoured” to take on the position.

“I look forward to bringing my experience in delivering major equestrian events and managing complex operations to this role,” she said.

“Working with the talented team in Lausanne, I hope to strengthen connections across these two disciplines, support organisers, officials, and athletes and help eventing and driving continue to grow sustainably at a global level.”

Ms Day, who holds a degree in festival and events management from Edinburgh Napier University, has served as a trustee of Calvert Trust Stables and on the Women in Racing committee, where she supported initiatives on safeguarding, sustainability, gender equity and talent development.

During her time running Haydock, she managed a major capital investment project, strengthened stakeholder partnerships and earned national recognition for customer experience. She also successfully oversaw the reopening of Carlisle racecourse following the pandemic.

FEI secretary general Sabrina Ibáñez said the FEI is “delighted” to welcome Molly to the team.

“Throughout the recruitment process Molly has demonstrated strategic vision, operational expertise, and deep knowledge of equestrian sport at the highest level,” she said.

“Her extensive experience, along with her trusted reputation within the community, makes her an exceptional addition to the FEI sports and games team.

“Molly’s proven leadership skills and strategic approach will be invaluable as she takes the helm of our newly merged eventing and driving department. We are confident that under her guidance, the disciplines will be strengthened and positioned for sustainable growth on the international stage.”

Dressage blood rule clarification and changes to eventing series: what’s coming for FEI competitors in 2026

The FEI has paved the way to allow organisers to record video footage of dressage warm-up arenas and also clarified the discipline’s blood rules ahead of 2026.

The changes are in addition to the news that riders will be allowed to choose whether to ride in a double or snaffle bridle up to CDI3* (news, 30 October), which was given the green light at this month’s FEI general assembly.

The dressage rules previously stated that if the judge at C suspected fresh blood anywhere on the horse during a test, they would stop the horse to check for blood. If it is found, the combination is eliminated.

This has been amended to remove the words “during the test” and instead make it clear that it is “from the moment the combination enters the space around the arena until the test is concluded”.

An FEI spokesperson told H&H the amendment “clarifies an existing position, i.e. judges may observe the horse prior to the start of the test”.

“This was always implicit in the rule, and the update ensures this point is clearly understood and applied consistently,” said the spokesperson.

Changes in dressage rules for 2026 also include the FEI specifically stating that organisers and the FEI are permitted to use a static camera to record video and live-stream practice arenas, to be shown at the venue.

H&H asked the purpose of this, to which an FEI spokesperson replied: “At certain venues – particularly indoor facilities – it is not always possible to allow public access to the warm-up area due to safety considerations.

“[This] therefore gives organisers the option to live-stream the warm-up to screens in public areas of the venue. This ensures that anyone wishing to observe the warm-up, including fans or media representatives, can do so, even when physical access is restricted for safety reasons.”

A dressage strategic action plan working group is also reviewing FEI tests at all levels, which Olympic gold medallist Carl Hester referenced in his H&H column (13 November). The single collective mark is also being renamed from “general impression” to “harmony”.

Changes to eventing Nations Cup

The four-star FEI Eventing Nations Cup series is being jazzed up to make it more exciting for fans.

Currently, the series runs solely on a points system, which means that it is effectively possible for winners to have been decided before the final starts.

Next year, each individual leg works as qualifiers (through points collected) and the top 10 teams progress to the season final – at which all will start on a clean slate.

FEI eventing committee chairman and Olympic gold medallist David O’Connor said this “should create great sport, great excitement and great passion”.

“I know riders always like to have something almost won before they get there. But for the fans, it’s great to have the competition come down to the last rail of the last person on the last day, like we did at the European Championships,” he said.

In 2027, a team ticket to LA28 will be awarded. This will be decided on a points system for the whole series, including double points at the final.

Other changes to eventing rules include reducing penalties for missing a flag from 15 to nine (news, 30 October).

Showjumping blood rule changes

H&H reported on calls from several national federations on a more harmonised approach to blood rules across disciplines (13 November). Following this, H&H asked the FEI what it meant by its commitment to look into this, what that looks like in real terms and if there is a rough timescale.

The FEI spokesperson reiterated the federation’s position statement, adding that it “will now consider this request and engage in further discussions to determine the appropriate process, scope and timing for any follow-up work”.

At an unrelated conference in London days after the General Assembly, FEI veterinary director Göran Akerström and FEI veterinary committee member Jenny Hall acknowledged that communications around the showjumping blood rule change could have been better.

“While the general assembly is publicly open and you can watch the recording now, what isn’t open are the sessions on previous days,” said Dr Hall, adding that during these there was “really full and frank discussion” about the change, which “really showed a different perspective”.

She added: “The veterinary committee completely supported this rule change. Because when you understand the nuances of the everyday rules, this [new rule] is a much more onerous sanction.

“It makes a huge difference to the normal jumping shows, because there is now the requirement for all horses that are seen to have blood on them to have a veterinary examination, which is not the situation in the current rule.”

Thousands sign petition against plan to ‘weaken’ blood rules in horse sport

Concerns have been raised over whether proposed changes in showjumping are “weakening” the blood rules – as the FEI states its “zero tolerance stance on horse abuse remains firm”.

H&H reported on new proposals – to be voted on by national federations at the FEI General Assembly (4–7 November) – that in cases of blood, horses will be allowed to continue in competition, if deemed fit by the veterinary delegate. For tack- or rider-induced blood, riders will receive a warning and if two offences occur in 12 months, they will be fined 1,000CHF and suspended for a month.

The FEI said the elimination and disqualification wording had been removed, as “other provisions in the rules apply for this” under horse abuse and excessive spur and whip use.

A petition, started by German equestrian journalist Claudia Sanders calling for “this proposed relaxation to be stopped” was signed by more than 50,000 people in its first week. It states that any visible blood – regardless of cause and without exception – should result in immediate elimination “to protect the horse and maintain trust in the sport”.

“The petition is not directed against any individual or organisation, but seeks to support clear and consistent welfare standards across all equestrian disciplines,” Ms Sanders told H&H.

Significant concerns

World Horse Welfare CEO Roly Owers told H&H the charity has “significant concerns” about the proposed changes, “which risks being a real step backwards for horse welfare”.

“Whilst we can see the benefit of rider sanctions for repeated cases, these should be in addition to, rather than instead of, automatic elimination,” he said. “We believe a rule of such importance to horse welfare deserves more veterinary and ethical consideration, including through the FEI Equine Welfare Advisory Group, before any proposed changes are made.”

An FEI spokesperson told H&H the jumping rules review is to ensure “clarity, consistency and the highest standards of horse welfare”, and that proposed amendments on handling blood are a part of this.

“The FEI’s zero-tolerance stance on horse abuse remains firm and is further reinforced by these new measures. The abuse provisions continue to provide strict protection against any form of mistreatment,” she said, adding that the introduction of a vet check to assess fitness to compete is an “important step forward”.

“The proposed amendments aim to ensure fairness, proportionality and consistency, while reflecting lessons learned from incidents that underscored the difficulty of distinguishing between accidental, minor occurrences and deliberate instances of equipment misuse or abuse.”

Full context

On 28 October the FEI also published a document “to support understanding” and provide “full context” on these proposals.

“In jumping, the vast majority of cases of bleeding are identified after the round has been completed. As a result, whether or not elimination applies does not change the fact that the horse has already finished its round,” it reads.

“The proposed revision does not reduce the level of protection for horses (it actually improves it), nor does it consider bleeding to be inconsequential. All existing welfare safeguards – including veterinary assessments, ground jury authority and follow-up investigations – will remain fully in place.”

The International Jumping Riders Club (IJRC) has been vocal in calling for changes to the blood rules and in response to concerns about the new proposals, IJRC director Eleonora Ottaviani told H&H that the club puts “horse welfare and health above everything”.

She said the IJRC worked with the FEI on a proposal that is “even stronger than the previous rule” owing to the introduction of a possible fine and suspension – and highlighted that the horse abuse provisions remain unchanged.

Ahead of the General Assembly vote, the German and Danish federations publicly stated they did not support the change.

“For the federation, the welfare of the horse is at the heart of all our actions. This rule change does not align with this principle,” said the German federation president Martin Richenhagen.

A Danish federation spokesperson said it was the federation’s assessment that the proposal “does not benefit equestrian sport and does not take into account the interests of the horse”.

Rules on horse abuse, blood, flag penalties and double bridles to be voted on next month

A reduction in eventing flag penalties and double bridles’ being optional at CDI3* could be introduced from 1 January.

The final draft of the rules that will go to the vote at the FEI General Assembly (4-7 November) has been published following feedback from national federations and stakeholders.

Federations will vote on a new rule that will bring abuse protocols in line across the board. The FEI proposed that by 1 January 2027 national federations must have incorporated abuse of horse provisions – and rules against harassment and abuse – that are “generally consistent” with FEI provisions.

“These provisions will help prevent cruelty, promote responsible horsemanship and uphold the integrity of the sport,” said an FEI spokesperson, adding that the FEI has published a safeguarding template policy to facilitate their implementation and will publish horse abuse templates.

“By setting clear standards and consequences for abusive behaviour, national federations will protect both the horses and the reputation of equestrians, striving to align with the FEI rules as much as possible.”

In eventing, which is undergoing a full rules revision, during the first draft of changes the FEI eventing committee rejected a proposal from the Brazilian federation to bring blood rules in harmony across the disciplines.

The FEI eventing committee said it was “agreed that each discipline is different in terms of how blood might be caused” – but in further feedback dated 10 October, the committee said it was told of a proposed change to the showjumping blood rules (news, 23 October) and “although the wording and resulting sanctions differed slightly from those in eventing, the general principle remained the same”.

It was “therefore agreed” that the eventing rules for the jumping phase would be amended based on the showjumping proposal; blood caused by tack or equipment or induced by a rider will result in a recorded warning. In cases of blood deemed as a result of a horse biting its tongue or lip, in consultation with the veterinary delegate, the combination may continue if the horse is considered fit to compete and no warning will be given.

Under the current rule, horses with blood on the flanks and/or bleeding in the mouth are eliminated – and “minor cases” such as when a horse has bitten its tongue, this may be wiped and the combination can continue, unless bleeding continues.

The proposal for penalties for a missed flag to be reduced from 15 to nine will go to the vote. British Equestrian (BEF) is in favour, but said it would like to see research on “the implications of the change of penalties”.

“If the number of penalties is reduced from 15 to nine, could an unintended consequence be that horses are penalised more frequently for missing a flag as a less severe penalty could make the judging more aggressive?” said a BEF spokesperson.

In dressage, the FEI proposal to allow snaffles at CDI3* level – backed by the technical committee and strategic action planning group (news, 17 July) – has been broadly welcomed. Double bridles are allowed up to CDI2* currently.

But calls have been made for this to be a trial; the European Equestrian Federation, German federation and International Dressage Riders Club proposed two years – and BEF favoured a trial, “to inform future decision-making as a prelude to expanding this further to all FEI competition”.

“Given that no qualifying score is required to compete at CDI3* level, the level of rider expertise can vary, including the use of the double bridle. We would therefore recommend that a formal process is established to collect and evaluate data on bridle choice, incorporating feedback from athlete and official perspectives,” said a BEF spokesperson.

“This information can then be reviewed and considered as part of the full dressage rules revision process in 2026, with a clearly defined timeline for implementation. This will be important, as national federations will need to ensure that combinations are assessed for selection under the same conditions that will be in effect at the championships, and allow sufficient time to align their preparations accordingly.”

No further amendments have been made to include a trial, but the dressage rules are to undergo a full revision next year.

New rule for tack- or rider-induced blood proposed in showjumping

A new rule for tack or rider-induced blood has been proposed in showjumping – as terminology concerning “minor cases” is scrapped.

The final draft of the FEI rules changes that will go to the vote at the general assembly (4–7 November) have been published. The first draft was released on 8 July, and national federations and stakeholders had until 26 August to submit feedback.

The showjumping rules are undergoing a full revision this year and there has been much deliberation over blood-related eliminations, including repeated calls for sanctions to have proportionality when it came to “micro or minor” cases of blood on the horse.

In the first draft of rule changes the FEI proposed that “any minor blood cases” will result in a recording warning – and blood not considered minor will result in elimination or disqualification and maybe separate disciplinary proceedings.

This was met with mixed reviews over the definition of “minor”. The German federation said “the determination between minor and more than minor blood could lead to different results between events and officials”.

The International Jumping Riders Club (IJRC) welcomed the FEI’s revised approach as “a more fair and proportionate solution to a sensitive issue” – but raised concerns that “the terms ‘minor ’and ‘natural causes’ remain open to subjective interpretation”. The IJRC called for the event’s FEI veterinary delegate to be consulted by the ground jury to provide expert opinion in these cases.

The FEI said that following the latest comments, it had removed the word minor “as it is indeed challenging for officials to determine if the blood is minor or not and it could lead to inconsistencies in its implementation in practice”.

The FEI added that in addition the “concept of blood on the horse caused by tack or equipment or any athlete-induced blood” has been introduced.

“This is similar to what is already applicable in eventing for cross-country. We have removed the initial wording about elimination or disqualification in this specific article on recorded warning as other provisions in the rules apply for this (abuse of horse, excessive use of spurs, whips, etc),” said the FEI spokesperson.

“Finally, we have now added that the horse must be fit to compete in order to compete again and that the veterinary delegate will be consulted.”

The new wording that will be voted on states: any blood in the horse caused by tack or equipment or any athlete-induced blood detected during a competition will result in a recorded warning for first and second offences. Should the person responsible receive two or more warnings at the same or any other event within 12 months, they will receive a 1,000CHF fine and be suspended for a month.

In cases of blood where a horse appears to have bitten its tongue or lip, or is bleeding from the nose, the blood may be wiped and the combination can continue, “provided that the horse is deemed fit to compete”. No warning will apply in these cases

In all of these cases of blood under this article, the horse may only be permitted to continue in a competition or participate in any subsequent competitions at the event if the ground jury, in consultation with the vet delegate, has deemed the horse fit to compete.

“Tack is integral to our sport”

On 14 October showjumping stakeholders held a meeting on “shaping the future of tack requirements in the sport”. Discussions included whether rules should vary by competition level or rider experience, if there should be a list of “acceptable” tack combinations, and if current rules, controls and education systems for officials are sufficient.

“Jumping is evolving, and our rules must evolve with it. We need a proactive framework that protects horse welfare, supports athletes, and ensures safety. Tack is integral to our sport; its correct use requires skill and understanding, and it is fundamental to performance and welfare,” said FEI secretary general Sabrina Ibáñez.

The FEI has proposed to consolidate descriptions and principles relating to tack from all discipline specific-rules into a single tack and equipment section, effective from 1 January 2026, but for showjumping this is deferred until January 2027.

Olympic rider provisionally suspended in case relating to prescribed medication

Irish Olympic showjumper Darragh Kenny has been provisionally suspended in a human anti-doping case relating to prescribed treatment for a medical condition.

Darragh’s provisional FEI suspension started yesterday (13 October), and relates to testing at the European Showjumping Championships (16–20 July).

“The FEI has indicated that the provisional suspension relates to a human anti-doping matter involving a substance classified under class S6 (stimulants) on the World Anti-Doping Agency prohibited list,” said Horse Sport Ireland (HSI) spokesperson in a statement.

“Substances in this category may be found in certain prescribed medications used in the treatment of medical conditions such as attention deficit hyperactivity disorder [ADHD], anaphylaxis and cold and flu symptoms.”

Darragh and Eddy Blue were part of the Irish team that finished fourth at the Europeans this summer, where they came seventh individually. Darragh is ranked 14th in the world and was part of the team at the Tokyo Olympics.

“I wish to address my current situation. After the European Championships earlier this year, I was notified by the FEI of a positive result for a medication prohibited under anti-doping regulations,” said Darragh in a statement published by HSI.

“The medication in question is part of a prescribed treatment I have been taking under medical supervision for ADHD. As a result, the FEI has imposed a provisional suspension while the matter is being reviewed. I am cooperating fully with the FEI and the International Testing Agency (ITA) to clarify the circumstances surrounding this case.”

Darragh said he wanted to “emphasise that I never intended to gain any competitive advantage”.

“My sole aim was to responsibly address a medical condition under professional guidance,” he said.

“I am deeply grateful to my national federation, my sponsors, owners, clients and the broader equestrian community for their support throughout this process. Thank you for your understanding.”

The HSI statement added that the matter is being managed by the ITA on behalf of the FEI.

“As the case remains ongoing, HSI will not be making any further comment at this time.”

Changes to flag penalties, whip use, and hats at trot-ups proposed in eventing

Whip use, flag penalties and ensuring that horse and riders are ready before they move up a level are among the topics under discussion in the FEI eventing rules revision.

The first draft of the 2026 rule change proposals has been published, as the eventing rules undergo a full review this year.

The US federation has called for the whip to only be permitted “to support the natural aids in encouraging the horse forward” and not to be used “to discipline”. The FEI eventing committee supported this and added that the whip is not to be used when its action is not related to a fence in cross-country or showjumping.

The FEI also proposed that pressing a tired horse should mean an automatic 25 penalties, and the existing recorded warning.

British Equestrian (BEF) tackled the topic of horse and rider experience, proposing that in addition to minimum eligibility requirements, the horse form index (HFI) – developed by EquiRatings and the FEI to track performance – be used for three-star competitions and upwards.

A BEF spokesperson said this would “stop those athletes, parents and owners” who take a “because I’m qualified, I’m ready, approach to competition”.

“This has been successfully used in Ireland. This is especially relevant to the CCI4* and CCI5* events where good pictures of the sport and social licence are very much in the public eye,” said the spokesperson.

The FEI eventing committee disagreed with this and “would instead like to encourage federations to be more vigilant and review what competitions riders are entered”.

The Swedish and German federations and the European Equestrian Federation (EEF) eventing working group suggested a reduction in the penalties for activating a frangible device from 11 to four, stating that there are more frangibles now and “therefore the chance to get a MiM is much higher than it was”.

The FEI responded: “The eventing committee is not in support of reducing the penalty of activating frangible devices, especially as it has improved cross-country riding; it is meant to prevent a rotational fall, and the consequence of activating it should remain as is.”

But the FEI was in agreement with reviewing missed flag penalties. The Pan-American Equestrian Confederation suggested this be reduced from 15 to seven as while missing a flag is an error, it is one that “does not result in potential harm to horse or rider”.

“The eventing committee agrees that the penalty for missing a flag should be less than that of activating a frangible. However, it should still be larger than that of knocking down two obstacles during the jumping test,” said the FEI, proposing that missed flags should result in nine penalties.

Dressage scores at championships and five-stars was raised by the BEF, the Swedish federation and the EEF eventing working group, who called for a permanent judges’ supervisory panel to ensure a “level playing field”, following a pilot on this last year.

The FEI said although the idea of introducing a remote review process was discussed at the Sports Forum, there are cost concerns. But “as a compromise” the eventing committee suggested changes to dressage scoring disputes.

“If the score for a flying change, halt or rein-back varies by three points or more between judges, the ground jury will review the official video as soon as possible after the test,” said the spokesperson, adding that the review must be on the same day, score corrections will only be made with ground jury agreement and “should be based on one or more of the original scores”.

The Polish federation has called for under-18s to wear safety helmets at trot-ups. The FEI medical committee is “investigating” – but felt that safety during horse inspections requires a broader approach, “not solely based on age”.

National federations have until 26 August to give feedback on the proposals. A final draft will be published in October, ahead of voting at the FEI general assembly on 7 November.

New rules proposed around blood, eliminations and whips in showjumping

Blood eliminations in international showjumping continue to be a major focus – and padded batons are proposed as a replacement for traditional whips.

The FEI jumping rules are undergoing a full revision, and the first draft of proposed changes has been published by the FEI.

The International Jumping Riders Club (IJRC) has continued its calls for proportionality around sanctions for micro cases of blood, particularly when riders are eliminated at championships, as was the case with Brazilian rider Pedro Veniss at Paris.

The IJRC has proposed that when blood is found on a horse’s flank, if it has occurred by an “inappropriate act”, or “remains bleeding after wiping”, the combination is immediately disqualified. But in the case of a “micro lesion or mark”, deemed accidental by a vet, the combination instead gets a “not classified” result. For first-time micro cases the IJRC suggested riders be given a warning, second warnings result in yellow cards and third warnings “heavier” sanctions.

“One of the fundamental principles of law establishes the proportionality between sanctions and violations of the norm, something which is not currently contemplated by our regulations,” said an IJRC spokesperson.

“For this reason, micro lesions which do not cause suffering to the horse cannot be considered in the same way as lesions caused by excessive use of spurs or horse abuse.”

The Swedish federation called for horse abuse and blood rules to be “harmonised” across disciplines – and the Irish federation suggested the blood rule be amended to specifically state “blood on the horse caused by spur or whip”, as the federation has had cases of horses “cut by hitting wings, flags etc, which is nothing to do with the rider”.

In response, the FEI proposed that if blood on a horse is considered to be “minor and a result of natural causes”, for example biting the lip or an insect bite, this may be wiped and riders may continue. But if bleeding persists, or there are welfare concerns, officials may eliminate the rider.

The FEI proposal states that the rider would not receive a recorded warning, if this applies – but goes on to state that “any minor blood cases” will result in a recorded warning for first and second offences – and should a rider receive two or more warnings in 12 months, they will be fined CHF1,000 (£933) and suspended for a month.

Blood not considered to be minor will result in elimination or disqualification, and maybe separate disciplinary proceedings. H&H asked for further clarification on this and was told by the FEI it is a “first draft”.

Fairness and horse welfare

Discussing the FEI’s proposal, IJRC director Eleonora Ottaviani told H&H that the club “acknowledges the difficulty of drafting rules that fairly distinguish between intentional and accident violations”.

“It is essential to balance three key factors; public perception, the respect and welfare of the horse as an athlete and partner, and the proportionality of the sanction,” she said.

Ms Ottaviani added that the IJRC welcomes a “revised approach” to the blood rules but would prefer that a vet rather than an official assess whether a case of blood should be considered minor or not.

“This is the most crucial aspect of ensuring both fairness and horse welfare,” she said.

“The IJRC agrees with the implementation of a one-month suspension in case of repeated warnings, as it provides a clearer distinction between isolated accidents and repeated negligence.”

The IJRC has called for an amendment to provide clarification on when a ground jury president can ring the bell to eliminate a rider mid-round and suggested that in “doubtful or unclear situations”, the president should allow the rider to complete the course.

“This ensures that official footage or other available technology can be reviewed to determine whether the rider should be eliminated or not. The president may notify the rider at the end that the result is under review before confirming the final outcome,” said the IJRC spokesperson.

The FEI rejected this owing to “subjectivity” around the wording “doubtful and unclear”, and that elimination decisions were for the ground jury president to decide.

Calls for change to whip rules

British Equestrian (BEF) proposed that whips allowed in FEI competitions be changed to padded batons, as was introduced in British national competitions in 2022.

“Prior to this we regularly had horses which had been marked (or blood drawn) by the use of traditional whips and since the introduction of the padded baton we have not had a single horse marked (or blood drawn) in warm-up or competition arenas,” said a BEF spokesperson.

“During this time, we have continued to see horses in FEI competitions marked by excessive use of the whip and sanctioning the rider after the event while a deterrent still means that a horse has been hit excessively.”

The FEI responded that current tack and equipment rules will remain in force in 2026, and proposed to remove tack and equipment requirements from sport rules to separate standalone documents for each discipline to allow changes to be made outside the rule revision process, when needed.

Stakeholders have until 26 August to give feedback. A final draft of proposals will be published in October, before voting at the FEI General Assembly on 7 November.

New double bridle rule proposed for international dressage alongside making judges’ comments public

Double bridles could become optional at international CDI3* competitions in an “important step in gathering data and evaluating choice”.

The suggestion has been included in the FEI’s first draft of proposed rule changes for 2026, published on 8 July. The double bridle debate has continued in recent years, as some call for it to be made optional at all levels – and others argue that it tests rider skill at the top level.

Currently double bridles are optional up to CDI2*. At the FEI Sports Forum the dressage strategic action planning working group discussed holding a trial of giving riders a choice on double bridles up to and including CDI3* grand prix (news, 10 April). The FEI has taken this a step further by submitting the rule change; if approved, a snaffle would be permitted up to and including three-star competitions.

“The dressage technical committee (DTC) and the working group have considered the level of expertise required to use the double bridle and conclude that the choice of using either a snaffle or double bridle at grand prix level should be permitted up to and including CDI3* and CDIO3* events,” said an FEI spokesperson.

“While the DTC remains of the opinion that using the double bridle at top level is not a welfare issue, we also believe that this proposed rule change would be an important step in gathering further data and evaluating the choice of bridles from an athlete and officials’ perspective.”

The FEI spokesperson added that as part of the full dressage rules revision scheduled for 2026, an item “under consideration” is to no longer permit double bridles for juniors at junior events and championships. Were this to be brought forward and approved by the general assembly, it would apply from 1 January 2027.

Another proposal includes the introduction of “paperless judging”, put forward by the International Dressage Officials Club (IDOC), in which the electronic judges’ sheets would be made available after the competition – unless a rider asks for them to be kept private.

The FEI said the DTC is “in principle, supportive of this proposal as an initiative that may enhance transparency and understanding of the sport” – but it has been deferred to the full rules revision in 2026.

“The DTC suggests that there should first be consultation with the International Dressage Riders Club and International Dressage Trainers Club, and following this consultation, the proposal could be trialled on a pilot basis at selected events,” said the FEI spokesperson, adding that the DTC agrees riders should have the option to choose whether their test comments are made public.

The IDOC has also submitted that movements specifically to assess suppleness and self-carriage should be added to big tour tests and this would “put more emphasis on the correct training, according to the scales of training, contributing to the welfare of the horse”. The DTC said it was in “full agreement” with this.

“The DTC believes that, for this purpose, a group of specialists should be assembled, in order to achieve the best possible solution,” said the FEI spokesperson, adding that there would be no change in the rules wording, but tests would be updated.

National federations have until 26 August to give feedback on the proposals. A final draft will be published in October, and this will be put to the vote at the FEI General Assembly on 7 November.

Emergency rule change bans unnatural mouth foam as it’s ‘clearly against horse welfare’

An emergency FEI rule change banning the use of “unnatural foam” on horses’ mouths, likely to mask oral issues, has been welcomed – although the “true impact of any rule lies in its enforcement”.

At the FEI board meeting last month, a dressage and para dressage rule was replaced by the new general regulation, applicable in all disciplines from 1 July. It bans any substance or product inside or around the horse’s mouth or tongue that “may imitate, induce or cause foaming or coat or otherwise cover, or partially cover the bit”. Breaking the rule will incur a yellow warning card and elimination.

An FEI spokesperson told H&H that before the meeting, the federation had been sent “numerous images from FEI events showing horses’ mouths covered in thick sticky foam”.

“The FEI investigated the cause and concluded that this unnatural foaming was very likely induced by excessive feeding with treats composed of icing sugar and a binder (gelatine, bee wax, gum arabica etc),” the spokesperson said. “There are strong indications that it is used to mask issues in the oral cavity such as discoloration of a horse’s tongue and gums.

“As such practice is very clearly against horse welfare and has the potential to be harmful to horses’ health, the FEI acted quickly and robustly by explicitly banning the practice.”

All riders, federations and officials have been told of the rule, which replaces one banning substances such as marshmallow fluff around horses’ mouths to imitate foaming.

Deliberate obscuring

Mette Uldahl, a leading researcher in animal welfare and behavioral science who has co-authored research on mouth lesions in dressage horses, welcomed the rule. At a recent European Parliament meeting on horse welfare, Dr Uldahl shared pictures “clearly showing the use of sticky substances inside the mouths of dressage horses, covering the tongue and oral mucosa to such an extent that it deliberately obscures visual assessment of tongue coloration or bit-related lesions”.

“The FEI was at this meeting and I am glad to see they reacted,” she told H&H.

“The true impact of any rule, however, lies in its enforcement. I hope and expect a strict and transparent enforcement protocol is in place for FEI to succeed with this step forward for horse welfare.”

Dr Uldahl said this need to strengthen an existing rule emphasises the point that “we cannot rely solely on riders and trainers to uphold welfare standards”.

“The sport is driven by strong human interests; social status, competition results and financial gain, all of which can create incentives to exploit grey areas in regulation,” she said. “It is therefore essential riders support governance of horse welfare to remain firmly in the hands of regulatory bodies, such as the FEI. Yet we must also recognise that the FEI is not entirely independent; all its members are deeply embedded in the culture and traditions of equestrian sport. This is precisely why independent, external oversight is vital, to ensure that welfare governance maintains an arm’s length from the competitive interests it seeks to regulate.”

Dr Uldahl said such substances are “clearly uncomfortable” for horses, especially with rein pressure, there is no need to use them, and that the purpose of them is to conceal poor welfare, such as lesions or tongue discolouration.

“This renders it not only unjustifiable, but doubly concerning, as it masks more serious underlying welfare issues,” she said. “Applying sticky substances in a horse’s mouth is fundamentally incompatible with any claim of prioritising equine welfare.”

Dr Uldahl likened the substance use to other examples of “concealment”, such as over-tight ear bonnets and nosebands.

Troubling pattern

“These practices reflect a troubling pattern: rather than embracing change that improves horse welfare, parts of the sport seek out loopholes to preserve outdated or contentious methods,” she said. “This is why independent scrutiny and persistent external pressure are so important.

“Ultimately, the true winner in equestrian sport is the rider who presents a comfortable, confident horse, one whose body and body language remain free and unmanipulated beyond what is necessary for humane, ethical riding.”

Olympic dressage rider Richard Davison told H&H the use of marshmallow fluff or similar was never widespread, but some riders tried it to mask the appearance of horses’ tongues.

“Frankly, it looked ridiculous and nothing like real saliva,” he said. “It only drew more attention to the horse’s mouth so was counterproductive. I don’t suppose the new provision will affect many other FEI disciplines much as it is only in dressage where the appearance of the tongue is penalised and affects the final result. However I welcome the extra clarity of the new provision and always thought the practice was a nonsense.”

‘This is about more than sport’: fresh calls for digital equine passports in the UK and across Europe

There is a growing demand for a digital equine passport system across Europe – as equestrian leaders say “this is about more than sport”.

On 4 June, stakeholders from organisations including the FEI, World Horse Welfare, the European Equestrian Federation (EEF) and Horse Sport Ireland (HSI) met at the European parliament to discuss revision of EU animal health law and equine identification. The European Commission is evaluating whether its animal health law, which includes rules on equine ID, is still fit for purpose; a decision on whether or not to update it is due in early 2026.

Jessica Stark, World Horse Welfare director of communications and public affairs, highlighted recent high-profile horse smuggling cases to illustrate “how the current paper-based system is not fit for purpose”.

“We must grab this opportunity to make equine identification across Europe fit for purpose,” she told H&H. “The meeting showed there is huge support for this change across the European horse world – from sport to breeding to leisure to tourism – all calling for a digital-first system to ensure horses are truly traceable.

“We need a digital system that connects across Europe, and is accessible by authorities in European countries. Updating the animal health law is our only chance of achieving this.”

EEF president Quentin Simonet told H&H the federation supports a digital system and “sees interest at a global stage”.

“Such evolution would not only provide a more efficient and secure way to follow the identity, health status and movements of horses throughout their careers and lives, but would also play a vital role in protecting animal health, ensuring compliance with welfare standards and supporting cross-border mobility,” he said.

“This initiative is particularly relevant in light of the ongoing evaluation of the animal health law review, which offers a unique opportunity to modernise the framework for equine traceability. This would help to close existing gaps between national systems and remove loopholes that the current paper version cannot fully address.”

At the meeting, FEI veterinary and welfare director Göran Åkerström presented on the FEI’s digital passport initiative – announced at the FEI General Assembly in November. The digital passport integrates features such as health documentation and journey logs, and enables real-time tracking and verification.

“The global veterinary community is moving towards electronic certification and identification, and the FEI’s digital passport is fully aligned with this. We are working closely with the World Organisation for Animal Health to ensure our system meets international standards, while also addressing broader societal needs,” Mr Åkerström told H&H.

“This is about more than equestrian sport. It is about public trust, food chain integrity, and supporting the ‘One Health’ agenda, which recognises the interconnected health of animals, people and the environment. Enhanced records of antibiotics used plays a critical role in tackling antimicrobial resistance by supporting the responsible use of antibiotics.”

Mr Åkerström said the FEI is “actively advocating” for EU legislation to replace “outdated passports with a digital system” – and “what the FEI is presenting is not only robust and user-focused, but offers enhanced functionality compared to existing options”.

Fine Gael MEP Nina Carberry, who co-chairs the European Parliament’s Horse Group and hosted this meeting, believes Ireland Department of Agriculture, Food and the Marine’s (DAFM) equine action plan – in response to Professor Paddy Wall’s report highlighting the urgent need for reform in equine identification in Ireland (news, 27 March) – could “serve as a model for other member states”.

“The current paper-based passport system across Europe remains vulnerable to fraud undermining both animal welfare and public trust. Most horses are not traceable,” said Ms Carberry at the meeting.

“I believe we are moving in the right direction. Despite Brexit, we are continuing to work together to find solutions for data sharing and horse movement between jurisdictions. This collaboration is essential, not only for Ireland, but as a potential model for broader EU action. If we can coordinate efforts across Northern Ireland, Great Britain and the Republic of Ireland, then surely we can do so across the EU.”

Sonja Egan, HSI’s head of breeding, innovation and development, told H&H that the equine sectors in Ireland and across Europe have “faced well-known equine traceability challenges” and that HSI would “advocate for a system integrating central equine databases across EU member states”.

“HSI continues to implement innovative systems such as the Horse Source e-passport system and the genetic database software with the aim of continually improving the traceability of horses,” she said.

‘Profoundly disturbing scenes’: FEI opens investigation into Olympic rider’s whipping horse caught on video

The FEI has opened its investigation into Australian Olympic rider Heath Ryan, after a video showing “abusive training techniques” was posted online.

H&H reported last week that the 66-year-old rider, who competed at the 2008 Games in dressage and evented to four-star level, had been suspended by Equestrian Australia (EA), which had been mirrored by the FEI. The latter has confirmed it will lead the investigation, working with EA.

“The scenes depicted are profoundly disturbing and stand in stark opposition to the core values of FEI horse welfare,” said FEI secretary general Sabrina Ibáñez.

“The FEI has opened an investigation to thoroughly examine all the facts and determine further disciplinary action under the FEI rules and regulations. We are committed to ensuring that any behaviour which puts horse welfare at risk is dealt with firmly and fairly.”

EA chief executive Sam Jones said she welcomed the FEI’s investigation.

“It is both appropriate and welcome that FEI leads the investigation of this matter,” she said.

“Equestrian Australia remains extremely concerned about the incident and allegations, and we will support the FEI in any way we can. We know our community is keen for answers, but we would ask for patience as the FEI rightly follows a thorough and fair process, in line with their policies and procedures.”

In a statement last week, Heath said the video was taken two years ago, of a horse called Nico, who was six at the time. He said it was part of a “rescue mission”; that the horse came to him as the only other option for him was to be put down. He said the horse, who had badly injured his previous owner, is now happy and thriving in a new home.

New calls for urgent action to prevent ‘blue tongues’ and signs of pain in dressage horses

The FEI has acknowledged the need to “explore a more balanced and comprehensive view of the sport”, after evidence was provided of “potential welfare issues hiding in plain sight”.

H&H reported on pictures sent to the FEI, of “blue tongues” and open mouths in horses competing in World Cup dressage.

On 9 April, the group who submitted them, leading veterinary researchers and a photographer, gave a presentation to the FEI and on the FEI’s invitation, made recommendations.

The presentation “includes high-definition visual evidence documenting signs of pressure-induced harm in elite dressage horses – such as blue tongues, compressed oral and facial tissues, restricted airways and behavioural indicators of distress”, the group said.

“We shared this material with the FEI because we believe the current body of scientific knowledge, spanning anatomy, physiology, physics, neuroscience, psychology and animal welfare science, is already sufficient to act. Further invasive research would only serve to replicate what is already evident.

“Our position is clear: we do not need to inflict more pain on horses in experimental settings to prove what we already know. What is required now is recognition and reform.”

Cristina Wilkins of the University of New England, who is studying for a PhD in the “one welfare” implications of horse-human interactions and has evented up to four-star (now five-star) level, explained that she has been reviewing welfare indicators. She said high-definition fast-frame photography captures more information per second than video, and that photographer Crispin Parelius-Johannessen is a “crucial member” of the team.

“We’ve been examining very closely thousands of photographs revealing facial details and identifying potential welfare indicators that, without this technology, seem to be hiding in plain sight,” she said.

“As we will show, having reviewed this evidence, we are concerned that the pressures applied exceed biological limits and that even in skilled hands, these items of equipment pose a significant welfare risk that must be recognised for what it is.”

She added: “We understand that this is not intentional, that nobody in the sport is intentionally harming horses or overlooking signs of pain. But given that it is going unnoticed, we felt a responsibility to share our evidence as soon as we had reviewed it.

“We did this in alignment with the FEI’s stated encouragement to speak up and report and to be horse guardians, and in the hope that our reports will be taken seriously and acted upon promptly.”

The overall picture

One response to “blue tongue” photographs is often that they are just “a moment in time”. But Mr Parelius-Johannessen, who is also a rider, said he took more than 8,000 pictures of each horse in its eight-minute test. He demonstrated how each picture followed the next, with time stamps and that “these images show relevant welfare indicators representative of the entire performance, not just ‘moments in time’”.

Kati Tormola, a vet whose thesis was on bit-related injuries in competition horses – and whose practice specialises in dentistry – pointed out “intense stares”, facial tension and hyperflexion, suggesting pain, and unexplained “worrying” swellings.

David Mellor, an emeritus professor in animal welfare science and bioethics, and architect of the “five domains” welfare model, said: “The evidence is explicit and unequivocal. The dressage horses in our data sets are clearly in pain. Open mouth, quivering lower lip, pain face. The visible compression and sometimes lesioning of the tongue, lips and gums and pressure on the bars.”

Professor, vet and leading researcher Paul McGreevy, from the University of Sydney, asked if “current judging criteria have actually grown to reward” signs of pain or discomfort in horses, adding that judges “must be able to begin to comment on qualities such as harmony. And this is only possible when the horses are able to express themselves”.

Mrs Wilkins said the group “believes there is real opportunity for positive change and potential to better safeguard elite sport horse welfare”.

The group’s recommendations include revising judging criteria to reward releases of contact or rein tension and recognising that “pressure-induced tissue compromise, hyperflexion and indicators of fear and pain are evidence of welfare compromise”. They would also like the FEI to adopt non-invasive tools such as high-definition photography to identify welfare issues and integrate these into judging and stewarding.

Welcoming the dialogue

An FEI spokesperson told H&H the FEI “welcomes the dialogue” with the group and that its findings are being reviewed by the FEI veterinary committee.

“Many of the areas identified are already being addressed through the FEI’s ongoing work, including initiatives under the FEI dressage strategy working group and the equine welfare strategy action plan,” she said. “These efforts span a wide range of topics, from judging, scoring and tack/equipment use to ethical training and in-depth veterinary research, such as the oral cavity study currently under way.

“One key takeaway from [this presentation] was the need to explore a more balanced and comprehensive view of the sport. The presentation opened the door to some thoughtful discussions around the broader context, and highlighted the value of including a wider range of perspectives to reflect the complexity and diversity of equestrian sport.

“While the debate has largely centred on specific aspects like bit use, it’s important to recognise the broader complexity of these issues. We are committed to a comprehensive, evidence-based approach that takes into account the full spectrum of factors influencing horse welfare in sport.

“Constructive collaboration with the scientific community remains vital to our progress, and we value the opportunity to continue engaging with researchers and experts to ensure that equestrian sport evolves with the welfare of the horse always as the top priority.”

The spokesperson added that there are those who break rules and that public perception has been affected by “serious but isolated cases of abuse and alleged cover-ups, which do not accurately reflect the true commitment of the vast majority of athletes, officials and members of the equestrian community to horse welfare and fair competition”.

“Not all voices in this conversation share the same vision for equestrian sport,” she said. “Some groups fundamentally oppose involvement of horses in competition and may amplify concerns in ways that do not always reflect the full picture. While the FEI, of course, remains open to discussion, our priority must be meaningful progress; directing our energy towards proactive solutions based on scientific research, rather than simply responding to criticism.”

Sniffer dogs could ‘save horses’ lives’ by detecting microdoses of banned drugs

Sniffer dogs could be used in a crackdown against horses being given microdoses of prohibited substances in efforts to “save lives”.

At the FEI Sports Forum (31 March–1 April) FEI veterinary director Göran Åkerström gave an update of ongoing research projects taking place, including a trial with sniffer dogs in endurance.

The project, in collaboration with Swedish University of Agriculture, involves using sniffer dogs to detect microdoses of heart-rate lowering substances – prohibited under the FEI’s equine anti-doping and controlled medication regulations (EDCMRs) – in horse saliva.

Mr Åkerström said that in endurance there is a heart rate cap of 64.

“If a horse has a 65 it cannot continue. Why is that in place? It’s because if a horse’s heart rate is too high, it’s probably too tired,” he said, adding that pushing horses with a high heart rate can become “life-threatening”.

“What we sadly have observed is that very few people, but they do exist, have medicated horses with substances that lower heart rate. They are short-acting and they are microdosed, so we wouldn’t find them in regular testing. We needed a testing method that was non-invasive, so we started looking at saliva.”

Mr Åkerström said that a dog would be used to sniff custom-made swabs that have been in a horse’s mouth for one to three minutes. The dog would sniff a range of samples and if the dog detects a positive case, then that horse will be immediately blood tested and this sample will go to the lab.

“If the sample is positive, that could be grounds for a legal case for violations of the EDCMRs,” said Mr Åkerström.

“We have a proof of concept; we know that micro-dosed substances administered intravenously can be detected in saliva afterwards by trained dogs,” said Åkerström, adding the dog can also detect substances in horse saliva that have been given orally.

“The concentrations that the dog can detect is just incredible – we’re talking picograms (one-trillionth of a gram), so the dog is more sensitive than the lab. But we will always only use the lab for any legal purposes.”

Mr Åkerström added that using sniffer dogs would be a “selection method for targeting samples” and could “potentially save horse lives” – as well as acting as a “good deterrent”.

The project is ongoing and field tests will take place in July.

‘The rule needs to evolve’: further calls for revamp of elimination for blood in showjumping

The controversial blood elimination rule in showjumping is back under the spotlight as the sport prepares for a full revision of its rulebook this year.

During the showjumping session at the FEI Sports Forum (31 March–1 April) a panel of the sport’s stakeholders discussed proposals relating to the blood-on-flanks rule, as the FEI prepares to create a “simplified rulebook” but without “taking away from the spirit of the rules or weakening”.

The current rules state that blood on the horse’s flanks results in elimination. This applies regardless of whether the horse has a mark, scratch, or cut – and this has resulted in a number of high-profile cases, the most recent at the Paris Olympics when Brazilian rider Pedro Veniss was eliminated for a “micro case” of blood.

Many riders and the International Jumping Riders Club (IJRC) have continued to speak out on this topic in recent years, calling for proportionality around sanctions and raising concerns that as it stands, the rule creates a negative image for the sport.

During the panel discussion it was broadly agreed that the rule had “served its purpose”. FEI judge and steward Cesar Hirsch said in his experience cases had reduced, but he added that “the sport evolves and the rule needs to evolve, too”.

It was discussed whether instead of immediate elimination, a graduated sanction system could be used for minor cases starting with a warning, then a yellow card, then suspension for repeat offences. Mr Hirsch said the proposal is “not to weaken the rule” but to “redefine it”.

IJRC president Francois Mathy Jr is in favour of a graduated sanction system, stating that a micro case of blood on the flanks “could happen to anyone”.

“I think the progression in the sanction is very important, because [with minor cases] this is not where somebody is doing something wrong to the horse or doing it on purpose,” he said.

FEI jumping committee chair Stefan Ellenbruch said “it shouldn’t happen [cases of blood], but we are all aware that it can happen”.

“It’s not blaming the riders for that, but blaming riders if it happens for the second time,” he said.

One member of the audience asked about how removing instant elimination would be explained to the public. She highlighted that in dressage “it is quite clear: blood is out – no discussion”, but asked how could it be explained that blood in showjumping is acceptable in some cases.

Mr Ellenbruch accepted that it “will be very difficult to explain to the outside world” and this was a “concern” – but emphasised the importance of having clear protocols and procedures.

“I’m open to listening to proposals,” he said. “I think the rule as it is does still make sense. If there is a better way to sanction riders, let’s discuss it. Maybe we will come to the conclusion there is a better way, maybe we will come to the conclusion there is not, but we have to keep in mind the headline is always the social licence.”

Discussions around proposals will continue ahead of the rules revision process later this year.

Should showjumpers have to prove their skill before they move up? Experts discuss

Calls have been made for international showjumping to have minimum eligibility requirements (MERs) to prevent riders competing at higher levels before they are ready.

The topic was raised during the showjumping session at the FEI Sports Forum (31 March–1 April). MERs exist in eventing, but there is no such requirement in showjumping.

A panel of showjumping stakeholders including FEI representatives, International Jumping Riding Club president Francois Mathy Jr, and Swedish team chef d’equipe Henrik Ankarcrona, discussed whether, as the sport grows, riders are gaining the necessary experience before stepping up through the levels.

“We have a very big sport, do we now need to think about bringing in MERs? Should it be that you can buy the best horse in the world and go straight to five-star?” said FEI athlete committee chair Jessica Kürten, who moderated the session.

“Or should it be that you get some experience at two-star and have success before you can move on to three-star?”

The panel agreed experience is important, but it was pointed out it is easier for riders to gain this experience in Europe compared to Latin America, for example, where there are fewer international shows – and any proposals would need to be “consistent around the world”.

Francois said it is important that riders compete at the appropriate level for their riding.

“We want to avoid people being in the wrong event when they don’t have experience, it’s not for the benefit of themselves or anyone else or the sport,” he said.

Swedish chef d’equipe Henrik Ankarcrona said he would be in favour of MERs.

“I don’t think you should jump straight to five-star level. You earn your way, by doing the right thing and knowing what it’s about,” he said, adding that the issue is technicality rather than height.

“We have pretty good national sport in Sweden, we have 1.50m and until a few years ago 1.55m, but jumping at 1.55m nationally and going to the equivalent four-star grand prix is a different universe.”

FEI jumping director Todd Hinde said MERs will not be part of this year’s rules revision, but this is the start of a discussion.

“We know it’s a complex system to create. If we do create one we need to take into consideration the different regions of the world and we also need to then look at the federations and what they have nationally,” he said.

“We have evolved and grown, and we need to make sure our riders and horses are at the level and standard to compete at the higher levels. For me it’s an open discussion now, but we need to think positively for the future of our sport.”

Are quality young horses being “ruined” by doing too much too soon?

This was a major talking point among a panel of showjumping stakeholders at the FEI Sports Forum (31 March–1 April). The session was used to discuss key topics ahead of a full jumping rules revision this year.

FEI athlete committee chair Jessica Kürten, who was moderating the session, said there has been a trend over recent years that some “five-year-olds are having seasons like top 12-year-old international horses”; aiming for finals at “numerous international events with a championship, and another championship, and then perhaps another championship”.

“And then we ask ourselves why do we not have enough horses at the top of the sport, why is it difficult to find the superstar horse? Because they’re not making it,” she said.

“Are they not making it because they’re not good enough? No, our breeding is wonderful. Are we losing these horses on the way to the top because their careers are quite simply being ruined by being used too early?”

The panel discussed whether education should be prioritised over competition and how to achieve this. Suggestions included reducing the number of competitions young horses are allowed to compete in, improving national offerings to reduce travel and using optimum time instead of jump-offs.

Swedish chef d’equipe Henrik Ankarcrona said although many riders produce horses correctly “there are a few getting caught in the business and competition side”.

“Today there is a market for driving your young horse across the continent and competing for money and I’m not sure that’s the best way,” he said.

“I don’t have a problem with a good rider making a short turn [in a jump-off] when they know what they’re doing, but a lot of times I think the emotions of winning take over and we should never have emotions guiding us in producing horses, it should be knowledge.”

International Jumping Riders Club president François Mathy Jr said the purpose of young horse competition is to “prepare the horse for the future” and that events such as the Sunshine Tour offer good education and experience, providing horses are then allowed to rest rather than go straight to the next competition – and this is about “self-management”.

“I don’t think anyone could say that running legs off a five-year-old is constructive so I think I would be in favour of taking away speed classes for those horses,” he said.

FEI jumping director Todd Hinde said the FEI will look into the statistics on young horses competing and how often.

“We know at higher levels riders have education behind them and are trying to produce horses for the longevity of the sport, I think it’s more the next tier down we need to look at and educate,” he said, adding that these discussions will continue.

FEI veterinary director Göran Åkerström said a project with the University of Bristol has been agreed in which a PhD student will look into career longevity in jumping horses; the first set paper is expected by early 2026.

Richard Davison: ‘Reform of dressage judging is the top concern’

Richard Davison, a four-time dressage Olympian and former British World Class performance manager, who has been at the forefront of international dressage for more than 30 years, on the latest FEI developments and a chance for the sport to recalibrate

Lottie Fry’s World Cup triumph is not only another huge personal accolade for her and Glamourdale’s owners, Gertjan and Anne van Olst, it also signals Britain’s continued strength at the top of the sport.

Despite the incredibly high degree of difficulty, Lottie’s freestyle matched every beat of her British-themed music. The judges rewarded her with strong technical marks, particularly for harmony between horse and rider. Given the heightened scrutiny riders like Lottie Fry are under, this was especially good news.

I’ll be interested to see what findings emerge from R-Haltenswert, the German-based welfare group invited by the organising committee to observe the warm-up arenas and monitor FEI stewarding protocols.

Good governance is needed

I attended the FEI Sports Forum (31 March–1 April) in Lausanne held immediately prior to the World Cup Final.

The agenda reflected the high volume of representations the FEI has received following last year’s high-profile equine abuse cases. Top of the list when it comes to calls for reform was the issue of dressage judging.

The implication is that either judges are failing to recognise and penalise signs of discomfort or that there is a lack of consensus on how to score these observations. In my view, it is the latter and it has been perpetuated due to the FEI’s delay in implementing a coherent and agile code of points.

In response, the FEI has established several advisory and strategic working groups, including a strategic action planning group specifically for dressage. The group includes well-respected experts such Kyra Kyrklund, Danish vet Lise Berg and our own Gareth Hughes.

While the group seems to be in the early stages of its discussions, blue-sky thinking is a positive start. The challenge, of course, will be to convert these ideas into clear and enforceable rules.

It was repeatedly stated that those rules, which are to be designed to enhance the wellbeing of our horses, must be either evidence- or knowledge-based. Therefore, I was particularly dismayed at the lack of rationality in the suggestion that the reintroduction of collective marks could help resolve matters concerning judging and assessment.

The evidence is clear: studies show that collective marks in technical tests often enable bias and result in vague, inconsistent scores. Far from helping, they risk undermining the credibility of judges and the sport itself.

Thankfully, I was reassured by Kyra and Lise, who pointed to the robust scientific evidence already at the FEI’s disposal. This was a reminder that good intentions must still be backed by solid data.

Tack, equipment and protocols

Several submissions around tack, equipment and competition protocols have also reached parliamentary level in various national governments. Voters hold the power, and while hard evidence matters, we cannot underestimate the impact of public perception.

We must be prepared to view our sport through the eyes of those less invested than ourselves. In this, the FEI equine welfare advisory group could play a crucial role. Comprising eminent researchers, academics and independent experts, this group provides a much-needed external perspective.

Many of this group already have access to the corridors of parliamentary power. We will need to be much more comfortable with compromise if we want others to endorse our cause.

I have a sense that matters are now moving at pace and the FEI may need to accelerate the timeline it has set for the working group developing the action plan for dressage.

Looking ahead to Royal Windsor

Finally, for those keen to understand what goes into creating, training and riding an Olympic freestyle, you won’t want to miss this year’s Royal Windsor.

Major focus on ethical training and horses’ mental fitness to compete

An ethical training method is one that minimises negative equine welfare effects and maximises positive, and results in self-carriage without physical force.

This is the proposed FEI definition, as work continues on the equine welfare strategy action plan announced at last year’s general assembly (news, 21 November). Training is one of six focus areas of the plan, and was a key topic during a session on welfare at the 2025 FEI Sports Forum (31 March–1 April).

Work is ongoing towards the creation of an ethical training framework for horses in all FEI disciplines, to be delivered before the 2025 general assembly in November.

“The objective of our project is to formulate a globally applicable framework, and our main goal is to define ethical training and its principles, but also to identify acceptable practices that are supported by both science and expert consensus, which is super-important,” said Swedish researcher Malin Axel-Nilsson, a member of the newly appointed FEI Equine Advisory Welfare Group (FEAWG). This is overseeing the implementation of the action plan and working with the FEI’s ethical training methods expert consultative group.

“We have to collaborate and make our arguments understandable for all parties,” said Dr Axel-Nilsson.

FEAWG chair Jenny Hall delivered an update on another of the action plan’s focus areas, “fitness to compete”. Work has included an expert forum held at Jumping Amsterdam in January, at which topics included equine physical, medical and mental fitness before, during and after competition, travel and horse inspections.

Dr Hall said the forum concluded that horse inspections are “fit for purpose”. But although people can agree on an inspection when a horse is not fit to compete owing to lameness, a working group is to be formed to develop guidance for assessing when a horse is not fit for competition from a “behaviour and mental state” point of view.

Work is also ongoing towards standardisation of trot-up surfaces, and the equine prohibited substances list is under review to ensure it aligns with advancements in medicine.

Dr Hall said it was about ensuring that there is not a “blanket ‘no’ to things that could be beneficial to horse welfare, but making sure that our response is nuanced enough to have the benefits of modern techniques without being in any way adverse for the horse”.

FEI veterinary director Göran Åkerström shared a research update and said the roll out of the protocol for inspection of oral lesions, announced at the 2024 general assembly, is due either late 2025 or early 2026.

“We learnt that in order to make this a successful project for the sake of the horses, but also for social licence, we need to involve riders, grooms and all the stakeholders very closely,” he said.

“Therefore, when we roll this out, we will focus on engaging athletes and grooms, education and data collection, and initially it will be voluntary participation with very much a strong advisory focus.”

Dr Axel-Nilsson said another area of the action plan is the development of a framework to assess and evaluate equine welfare. A project is ongoing to define how the five domains horse welfare model is relevant to each discipline, and this will be delivered to each discipline in different formats and implemented in different ways.

During a press briefing, FEI secretary general Sabrina Ibáñez was asked whether progress around equestrian’s social licence to operate is being made fast enough.

“In-house, there are probably weekly meetings on the different action plan actions we need to establish, so I don’t think we can go faster than that. In addition, we need to do our regular work, so I think we’re doing the best we can with what we have,” she said, adding that updates will be shared at the general assembly.

Optional double bridles and judges’ alert buttons among measures proposed in dressage

A trial of making the double bridle optional up to CDI3* level, observing horses before they enter at A, and giving judges buttons to alert each other of potential issues are among proposals being discussed in dressage.

A session at the FEI Sports Forum (31 March–1 April) was dedicated to reviewing the work of the FEI’s dressage strategic action planning working group, formed this year.

The group, chaired by former US Dressage Federation president George Williams and including six-time Olympian and trainer Kyra Kyrklund, German team coach Monica Theodorescu and British medallist Gareth Hughes, has been tasked with reviewing the sport and developing a plan. This will be put to the FEI dressage technical committee and coincide with the full dressage rules revision next year.

FEI director for dressage, para dressage and vaulting Ronan Murphy moderated the session and gave an overview of the sport’s current position.

“We all know that we’ve been under this very intense spotlight. It’s important to highlight the areas of criticism; there’s the general sentiment that the sport is not in a trustworthy place and we have lost confidence,” he said.

These areas under scrutiny are training methods, judging and scoring, and “specific high-profile incidents often including some of our top athletes” – and that there have been calls for “much more decisive action to be taken” to address the concerns.

Mr Murphy said there has been a suggestion that horses competing at the top level of dressage are younger than has previously been the case, but that this is not correct. He said that of the approximately 5,000 FEI-registered horses and ponies, the percentage of eight-year-olds competing at grand prix level is “incredibly small”, and last year this was 12 horses.

Eight focus areas are being “prioritised” by the working group including judging, tack and equipment, horse health and wellbeing, and the warm-up area and stewards. Mr Murphy presented a summary of suggestions across these areas, gathered from various stakeholder meetings, to be considered by the group.

In judging, these include adding a rideability score to reward good riding, making the judges’ comments public, introducing a button for judges to alert one another when concerns arise over the competency of the combination, and observing combinations before they enter at A – an “an area where horses can become tense before starting the test”.

Other ideas included minimising horse stress levels and reducing noise such as clapping during the test, holding a trial period for giving riders a choice over the use of the double bridle up to and including CDI3* grand prix level, standardising the noseband across all grand prix classes regardless of choice of double or snaffle bridle, and cleaning foam from the horse’s mouth before entering the arena or during the warm-up if requested by the FEI official.

“Many of these initiatives are to protect our athletes because the criticism that’s received at the moment sometimes doesn’t truly reflect what is happening, and it’s important to be completely transparent,” said Mr Murphy.

Mr Williams added that the group’s discussions have been “very varied” and at this stage no conclusions have been made.

The members of the working group, except Gareth who was unable to attend, took part in a panel discussion on questions around topics including judging, public perception, training and stewarding.

When asked about double bridles and the potential for the suggested trial, Mr Williams said it was important to say “we are not making recommendations as a group, we each have our own opinions”.

Ms Theodorescu said “we don’t want to promote the snaffle to be used just for the purpose of getting higher marks” and that problems could arise such as horses being ridden more strongly at home in the snaffle.

“This could lead to other problems that we don’t want to see. We have to be careful with implementing something that might look good to the outside, and we might get positive press for a moment,” she said.

In a follow-up press briefing, FEI secretary general Sabrina Ibáñez said it is hoped “concrete proposals” will be established by the FEI General Assembly in November.

The dressage European Championships take place in August and when asked whether anything new could be implemented by then to help with the sport’s image, Sabrina said if there are any “best practices” that do not necessarily affect rules and regulations, these will be announced.

‘Look closely, not away’: FEI World Cup Final organisers announce zero-tolerance policy on welfare violations

Organisers of the FEI World Cup Finals in Basel, Switzerland (2–6 April) have announced a zero-tolerance approach to misconduct, specifically targeting actions that compromise horse welfare, in partnership with an independent welfare organisation.

The announcement follows growing scrutiny of horse welfare in equestrian sport, with increasing calls for stricter monitoring at major events.

“We want to offer our main players, the horses, the best conditions so that they feel comfortable with us,” said Thomas Straumann, president of the board of directors for organisers Longines CHI Classics Basel.

“We all know how much the sport we love is under surveillance. Even if it is very difficult, we try everything we can not to provide a target for opponents of equestrian sport.

“That’s why we do not accept any misconduct among ourselves and, especially, towards the horses. We ask all officials, including our staff, to look closely, and not look away. We will comply with all rules and monitor them closely. Violations will be punished using all means available to us as organisers.

“We all hope that we don’t have to make use of these measures because all we want to see is fair sport – now, and in the future.”

As part of that commitment, Dr Straumann announced a partnership with independent horse welfare organisation R-Haltenswert, founded by German entrepreneur Victoria Auracher and represented by André Hascher, chairman of the Breeding Association for German Horses.

Mr Hascher told H&H R-Haltenswert will have “qualified professionals” – referred to as EQCs – monitoring the warm-up arenas throughout the event.

“The EQCs will not intervene directly with riders or FEI stewards,” he said. “They will conduct quality control from within the industry, communicating daily with the organiser, the stewards, and the FEI.

“In addition, we will have a large exhibition stand where we can be reached for personal conversations with all riders, visitors, press representatives, and other interested parties.”

Mr Hascher added that findings will be shared in a press release at the end of the event and that several Olympians have privately voiced their support for the initiative.

Although the zero-tolerance policy marks a strong stance, FEI event organisers do not have the authority to disqualify or eliminate a rider – such decisions must be made by FEI officials, including the ground jury.

But organisers can escalate concerns regarding misconduct or welfare violations to FEI stewards, the ground jury, or veterinary officials, who have the power to take disciplinary action.

Switzerland has some of the world’s most stringent animal welfare laws, which operate independently of FEI regulations. The country’s Animal Welfare Act and Ordinance set clear restrictions on training methods and equipment, in some cases going beyond FEI rules.

As a result, organisers in Basel must navigate both international and national regulations, potentially adding another layer of scrutiny to how welfare violations are handled.

British medallist joins top names to ‘review’ dressage and create a future plan

Medal-winning British rider Gareth Hughes has been named in a group tasked with reviewing the current state of dressage – and developing an action plan to take it forward.

Gareth, who was on the team that won European gold in 2023, and world silver in 2022, with Classic Briolinca, joins others with a “wealth of expertise, to address challenges and opportunities facing the sport today”.

“The FEI has created a dedicated working group tasked with developing a comprehensive strategic action plan for dressage, aimed at establishing a clear vision, realigning objectives, and creating actionable plans to enhance dressage at all levels,” an FEI spokesperson said.

The group will be chaired by George Williams, former president of the US Dressage Federation, US Equestrian youth dressage coach and high performance and pathway development advisor.

Joining George and Gareth will be former Olympic, world and European champion Monica Theodorescu, the first woman to be Germany’s national dressage coach, Raphael Saleh, who was president of the ground jury at the Paris Olympics, and six-time Olympian Kyra Kyrklund, who is vice-president of the International Dressage Riders Club.

The final two members are Klaus Roeser, chair of the German equestrian federation’s dressage committee and European Equestrian Federation board member, and Lise Berg, an associate professor at the University of Copenhagen’s department of veterinary clinical sciences.

“Dressage should be built on balanced, ethical training resulting in freedom of movement, ease in transitions and harmony between horse and rider, with no place for tension or resistance,” said FEI dressage director Ronan Murphy.

“Our focus now is to embed these principles in the FEI rule book and ensure they are applied consistently in training and competition, always putting horse welfare first. The working group’s task is to turn these ideals into everyday practices, prioritising the wellbeing of horses as we move forward with future proposals and format changes.”

Mr Murphy said the group members were carefully selected for their expertise, and “profound understanding of dressage”.

“This diverse group represents a cross-section of the community, ensuring a broad range of perspectives,” he said. “Their collective knowledge and vision will be instrumental in shaping a strategic plan that not only addresses the current challenges in the sport but also ensures the wellbeing of our horses, incorporates stakeholder feedback, and positions dressage for long-term success.”

One of the group’s first jobs will be to “carry out a comprehensive review of the current state of dressage”. Members will consider feedback from stakeholders ahead of and during a stakeholders’ meeting on 1 October last year, and sort suggestions into “well-defined focus areas for targeted action”.

“Central to their efforts will be prioritising equine ethics and wellbeing, with the equine ethics and wellbeing action plan serving as a guiding framework for key initiatives,” the spokesperson said.

“Additionally, the group will work on creating a repository of relevant scientific research, consulting with veterinary experts to create an accessible information resource for stakeholders. To further enhance the sport’s integrity, the working group will propose future rule revisions, with immediate attention on partial updates for 2025 and the 2026 full rules revision for dressage.”

The group will report “regularly” to the FEI board and dressage technical committee and stakeholder groups. Members will make a presentation to the FEI sports forum on 31 March.

Five-star rider Andrew McConnon provisionally suspended over horse abuse allegations

US five-star rider Andrew McConnon has been provisionally suspended by the FEI following allegations of horse abuse.

Today (9 January) the FEI said it had opened disciplinary proceedings against Andrew following allegations involving “numerous horses over an extensive period of time”.

In September H&H reported that USEF had passed relevant reports and materials regarding alleged horse abuse to the FEI – and at the time the FEI confirmed it was investigating but could not provide any further information.

The FEI case status table, updated today, cites violations of the general regulations: abuse of horse, conduct that brings the FEI and/or equestrian sport into disrepute, and breach of the FEI code of conduct on the welfare of the horse as reasons for the suspension.

“Mr McConnon has been provisionally suspended, effective from the date of notification (8 January 2025), meaning that he is suspended from participation in any events or activities related to the FEI and/or any national federation, in whatever capacity, as long as his provisional suspension has not been lifted by the FEI Tribunal,” said an FEI spokesperson, adding that “for the avoidance of any doubt”, training FEI athletes and or FEI horses – at FEI events or anywhere else – is considered an FEI-related activity.

“Persons are entitled to train their own horses at their own facilities or at private facilities (i.e. not linked to any FEI or national events/trainings’ facilities).”

The FEI spokesperson said that to “ensure the integrity of the ongoing legal proceedings”, no further comment will be made.

A US Eventing Association (USEA) spokesperson said the organisation will be issuing a “reciprocal suspension” pending the final outcome of the FEI investigation.

“We support the decision made by the FEI to thoroughly investigate this matter and the USEA will continue to cooperate with both US Equestrian and the FEI, the governing bodies that hold responsibility for investigations and disciplinary proceedings under the rules of our sport,” said USEA chief executive Rob Burke.

The USEA spokesperson added that “matters such as these require time to fully investigate” and USEA will provide updates as they become available.

Last year Andrew finished 17th at the Kentucky Three-Day CCI5* with Wakita 54 and 23rd on Ferrie’s Cello. He and Wakita 54 were 17th at Burghley 2024.

Are the blood rules in FEI horse sport working – and how can we move forward?

The rules relating to cases of blood seen on sport horses while competing in the Olympic disciplines have long applied – and been the subject of debate. The FEI states the rules exist “to protect our horses, and there can be no grey areas when it comes to horse welfare”.

It’s important to note that not all cases of blood mean there is a welfare issue or that a rider has done something wrong. The FEI states “eliminations for blood-related reasons do not imply that there was any intent to injure the horse” and that many incidents are “minor or accidental”. But the consequences are different across the disciplines.

In dressage rules, fresh blood results in elimination. If the judge at C suspects blood on a horse during a test, they will be stopped and, if fresh blood is confirmed, eliminated. If no fresh blood is detected, they may continue.

Fresh blood in the horse’s mouth or area of spurs during the post-test tack check results in elimination, and blood found elsewhere on the body will result in an examination by a vet, who will advise on the horse’s fitness to continue in further competition.

But there are different procedures in showjumping and eventing.

The showjumping rules state that blood (fresh is not stipulated) on the horse’s flanks results in elimination. In cases of horses bleeding in the mouth, “such as where the horse appears to have bitten its tongue or lip”, officials may authorise the rinsing or wiping of the mouth, and allow the combination to continue. But any further evidence of blood results in elimination.

In eventing, the same approach is taken in the dressage phase as the above dressage rules.

For cross-country, the rules state “all athlete induced (spurs, bit and whip) blood must be reviewed case by case”; if the horse shows fresh blood, officials may authorise the rinsing or wiping of the mouth and horses may continue if no further bleeding. Cases of “significant blood” will result in elimination.

In the showjumping phase, blood on the flanks or mouth result in elimination – but the rules add that for “minor cases, such as where a horse appears to have bitten its tongue or lip” officials may wipe the mouth and allow them to continue.

These differences have often generated discussion and questions.

H&H asked the FEI why the rules differ, and was told the disciplines have their own individual sport rules under the relevant technical committee, and “historically, this has led to each discipline codifying their own rules on how cases of blood are handled”.

“The FEI believes that this is an appropriate approach given the significant differences between the disciplines and is generally well accepted by stakeholders,” said an FEI spokesperson.

“Blood is naturally emotive”

Andrew Gardner was a judging supervisory panel member for the dressage at the Paris Olympics and a ground jury member of the Tokyo Olympics. He is a former director of British Dressage and former member of the FEI dressage technical committee.

He told H&H that the judges’ responsibility is “very clear”.

“In dressage, if there is fresh blood on the horse, the judge at C has to apply the rule – and that’s all there is to it. Whether there is a lot of blood or a small amount, the cause is irrelevant to the action that has to be taken,” he said, adding that “horse welfare has to be the paramount element”.

But Mr Gardner added that in his opinion these situations can “sometimes lose context because the outcome is always elimination – but the cause is not assessed by a vet and the public is left to draw its own conclusion”.

“This may not always be fair or accurate,” he said.

“The word ‘blood’ is naturally emotive. It always needs assessment, but what worries me is the risk of inference that with blood there’s a suggestion of a welfare breach, and that can be wrong. We know that blood can be caused by unfortunate, but nevertheless innocent things, like a horse biting and catching its tongue or lip, a fly bite, or a graze. While this always needs to be checked, elimination can be a significant price to pay,” he said.

“However if a rider inflicts harm, that is very different and must be dealt with, and everybody would agree.”

Former international rider Nick Burton was president of the eventing ground jury at the Tokyo Olympics, and officiates at five-star events. He told H&H he can see why there are differences in the rules.

“In eventing we know there is more risk because horses are jumping and there is the chance for impact – but I can see the argument for the rules being the same,” he said.

“No matter what the discipline, at no point should it be acceptable that a horse continues to compete while bleeding, there’s no decision to make.”

Mr Burton has officiated at high-profile events where horses have been stopped for blood. In eventing cross-country, when the ground jury stops a horse, it is checked by a vet before any decision is made on whether it can continue.

“In one case, the horse was checked and it had a very minor graze that wiped clean, and the horse was restarted,” said Mr Burton.

“I’ve also had a situation where a horse was checked and the bleeding continued, so the rider was eliminated. In those cases we have an interview with the rider and they receive an FEI warning card, because the FEI needs to know about these things – and if that’s a recurring situation then obviously something is going very wrong.

“The ground jury has a lot of responsibility, and welfare is the highest priority, but we’re also very aware of the perception of what we’re doing with these animals – and whether that looks OK. If I went to a circus or zoo and saw animals bleeding, I wouldn’t be happy to see that.”

The recording of blood offences

Another discussion point is how blood cases are recorded. A yellow card or warning is not always issued, and is based on the “specific circumstances of the case”.

The eventing rules state that for all “minor cases of blood induced by athlete in the mouth or related to spurs, a recorded warning [which is different to a yellow card] will be issued” – and serious cases indicating abuse, will be dealt with under the abuse of horse rules.

The FEI warning cards database for eventing shows 29 warnings issued between 12 April 2019 and 7 December 2024 for “minor” cases of blood – but these are also recorded as “abuse of horse”. When H&H questioned why they were recorded as abuse when they are “minor”, the FEI said the reference to abuse for these cases was an “input error and the warning list will be updated accordingly”.

In the showjumping official warning database one case appears; of “blood on the horse’s flanks” – and the separate warning cards list does not specifically mention any cases of blood, nor does the dressage warning card list.

In showjumping and dressage, all offences are categorised under “abuse of horse”, “incorrect behaviour” and non-compliance with headgear and sport rules. Both the showjumping and dressage databases list abuse of horse cases, but these do not specify any further details, and it cannot be assumed blood was involved.

Mr Burton said that where he has officiated and there have been blood-related stoppages, none have been abuse-related. But the blood offence on the FEI eventing warning card states “caused by the athlete”, and does not give an option for an injury caused by a graze on a fence, or a horse striking into itself, for example.

“These situations can be emotive, but as a ground jury we have to take action. I once had a rider refuse to sign the card because they said they didn’t cause the blood, and they probably didn’t, but they still received the recorded warning,” he said.

“It’s like a stain on your career”

The International Jumping Riders Club (IJRC) has been outspoken about the rules in showjumping, which will undergo a full revision in 2025. The elimination of Brazilian rider Pedro Veniss at the Paris Games for a “micro case” of blood on Nimrod De Muze’s flanks – taking the Brazilian team out of the competition – generated further discussion.

“No one wants to see a horse with blood on the sides, but the consequences of elimination are also bad for the image of the sport,” said IJRC president François Mathy Jr.

“To be eliminated from the Olympics, the perception is you must have done something really bad; the public will see this as mistreatment.

“Ours is an action sport. If there is a little scratch, no more than a bite from a fly, which is unintentional and requires no veterinary attention, elimination is a huge consequence and unfairly disproportionate.”

New Zealand showjumper Daniel Meech agrees with the IJRC that there should be other options available to stewards, such as issuing a warning, before elimination.

Daniel was eliminated from the Tokyo Olympic individual showjumping final when Cinca 3 was found to have what was deemed to be a spur mark, during the post-competition tack check. Photos showed that Cinca had no wound, rub or sore – and Daniel had never been eliminated for blood previously, or since.

“We do everything for the safety and welfare of our horses, trying to make their lives as comfortable as possible – we don’t want these things to happen. The mark was so small, it was almost a scratch. It wasn’t bleeding, it was an innocent, unlucky accident,” Daniel told H&H.

“In New Zealand we don’t have many showjumpers making the final of an Olympics, and although I wasn’t in the running for a medal, instead of a result, your record says eliminated. It suggests you’ve done something intentional, and that’s there for the rest of your life. It’s like a stain on your career, and you’re almost made to feel like a criminal.

“We work our whole lives for these moments. You have sponsors, owners, and then the public watching – there’s a big scandal, people hear ‘spur mark’ and start speculating.

“If someone is being aggressive or mistreating their horse they should be eliminated and dealt with. But when an accidental scratch disqualifies you from the biggest event in the world, it feels like there might be better ways to handle these things”.

The Swedish approach

Sweden’s national blood rules are the same across the disciplines and have been in place for around 10 years. Notably during the country’s rule revision every two years, the public has the opportunity to give input.

Under the Swedish federation’s rules, if blood is detected anywhere on the horse during competition, the rider must immediately stop and is eliminated. A judge assesses whether the blood has been caused by the rider or not – and if so, a further penalty is issued.

Robert Solin of the federation’s sport department told H&H Sweden’s rules work “very well” and that rider-induced blood cases are “very rare”. During this year’s FEI rules revision the federation proposed a similar system by making the blood rules the same across the disciplines – but this did not make it to the vote at the general assembly. The FEI said proposals to have a “one-size-fits-all” rule have “typically not received widespread support”.

Mr Solin acknowledged that in cases of blood not caused by the rider, it is challenging to cover all instances in a rulebook.

“No regulations are perfect, but they should be as good as possible. We are dependent on what society thinks and it’s really a matter of the existence of horse sport or not – that’s what’s at stake,” he said. “That’s why we want the FEI to assess the rules to make them equal, understandable and applicable – and officials and stakeholders need to know the rules.

“Officials need to be able to say to the public – and riders: ‘We made this decision for these reasons,’ because when decisions are put under scrutiny it is very important to have people that can explain them.”

Mr Solin said the FEI has made good progress on horse welfare and public perception, but highlighted the challenges the FEI faces.

“The FEI is an international organisation with more than 130 member bodies, and the way we view horses is not the same all over the globe. It’s very difficult to move forward sometimes, because it has to be a majority,” he said. “The question is how do you get all these nations to come together?”

Andrew Gardner believes the FEI and national federations “are making a big effort to address the current issues for the benefit of the sport and with the horse as the main priority”. But he questions whether in dressage blood cases should always be dealt with in the same way and lead to rider elimination, or in cases at the Olympics, potential team elimination.

At the Paris Olympics, US dressage rider Marcus Orlob was eliminated when his ride Jane was found to have a “very minor cut”, having knocked herself prior to entering the arena, resulting in the loss of the US team.

Mr Gardner asked if it “would be better” if in these instances a vet examined the horse, and if deemed to be “100% well”, they are allowed to continue.

“That could be a fair way all-round, and could be in the interest of the sport, without ever prejudicing the best care and respect of the horse. Hopefully this would allow the public to be confident in a process that puts the horse first but does not unfairly infer criticism without justification,” he said.

A British Equestrian spokesperson told H&H the current blood rules “largely do what’s required” taking into account the differences across disciplines.

“Ensuring consistency in the implementation and enforcement of those rules can be more of a challenge,” said the spokesperson.

“Riders should have clarity over how and when rules are implemented for a fair and transparent playing field with equine and human welfare of utmost importance. Equally, we must ensure there is support in place for officials, so they have the confidence to make decisions under extreme pressure and act on a case-by-case basis in the best interests of the horse.”

US Equestrian (USEF) believes there is an opportunity for a “degree of cross-discipline harmonisation” of the rules.

“With Marcus Orlob’s elimination it was disappointing as we could not finish as a team, but as we stated during the Games, we respect the rules and understand why the decision was made,” a USEF spokesperson told H&H.

“Without a drop score, it does present challenges, and we are open to having discussion on this rule going forward.”

Olympic dressage rider Laura Tomlinson believes there cannot be grey areas in rules.

“We need to be in a place where ultimate respect for the animal is shown, and that has to be that we’re happy to sacrifice success in those moments,” she told H&H.

But when elimination of a rider can result in the elimination of a team, Laura questions whether there could be a separate rule around blood on limbs caused by minor knocks or grazes.

“It’s a tricky one to sift apart and I can see why it’s cleaner to have a rule with no room for error. But when a horse can spook and nick itself for example, and you’ve spun a whole team, that seems brutal,” she said.

Laura, who has never had a blood-related elimination, said although she does not specifically worry about the possibility of an incident when riding, she thinks about public perception.

“People are desperate to capture a bad image or a little moment. At the moment I’m not at the very top in the sense that I’m not one of the few riders that everyone is watching, but I have been there before and I know what it’s like to feel completely scrutinised,” she said.

“Sport should never be prioritised over equine welfare”

Vet Hans-Christian Matthiesen, a five-star dressage judge and head of the International Dressage Officials Club, believes the blood rules in dressage are “quite clear” and for the outside world “easy to understand” – but said in the ideal world “we should have the same rules across the disciplines, and this is something we need to work on for the future”.

Mr Matthiesen added that although there is a difference between blood from a rider-induced injury and a horse injuring itself, communicating this is challenging.

“It’s still the same picture; a horse with blood on it in competition, and we don’t want that. That’s something we have to be really careful about,” he said.

“In some situations the horse might knock himself, or hit the fence, and we kind of accept that in the horse world. But that is difficult to defend with any good arguments, because although a horse might not be lame, even with a small scratch, they are likely to feel pain.”

Discussing how we communicate blood-related incidents to the public, Nick Burton believes riders and owners can play a role.

“I think they should take responsibility by putting out a statement and make a very clear message about their concern for their horse, and reassurance that their horse is OK. For me that would be quite powerful,” he said.

World Horse Welfare chief executive Roly Owers told H&H the charity feels the blood rules are “appropriate and working well”.

“Of course, there is room for improvement, as it is immensely difficult to create rules covering every eventuality and will not inadvertently penalise individuals who have just suffered bad luck,” he said.

“But the principle of the rules – that we should take a zero-tolerance approach to allowing horses to compete when they have open wounds – is sound in terms of protecting equine welfare and the image of the sport.”

He added that having the same rules for all disciplines would help with understanding – from inside and outside the sport..

“We acknowledge, however, that the magnitude of risk for a horse going cross-country is very different from that of a horse doing a dressage test – and any rule needs to be realistic,” he said.

H&H asked Mr Owers if blood-related scenarios can ever be deemed ‘OK’ or defended, for example when a horse knocks itself.

“No injury that breaks the skin and draws blood can be described as ‘OK’ and these occurrences should never be accepted as a by-product of the sport. Everything needs to be done to avoid injury to horses, no matter how it occurs,” he said.

“I acknowledge there will always be ‘bad luck’ stories. But sometimes an injury that doesn’t appear to be caused by something the rider ‘did’ may happen because of the way the horse is ridden or reacts to the situation – and this is often down to the way they have been prepared and trained.”

Mr Owers concluded that the most important point is that the “reality of the sport should never be prioritised over equine welfare”.

Proposed ban on double bridles and riding behind the vertical debated in European Parliament

A ban on the double bridle, curb bits and riding behind the vertical could be on the cards in Denmark – and has been debated in the European Parliament.

The Danish Council on Animal Ethics, which advises the national government, published a series of recommendations regarding new “legislative initiatives” for the involvement of horses in sport in Denmark, which included a proposed double bridle ban.

This 5 December report followed a March 2023 statement warning that if its recommendations were not implemented within a year, the council would advocate specific legislation in Denmark.

“Since the publication of the council’s opinion in March 2023, the council has continued to see worrying examples of sport horses showing signs of discomfort, pain and conflict behaviour,” the report states.

“We are aware that the equestrian sports organisations have initiated the proposed evaluation work. However, the drafts that the council has received for this are not sufficient in view of the signs that the welfare of horses is still under pressure.”

The recommendations sparking the most discussion concern tack, equipment and training methods, particularly riding behind the vertical.

“The council did not initially propose to ban certain types of equipment but pointed out that the evaluation should take into account that even though some equipment may be used in certain situations without causing discomfort or the like to the horse, the equipment in question may be so difficult to use correctly that its use must either cease completely or be limited to persons who are particularly qualified to both use the equipment and at the same time be able to assess the horse’s possible conflict behaviour or signals of discomfort or pain,” the report states.

“Seen in the light of the documentation and debate since the publication of the council’s statement, where signs of discomfort, pain and conflict behaviour can still be observed in the horses of even the most highly prized riders, the council today, however, considers that there is a legal need to ban certain types of equipment.”

Among the proposals is a ban on “bits that entail a significant risk of cutting off the blood supply to the horse’s tongue e.g. curb bits.” The council also recommends banning “subjecting horses to exercises that they are not physically or behaviorally suitable to perform, e.g. holding the bridge of the nose behind the vertical.”

A spokesperson for the council acknowledged the complexities of enforcement, adding: “This is a very technical and complex matter.”

In response to the recommendations, the Danish horseracing authority has banned tongue ties, pelham bits and Dutch gags.

The FEI has so far resisted all calls to make the double bridle optional in dressage classes at CDI3* level and above. In October, it reiterated its position that the use of the double bridle “is not a welfare issue” – which it states is “based on many years of experience, the data currently at hand, and the results achieved”.

On 12 December, MEP Niels Fugslang chaired a round-table discussion in the European Parliament on common solutions for welfare in equestrian sports, during which the recommendations were a central point of discussion.

FEI president Ingmar de Vos acknowledged welfare issues but said: “I hope we can demonstrate that we’re taking care of this ourselves to avoid legislation”, referencing the progress of the FEI’s recent welfare action plan.

He added that “complaining has become a business” and that the FEI would not take action “because people are shouting loud” – “actions have to be evidence-based”.

On dressage, Mr De Vos added: “We all recognise that we want to see a difference. We want to see horses with natural movements. We are working on that and our judges will have to learn, because how did we get there? It’s because the judges wanted to see more and more spectacular things, which were not so good – I think – for the horse.”

When the floor was opened for questions, Mr Fugslang asked about banning “certain bits” and later wrote: “Despite the equestrian associations saying they want the best for their competition horses, I, unfortunately, lacked answers on how to get away from the unhealthy culture of lack of animal welfare we still see in top sport.

“I believe legislation is part of the answer… The riding associations have a huge responsibility, which I don’t think they live up to. This is why I believe there is a need for rules to ban outdated gear, change judging criteria, require education and ensure that horses in sport feel well.”

The Danish council has no legislative power and it is up to relevant authorities to act on the recommendations. The spokesperson said: “In the past, several recommendations from the council have led to legal initiatives, however, this is not always the case. So, it is not possible to provide an estimate of how likely the recommendations are to become legislation.”

‘A clear message’ as FEI suspends and fines Charlotte Dujardin for training video

Charlotte Dujardin has been suspended for a year and fined 10,000 Swiss francs (£8,885) for the training video of her that emerged before the Olympics.

Charlotte had been provisionally suspended since 23 July for “engaging in conduct contrary to the principles of horse welfare”, and the FEI announced the final sanctions today (5 December).

“On 22 July 2024, the FEI received a video, submitted by a lawyer representing an undisclosed complainant, that showed Dujardin excessively whipping a horse during a training session at a private stable,” an FEI spokesperson said.

“The FEI immediately began an investigation, and contacted both Dujardin and her national federation.”

Charlotte confirmed she was the person in the video and voluntarily withdrew from the Paris Olympics. She agreed to be provisionally suspended pending the outcome of the investigation.

“The FEI’s investigation, conducted with Dujardin’s full cooperation, concluded that Dujardin was the only person who had engaged in a rule violation in relation to the video,” the spokesperson said. “Additionally, the investigation found that aside from the conduct shown in the video, no other rule violations had occurred during, or in connection with, the training session.

“Since the video’s release, the FEI has not received any additional complaints or reports of violations concerning Dujardin’s conduct.”

The FEI cited three charges: abuse of horse, conduct that brings the FEI and/or equestrian sport and the FEI into disrepute and breach of the FEI code of conduct on the welfare of the horse. Charlotte admitted the charges and accepted the sanctions proposed by the FEI. The agreement of sanctions was submitted to the FEI Tribunal for confirmation

The FEI took into account the fact Charlotte’s previously clean disciplinary record, and that she had voluntarily withdrawn from the Olympics, and in the Tribunal report, it states: “In particular, the panel notes that, following the investigations conducted by the FEI, the FEI considered that the video constituted the only occurrence of horse abuse committed by the respondent, in what can be considered as an ‘isolated incident’.”

The suspension is mirrored by British Dressage, and her provisional suspension will be credited towards it.

“It is regrettable that this case has put our sport in the headlines for all the wrong reasons, especially during a critical time leading up to the Olympic Games,” FEI secretary general Sabrina Ibáñez said.

“Yet, despite the challenges, the FEI acted decisively by immediately opening an investigation and imposing a provisional suspension.

“These significant sanctions send a clear message that anyone, regardless of their profile, who engages in conduct that compromises the welfare of the horse will face serious consequences. We believe this outcome reaffirms the FEI’s commitment to equine welfare and to its role as guardian of our equine partners.”

H&H contacted Charlotte and she released a statement that said: “I fully respect the verdict issued by the FEI. As the federation has recognised, my actions in the video do not reflect who I am and I can only apologise again. I understand the responsibility that comes with my position in the sport, and I will for ever aim to do better.”

At the time of her withdrawal from Paris, Charlotte said the video showed an error of judgement, adding: “What happened was completely out of character and does not reflect how I train my horses or coach my pupils, however there is no excuse. I am deeply ashamed and should have set a better example in that moment.

“I am sincerely sorry for my actions and devastated that I have let everyone down, including Team GB, fans and sponsors.”

A spokesperson for British Equestrian (BEF) and British Dressage (BD) said both “fully endorse” the FEI statement.

BEF CEO Jim Eyre said: “We are confident that this has been a thorough disciplinary process and thank those involved for their professional approach. The sanctions were discussed at board level by BEF and BD and both agreed that the suspension and fine are in line with the parameters outlined in the FEI’s regulatory framework.

“The welfare and ethical treatment of horses has always been a priority and no one involved in our sport should be in any doubt that we expect the highest standards at all times. We will continue to work with our member bodies tirelessly to uphold the integrity of our sports through enforcement, education, and advancement in our knowledge.”

BD CEO Jason Brautigam added: “We stand united with the FEI in taking a zero-tolerance approach to any breaches of our equine welfare policies – and this case has proved that these disciplinary processes work, regardless of the status of the individual concerned.

“We launched the Charter for the Horse last year and remain totally committed to upholding these standards. Working closely with our colleagues across the federation, we will continue to collectively put the health, care and wellbeing of the horse at the heart of everything we do, and proactively demonstrate that equestrian sport is conducted in an ethical and responsible way.”

Vigilance urged after horses die in French equine herpes outbreak

There have been equine deaths recorded after an outbreak of equine herpes virus (EHV-1) in France, the FEI has confirmed.

H&H reported this week that British Equestrian had urged owners of horses who had been in or travelled through France to be vigilant as an outbreak of the neurological form of the virus had been reported.

Today (22 November) the FEI veterinary department announced an “important update on the situation”.

“The outbreak is linked to a national event that took place in Le Mans on 1–3 November 2024 and as of 20 November, has resulted in fatalities, and cases in three different French departments,” an FEI spokesperson said.

There was an FEI event at the same venue a week later (8-11 November).

“The FEI horses were housed in different stables to the horses competing in the national event and there were no direct contacts between the national and FEI horses at Le Mans,” the spokesperson said.

“EHV-1 is an airborne disease that can be transmitted up to five metres via coughing, but also through direct contact, via people and shared equipment. It can cause respiratory and neurological signs, abortion in pregnant mares and death of young foals.

“However, as this disease is easily transmitted, contact between horses must be kept to the absolute minimum and we therefore strongly recommend that you should not participate in any training events, breeding activities etc with your horses.”

H&H has asked the FEI to clarify which horses are being referred to in the above statement and is awaiting a reply.

The spokesperson added: “In response to the outbreak, we request that our community remains vigilant and monitors the health of their horses carefully, for clinical signs of infectious disease. Further information relating to EHV-1 can be found on the EHV-1 hub.”

The FEI has brought in a raft of extra biosecurity measures since a serious EHV outbreak in 2021 brought horse sport to a halt in mainland Europe.

‘They’re just not viable’: call for action as major show cancellation highlights issues

The FEI said it “recognises the challenges” faced by organisers, after Hickstead was forced to cancel the All England Dressage Festival as it could not be made viable.

H&H reported that the event, which had grown from a Premier League show in 2021 to a six-day CDI3* and CPEDI, could not continue to run, as Hickstead director Lizzie Bunn said the numbers did not add up.

“The timing of the event in May made things challenging due to the weather, but the main reason is that we cannot make it economically viable,” she said, having thanked all those who had supported the event. “The costs – particularly of judges and officials – at over £50,000 are exorbitant and, despite our best efforts, the event still ran at a loss.”

Olympic rider Richard Davison, who was dressage technical consultant for the Bolesworth and Windsor CDI4* events, told H&H the cancellation “reflects what has been known for some time”.

“Privately funded and non-subsidised standalone CDI events are just not viable,” he said.

“While some non-state-subsidised European CDIs have survived thanks to private benefactors, that is not sustainable.

“It is critical the FEI reviews regulations that affect organisers’ costs, such as the mandatory number of officials and length of tests, which affect revenue derived from entry fees, among other aspects.

“Where organisers combine CDIs with other disciplines and attractions, it is possible to offset some costs, especially where there is sufficient spectator interest reflected in non-discounted ticket sales, such as in freestyle classes.”

British Dressage (BD) CEO Jason Brautigam told H&H BD had been working with Hickstead to try to ensure the event remained viable, including contributing financially, with British Equestrian, to support the CDI and CPEDI.

“We are obviously very disappointed to lose the event for 2025, as it has been a popular show with members and well supported,” he said. “The cost-of-living crisis and high inflation over the last three years has had a negative impact on all our major events, including our winter and national championships, so we appreciate it’s a difficult economic climate.

“Nevertheless, we will continue to do what we can to work with our affiliated venues to mitigate the impact of these commercial pressures – and we hope dressage will return to Hickstead in the near future.”

The FEI told H&H it cannot comment on any organiser’s financial situation.

“Having said that, the FEI recognises the challenges faced by equestrian event organisers, where rising organisational costs can represent a significant hurdle,” a spokesperson said.

“To have an open dialogue with all stakeholders, two sessions at the FEI Sports Forum 2024 were dedicated to exploring ways to increase engagement among national federations and organising committees in hosting FEI championships. A key point of discussion was the potential for reducing organisational costs to enhance feasibility and sustainability.

“In relation to dressage officials, it is important to underline that officials play a fundamental role in safeguarding essential aspects of dressage events, from ensuring fair and balanced scoring to upholding the welfare and safety of the horses.

“Due to the complexity of dressage judging, which involves evaluating both horse and rider from multiple perspectives, it is widely recognised that a minimum number of judges is necessary to ensure fair and consistent performance assessments.”

The spokesperson said the FEI has proposed reducing the ground jury size from seven to five judges for the dressage World Cup Final, adding: “The dressage test format is also under consideration as part of the FEI’s future strategy for the sport.”

Vote to take place on medicating horses at shows and trimming ear hair

The FEI will carry out an “ethical review” of the use of medication in competition horses – as voting is to take place on banning injectable vitamins at events and trimming equine ear hair.

Final FEI rule change proposals have been agreed, to go to the vote at the general assembly on 13 November. Among the draft, which includes equine out-of-competition testing (news, 11 July), are changes to the veterinary regulations.

Throughout the rules revision process, the Swedish federation has pushed for a ban on medication being administered on the day a horse competes, stating that with the current debate on equine welfare and social licence to operate, “it is of utmost importance not to allow horses competing on drugs/medications”. Currently, some medications are allowed on competition day – including omeprazole, altrenogest (Regumate) and antibiotics.

“In the event of an emergency or ongoing treatment, we do not think a horse is fit to compete if it needs to be treated with injectable controlled medication substances or antibiotics on the day they compete,” said the Swedish federation.

The FEI and the British and US federations pushed back against a blanket ban. The FEI said it was “not in the horse’s best interests to not have access to medication, if needed”, a comment supported by the US federation. The British federation said that “preventing any medication on the day will cause issues for those receiving ongoing treatment” – but did support “close regulation and further guidance on what treatments are permitted”.

Therefore, the Swedish federation’s proposal will not be taken forward. The FEI said it intends to produce guidelines for use of antibiotics at events, and is “confident, following a recent laboratory screening exercise, that the use of antibiotics at events is minimal”.

But a vote will take place on the FEI’s suggestion to remove the exception that allows horses competing in classes after 6pm to be treated with an injection or infusion with any substance not listed on the equine prohibited substances list. The FEI has also put forward a proposal to stop non-emergency treatments being administered when the FEI stables area is closed.

Stakeholders will also vote on the FEI’s proposal to ban the injection or infusion of vitamins and/or minerals during the period of the event, unless there is an emergency and their use is supported with the required authorisation. The FEI said this was “on the grounds of equine welfare, further to the death of a horse at an FEI event”.

In April, showjumper Chromatic BF died at the World Cup Final in the UAE after he was given a “refreshment and a routine shot of electrolytes” after his round – a procedure that did not break any FEI rules.

The FEI confirmed it plans to carry out an ethical review concerning the use of medication in competition horses, a move that the US federation said it supports, and in which it looks forward to participating.

Another proposal that will go to the vote is the trimming of horses’ ear hair. The German federation proposed that in addition to the ban on removing sensory hairs, “the shaving of the auricles should also be prohibited” as the hairs provide protection against insects or other objects entering the ear, and extreme acoustic stimuli. Clipping or cutting hairs inside the ear is also banned under German animal welfare law.

‘Positive move’ as noseband measuring tool to be rolled out at shows

A new tool to measure noseband tightness will begin a phased roll-out across FEI events in the first quarter of 2025.

The move has been welcomed by vets, researchers and other leading figures in the equestrian world.

The device is designed to go under the noseband on top of the nasal bone. If it passes through, the noseband is loose enough. If not, the noseband is considered too tight.

The immediate consequences of having a too-tight noseband depend on when in the competition the test is carried out. It could be as simple as loosening the noseband before the horse is allowed to start. In during-competition tests, a too-tight noseband will mean elimination and a yellow warning card.

The shape and size of the device, as well as where on the horse’s face it is used, has been led by research. This research includes a 2015 study on bridle pressure, and also a 2024 study looking at how noseband type and tightness level affect pressure on the horse’s face at trot. Authors of these studies include biomechanical specialists Rachel Murray, Russell MacKechnie-Guire and Jane Williams.

One of the key findings from this research is that tightening the noseband from two fingers to 1.5 fingers “did not significantly increase pressure on the horse’s head and was not within a range at which pain or tissue damage would be expected to occur”. This is noteworthy as it means the new device complies with the science – as its dimensions are equal to 1.5 fingers – and also answers why it is slightly smaller than the International Society of Equitation Science (ISES) taper gauge, which is modelled on two fingers.

Development

An FEI spokesperson told H&H the device has gone through several stages of development, in collaboration with Dr Murray and Hilary Clayton, who are well known for their work in equine health and biomechanics.

“These experts conducted tests in a controlled environment. Afterwards, the FEI moved on to in-competition testing at FEI events across Europe and the USA over a three-month period this year. During the test phase, the prototype underwent slight design adjustments to improve ergonomics for better glide and handling,” said the spokesperson

The final phase involved more than 600 tests on horses at international events across FEI disciplines. The devices will also be available for anyone to buy.

World Horse Welfare chief executive Roly Owers told H&H the charity “is pleased the FEI is introducing a much-needed noseband measuring device”.

“The tightness of nosebands has been a particular point of concern for some time now, and it is so important to make regulations as objective as possible and their implementation consistent,” he said. “What is key now is to ensure that this development helps to tackle current inconsistency in how the rules are applied and that it is shown to remove some of the welfare risk around noseband tightness.”

H&H also spoke to Dr Murray, Dr Williams and Dr MacKechnie-Guire, who all welcomed the move.

They highlighted positives as the fact that it is data-led; that the FEI is now consistently measuring tightness at the front of the head; that it is a standard size – removing variations in sizes of stewards’ fingers, which gives everyone clarity; and it gives competitors a clear “pass or fail”.

Dr Murray explained that pressure under the bridle is a complex picture, made up of many factors, of which nosebands are just one part. She also noted that correctly fitted nosebands have a role to play in stabilising the bridle.

She said that for all those who have welfare of the horse in mind – including riders and the wider sport and public – having a standardised tool that can be used to measure in an easily repeatable way, is a positive.

“Competitors want to know where they stand, and everybody wants the best welfare for the horse, so personally, I think this is a really good thing,” she said.

Positive move

Dr Williams, who is also a former honorary president of ISES, told H&H this is a “really positive move” by the FEI.

She added that, as is always the case in research, there will always be more work to do, but this is a “great first point of call”.

“One of the things we’ve talked about in terms of welfare and how we can improve equine welfare is for the leading organisations in the sector to really take that leadership role and to drive forward practice,” she said, adding that the approach will then trickle down to grassroots.

“The research we’ve done has been done with experienced horses and riders. So there’s more work to also do across the other groups. It’s a very complex situation, it isn’t just about noseband tightness – it’s about the horse, it’s about the rider, it’s about the context. But this is a great starting place.”

Dr Williams also said the ISES taper gauge is a very good tool and although the FEI device is a good “next step”, the ISES gauge should not be discounted as it is still working to promote a positive outcome for the horse.

Dr MacKechnie-Guire added that it is a “really positive step forward for horse welfare and the industry”.

“I think the fact that it is going to be a roll-down across all disciplines is also progress,” he told H&H. “Welfare is welfare across all sectors that involve horses.”

He added: “I really urge all competitors to buy a gauge, check the tightness of their noseband at home and get their horses accustomed to it, so it becomes normal for them.”

British Dressage (BD) has also welcomed the move.

Chief executive officer Jason Brautigam told H&H BD “fully endorses” the work involved and its intention “would be to follow suit and implement this measuring tool at the earliest opportunity”.

“However, we have yet to test this tool in a live environment ourselves and agree how it should be used at BD competitions,” said Mr Brautigam.

“This will need to be integrated into our steward training and then trialled at nominated shows before we roll it out fully, but we welcome this as a positive move.

“Moving the measuring location from the side to the front will work much better from a practical perspective.

“To have a standardised tool that has been developed and informed by the latest scientific research and data is a huge step forward for the sport.”

Snaffle grand prix classes proposed as double bridle debate continues

Organisers could be encouraged to host “special restricted” classes for riders wishing to use snaffle bridles in international grand prix classes.

The suggestion is part of FEI feedback following further debate on the compulsory use of double bridles at the top level of international dressage. Snaffle bridles are permitted at all levels of British Dressage national competition.

The Swedish and Dutch federations had asked the FEI to “re-evaluate” the mandatory use of double bridles at CDI3* and above, as part of the 2024 rule revisions (news, 4 July).

They said at the time they “think it is in the best interest for the sport to make it optional and allow riders to use a snaffle if they deem this in their best interest as a combination”. The FEI had stood by its previous decision – that the use of snaffle or double bridles is a “technical (sport) matter and not a matter of wellbeing/welfare”.

It added that its dressage technical committee (DTC) is “willing and available” to be part of a multi-disciplinary expert round table “to discuss the correct fitting and possible modernising of the double bridle”.

This prompted further comments from nations over the summer.

The German federation, International Dressage Riders Club and International Dressage Trainers Club said they “do not share the opinion that using a double bridle is a matter of horse welfare”, but do support a round-table discussion.

“However, a prerequisite for coming to a reasonable conclusion is to have results of significantly more meaningful scientific studies on the subject, for example on what a bit does in a horse’s mouth,” they added.

The Swedish federation reiterated its call, adding that it is “once again asking the FEI to allow athletes to ride in a snaffle bridle, as we strongly believe it is in the best interest for the [sport of] dressage”.

“We also believe that making the double bridle optional, and instead making it possible to

adapt the equipment to each horse’s psychological and physical needs, is crucial to secure

the public’s acceptance of the sport,” it said.

The FEI restated its earlier response, that the use of double bridle at top sport “is not a welfare issue” – which it states is “based on many years of experience, the data currently at hand, and the results achieved”. But it also suggested a new way forward.

“The DTC suggests that this topic could be further evaluated during the 2025 season by encouraging organisers to include a special restricted class for athletes who wish to use the snaffle bridle in grand prix up to CDI3* level. Data from these studies would assist in the future assessment of the topic,” said the FEI.

The discussion was printed as part of the second draft of FEI rule changes for 2025, which will be voted on at the general assembly in Abu Dhabi (10-13 November).

Other key changes include tightening of showjumping whip rules (news, 4 July), and interviews with riders after eventing horse falls to become compulsory, rather than a recommendation.

Significant new proposed rules on out-of-competition testing on horses, including their whereabouts and who is classed as the person responsible, have sparked reaction. Federations have been broadly supportive of the general concept of out-of-competition testing, while seeking further clarifications and details on exactly how it would work. An amended version will be voted on at the general assembly.

FEI sets out next stepsas dressage seeks to restore public’s trust

Mandatory trainer registration, defining ethical methods and better communication were some of the actions agreed on at the FEI dressage stakeholder meeting on 1 October.

A “diverse” group, including representatives of the international riders’ officials’ and trainers’ clubs, and members of the FEI riders’ para dressage and veterinary committees, were among those who met at the FEI’s Swiss headquarters last week. Media were not allowed to attend and national federations were not invited.

H&H reported in March that a meeting was to be held to address concerns in the sport. In September, the FEI announced that the event would include “in-depth discussions on addressing the challenges currently impacting the discipline of dressage”.

A spokesperson for the FEI said those at the meeting “have reaffirmed the core objectives of dressage and discussed ways of realigning the discipline to reflect these objectives”.

“The aim is that through balanced and systematic education, horses are trained and ridden to be calm, supple, flexible, confident and responsive, fostering a deep and positive connection with the rider,” the spokesperson said.

“The group agreed that these core objectives should be integrated in the FEI rule book and applied in practice, both while training and competing.”

Delegates agreed this approach emphasises key qualities such as freedom and regularity of movement, and that it is “crucial” dressage is without tension or resistance, and demonstrates harmony between horse and rider.

“Participants acknowledged the impact of breeding on the evolution of the sport and explored the relationship between judging, training, and riding,” the spokesperson said. “They also emphasised the importance of examining the sport holistically by introducing principles of behavioural science and the five domains of animal welfare, focusing on the horse’s positive physical and mental wellbeing.”

FEI secretary general Sabrina Ibáñez said the Paris Games showed off the best horse sport can offer in competition, but also “brought to light challenges that have prompted us to reflect and reassess”.

“To many, this vision of what dressage should embody may seem self-evident,” she said. “But as highlighted during the meeting, over the years the discipline has moved away from its traditional purpose and this realisation requires a necessary realignment to the foundational principles of dressage.”

One key proposal is for trainers to be registered, and potential certification schemes to ensure accountability and standardisation. There was commitment to defining ethical training methods, “with an emphasis on increasing transparency and showcasing good practices”. It was agreed that a better communication plan is needed, as is a “thoughtful approach” to rules revision, based on scientific research.

Delegates supported the FEI’s equine welfare strategy and action plan, and agreed on collective responsibility and working together.

FEI dressage director Ronan Murphy said, “Establishing a unified vision is the essential first step in fostering a shared purpose. With this foundation in place, we can now focus on restoring public trust and confidence in the sport.

“Our goal is to be aligned and move forward in the same direction. We have clearly defined what we want to see as a sport and the next step is for all parties to assess how we can adapt our practices and approaches to ensure these standards are met.

“This effort is not the responsibility of any one group; it is a collective mission for the entire dressage community and we look forward to engaging with the wider community especially our national federations.”

European Equestrian Federation president Theo Ploegmakers, who was at the meeting, told H&H: “It was a very constructive meeting and we are very happy with the FEI’s initiative to hold this. There was a lot of productive discussion and we could align on some clear areas to take forward.

|For us it’s now very important to discuss with our European national equestrian federations, which we will do so ahead of the FEI general assembly.”

Updates will be shared at the general assembly, on 12 November, and there will be “opportunities for discussion” at the FEI Sports Forum next April.

Laura Collett among inspiring Brits nominated for top awards

Double Paris 2024 Olympic medallist Laura Collett is among the nominees for the FEI Awards 2024.

Laura, who won individual bronze and was part of the gold medal-winning British team in Paris with London 52, is shortlisted for the Peden Bloodstock FEI Best Athlete. Laura and London 52 – triple five-star winners and part of the British side that also won team gold in Tokyo – set a new Olympic eventing dressage record in Paris with their score of 17.5.

Fellow Brits Lucinda Green and Georgina Unwin are among the four-strong shortlist for the FEI Inspire award. This accolade is presented to an “individual or organisation that has pursued their equestrian ambition in an inspiring way and serves as a role model to show that everything is possible, and that even when faced with challenges, you should never stop believing in your dreams”.

Lucinda is nominated for her work through the Lucinda Green Academy, including her teaching ethos and how she “demonstrates her great teaching skills and brings other knowledgeable people from around the world to help her members develop their horse management as well as their training and competing”.

Georgina, director of Birmingham charity Summerfield Stables – Horses in the Community, is recognised as a “true champion of inclusion, breaking down barriers and making riding accessible to everyone”.

One of Georgina’s recent achievements is developing a partnership with British Dressage’s urban centre pilot initiative.

“Georgina’s belief in horses to unite, heal and inspire is remarkable, as is her incredible generosity. Georgina’s passion is only matched by her tenacity to bring horses to everyone, no matter their background and position,” states her nomination.

“This tenacity is underlined by the fact that Georgina also somehow finds the time to be a part-time A-level philosophy teacher – a vital source of income for her considering the running of the stables and teaching is a voluntary unpaid role!”

The awards are decided by a judging panel and public vote, which closes on 13 October. Winners will be announced at the FEI Awards gala presented by Longines on 13 November in Abu Dhabi.

Medal-winning rider appealing eight-month suspension over training video

Danish medal-winning dressage rider Carina Cassøe Krüth has been suspended for eight months over behaviour shown in a training video.

H&H reported that Carina was reported to the Danish federation’s disciplinary committee, following the release of a video, filmed two years ago, showing Carina whipping a horse multiple times. Carina was fined 5,000 Danish krone (£560) – but the federation appealed the sanction, and Carina was temporarily excluded pending a review by the appeals committee (news, 22 August).

On 28 August the appeal committee ruled that the sanction would be upheld – but that Carina should also be suspended from all competitions and activities for eight months. The suspension will run until 28 April 2025.

The ruling document stated that the federation’s board had appealed the original sanction because it was “too lenient”, and that Carina “acknowledged and expressly regrets the episode”, had withdrawn from the Olympic team and had been the subject of negative media attention.

The appeal committee agreed that there had been “deliberate violation” of the federation’s rules, and agreed with the disciplinary committee that Carina’s experience, position and age were among the aggravating circumstances.

Carina confirmed that she is appealing the decision, adding: “I was fined and punished for my misconduct” and “I have never tried to evade the incident that took place more than two and a half years ago”.

“As I have stated before, I am very sorry for the situation in the video. It is a clear mistake and not representative of the way I have trained or train horses. This has also been my message in the dialogue with the Danish federation,” she said.

“We are dealing with a federation which will not stand by its own decision, but which, due to outside pressure, raises a penalty which the federation had originally set at a fine. Of course mistakes must have consequences, and therefore I fully understood the original decision.

“But I find it very difficult to understand that a single mistake, which I am very sorry for and which dates back several years, now has such major consequences for my future, not just on the national team – but in my work as a professional rider, with a ban from competing for eight months. Therefore I will appeal the decision.”

Carina added that she “welcomes” debate on horse welfare.

“But I do not like that the legal certainty of the riders stands and falls with a federation that does not dare to stand by its own decisions. There is a broad recognition in the industry that we have not done things well enough. Therefore, we must also stand together to develop in the right direction, and a lot has already happened since 2022,” she said.

“The answer, on the other hand, is not to create nervousness among the riders by choosing the easy solution, which I think the association has done in my case.”

Originally Carina Cassøe Krüth was not suspended by the FEI, and at the time of her temporary exclusion, the FEI was awaiting the outcome of the appeal committee’s decision. But an FEI spokesperson told H&H that it has “taken note of the new sanction”, and she has now been suspended on the FEI database.

The spokesperson added that the FEI is aware of Carina’s appeal and is waiting for the outcome, before “deciding what further steps (if any) to take”.

“For the moment the FEI has not opened a separate investigation,” the spokesperson said.

Five-star rider under investigation after ‘abusive behaviours’ caught on video

Brands who sponsored or supported Andrew McConnon have been severing ties with the US five-star eventer, after it was confirmed he is being investigated for alleged horse abuse.

US Equestrian (USEF) confirmed that it had passed relevant reports and materials to the FEI, which is looking into the matter. USEF said it will enforce any disciplinary action taken by the FEI.

“USEF takes all reports of equine abuse very seriously and prioritises the safeguarding of horse welfare,” a spokesperson said. “We received an anonymous report at the beginning of the summer regarding US eventing athlete, Andrew McConnon, and were sent materials showing abusive behaviours shortly after the report was made. After determining USEF did not have jurisdiction over the matter because it did not involve misconduct at a USEF competition, USEF promptly referred the matter to the FEI, where it is under investigation.

“The FEI’s jurisdiction and ability to pursue disciplinary action is broader regarding reported incidents of animal abuse occurring outside of licensed competitions.”

The spokesperson added that “abuse in any form, at any time, is unacceptable in our sport”, and that the USEF board in June approved a rule change extending USEF’s jurisdiction to cover reports of abuse out of competition. The rule will come into force on 1 December.

A spokesperson for the FEI told H&H: “The FEI takes all allegations of horse abuse very seriously and has been made aware of the allegations against Andrew McConnon. We are currently investigating the matter and can therefore not provide any further information or comments at this point in time.”

Andrew was given a $50,000 (£38,379) grant at the US Eventing Association year-end awards last December, and competed at Defender Burghley Horse Trials last week with Wakita 54, finishing in 27th place. Since news of the investigation broke, US equestrian businesses Gallops Saddlery, Equine Bonnets, Hound & Hare and Correct Connect will no longer sponsor him. World Equestrian Brands said he would “no longer be part of our trainer team”.

H&H has approached Andrew for comment.

Equestrian sport at ‘critical juncture’ as dressage meets to address the sport’s future

The FEI is hosting a meeting of “in-depth discussions on addressing the challenges currently impacting the discipline of dressage”.

Stakeholders including riders, officials, trainers, organisers and veterinary experts, as well as national federations, will be invited to the meeting on 1 October. The FEI said the event “marks the beginning of a broader strategy to develop a comprehensive long-term strategy for dressage, to ensure the sustainability and growth of the discipline”.

H&H reported that a dressage forum would be held to tackle concerns in the sport. The FEI confirmed this after the Swedish equestrian federation’s horse welfare council and Gothenburg Horse Show co-hosted a meeting at the show (21–25 February) on horse welfare and social licence, at which the FEI was represented.

After the meeting, the Swedish, Danish, Norwegian and Finnish federations wrote to the FEI asking for a dressage forum to be set up, adding: “After several notable cases where unacceptable training methods have been revealed recently, it is obvious that we need to act on an international level. Despite all efforts so far, there is still much work that must be done to secure horse welfare at all times and to secure the sport’s social licence on an international, as well as national level.”

The FEI said at the time that it was “in complete agreement that it is our collective responsibility to ensure the welfare and integrity of our sport, both within and outside the arena”, and that the forum would be held after the Paris Games.

Confirming the meeting, FEI president Ingmar de Vos said: “Our goal now is to collaborate closely with all our stakeholders to address the challenges facing dressage. While many in our community recognise the urgency of the situation, others may not yet fully grasp the critical juncture at which equestrian sport currently stands.

“While the FEI is committed to seeking collective solutions and fostering consensus wherever possible, the safety and wellbeing of our horses remain our top priority. Our ultimate goal is to ensure that dressage is a discipline where the sport is conducted in a manner that focuses on the horse’s comfort.”

Mr de Vos said the FEI is prepared to take decisions to ensure it is “living up to our promise to ‘Be a Guardian’ for our equine partners, and to improve the standards of safety and care in our sport”.

“We have shown in recent months that the FEI is ready to step in and take decisive action when the need arises,” he said.

“As the sport evolves, we must adapt and find effective solutions to current challenges. Our success depends on the community’s willingness to approach these issues with an open mind and work together toward common ground.”

British Dressage (BD) CEO Jason Brautigam told H&H he intends to be at the meeting. A British Equestrian (BEF) spokesperson said it is also expecting an invitation.

“We’ll take every opportunity afforded to us, BD and the sport of dressage to be involved to help drive positive change,” a BEF spokesperson said.
