Perhaps the FN has more information than could be supplied to the FEI or is not pertinent to this case? In which case they may have a vested interest in a harsher penalty. They can't sanction him any more than the world body without opening themselves to legal action or simply having him leave the country to compete, I would have thought, so perhaps they are pushing for a harsher sentence to avoid that scenario.
Or maybe it's politics. It will be interesting to see what inside information comes out of Germany.
